hive heard nothing else since arriving here The newspapers are issuing extras on every little piece of information received and the papers sell like hot cakes The gen eral impression is that war will be de clared but just when no one knows There is not likely to be much fric tion in Congress over the disposition of the Maine report when it comes to congress There is considered to be no room for controversy over the mat ter The suggestion that the minori ty are going to resist the report being referred to the foreign sffairs commit tee is pronounced little short of ab surd The rule requiring reference to committee is imperative The most insignificant thing has to go through the formality of reference to commit tee and there is apparently no dispo sition to treat so important a ques tion as this with less regard for the forms of procedure than is shown in dealing with minor matters The sug gestion that as result of the confer ence between the President and Spea ker Read yesterJay the House was to be held in check by the reference of the report is based upon a false as The sentiment of the House is very pronounced Without reference to party or politics the desire is for action as speedily as the circumstances of the case admit of It is naturally expec ted therefore that the committee will very after the message has been referred report back whatever action is deemed desirable The House may not follow the committee With the question once up the House may run away with it and take radi cal action if the committee should not report a proposition that is This is mere speculation since the Congress does not know what the report of the board of in quiry will disclose nor what the Presi dint will recommend The committee will probably follow the President in whatever he recommends Decisive action 1 y the President is expscted and if this expectation is not disap pointed there will be no friction over the question in Congress There is a decided opposition in both houses of Congress to anything like temporiz ing and to any suggestion of arbitra tion or a proposition which involves the continuance of Spanish domina tion over any part of the of Cuba The universal demand in Con gress is for the relief of Cuba from the Spanish yoke and reparation not in demnity for the dent uction of the Maine If the course of the President departs widely from this policy no one doubts that there will be a distur bance in Congress but it is not apt to be resolved into a party contention In such an improbable contingency it is thought that the friction would be between the President and practically the solid body of Congress The sen timent is so strong that there seems no possibility that Congress will be c nt nt with a mild policy There is a fixed purpose on the part of the lead ers and the active men in all parties to hold themselves in restraint until the report of tlfe Maine board has been made and then to give a reason able time for action Beyond this point there is no assurance that any sort of restraint will be possible The feeling that war is imminent is more general in Congress today than it has been before From several con servative sources has come the that the situation has assumed a graver aspect than at any time before and that war seems inevitable report comes from an administration source that the President is about to send to Congress a which will cause a sensation clearing away all doubt that now surrounds the situation This is represented as not being the message transmitting the of the Maine court of inquiry but one in advance of that dealing with the general Cuban question Of course a report of this sort cannot be verified but must be judged by its source In this case the source is good and has heretofore been reliable The President sent for Senators Allison and Gorman today This is the first time he has called democrat into conference Men who have been con sulted or conferred with by the are closemouthed after talk with him but there is no concealing that they are after the talk er has determinedly refused to give information concerning his talk the President but men ave seen the Speaker are satisfied by his manner that is not pleased with the situation and feels that a serious responsibility is assumed by a critical situation It is said that he is evidently dissatis fied but will not explain why IVis known only that he has never been in favor of war Members of the Kentucky are slow to talk on the subject but it is easy to see that deepd own their hearts they want a fight and I believe they will so bloodiest battles ever fought in the Kentucky mountains took place Sunday afternoon on Puckctts creek in llarlan county about 10 miles from this place in which three men were killed and two injured The killed are Snellings Josiah Leroy and Wes Taylor They were at a neigh bors house drinking when a quarrel arcse between Snellings and Taylor the former getting in the first shot but missing Taylor then opened fire killing Snelliugs Leroy had been at the stable but the shooting rushed to Snell ings defense Finding him dead he opened fire on Taylor both shooting about the same time When the fracas was over both were found to be stretched on the ground dead Two men were wounded by stray bullets but will recover The shooting is said to be the out come of an old grudge which existed between the Suellings and the Tay lors NEGROES SOLD Jim Wade Ilrought Two Dollars and a Quarter and Howard Two Dollars and Fifty Cents GLASGOW Ivy March 22 The sale of the Negroes Jim Wade and Rufus Howard title given for one year first offered and after many fivecent bids was bought by WT Adams a farmer for S225 Wade was put up he asked that his father be sent for but his father refused to bid on him Resolution providing that circuit clerks need not pay back to the state 5 fees collected in felony cases Bill known as the resident agents bill which requires all firs insurance policies written in this state to be written by a resident agent The governor vetoed house bill 476 Wednesday because of a glaring in the title of the bilL The title is An act to repeal section 12 article 1 chapter 4 general statutes which is section 2025 Kentucky entitled Guardian and Ward When looked up the boJy of the bill proposes to ropeal chapter 4S of the general statutes instead 4 Chapter 4 relates to deaf and dumb asylums while section 2025 of Ken tucky statutes relates to guardian and ward so the inconsistency makes the veto necessary FRANKFORT Ky March 18 The governor closed business for St PatS ricks day by vetoing the bill allowing Kentucky insurance companies to in vest their surplus in other than securities and Mr Hintons bill relating to sales of real estate to incumbrances He also signed the bill changing the time of holding com mon school trustee elections from June to October The result for the day was Bills signed 2 bills vetoed 9 FRANKFORT Ky March 19 The governor did not have as much raw material to work on Friday as he did Thursday so the number of his vetoes decreased Friday to four and his to one The Covington and Newport members of the legislature will be greatly disappointed over Fri days work as he vetoed House Bills 234 and 248 The first named was for the benefit of incorporated districts or other municipalities not heretofore assigned to any class of towns and was intended for the special benefit of Milldale in Kenton county The reason assigned for the veto that it was contrary to section the constitution which provides for local legislation and that the statute already provides a method for organiz ing such districts No 24S is an act to provide for the creation and govern ment of suburban districts near sec ondclass cities and was especially in tended for Highlands in Campbell county It was vetoed for exactly the same reason given for vetoing No 234 House bill 212 providing that no contract shall be made to pay a debt in gold money was vetoed because it Js contrary to the United States con stitution and laws enacted as to cur rency iu pursuance thereof He also vetoed house bill 290 to act relating to fees so that clerks commissioners receivers and sheriffs of Louisville to the state auditor once a year instead of monthly because it will operate to increase the salaries of the officers mentioned Therefore it is in conflict with section 1C1 of the con stitutionThe bill he approved Friday was the one known as the osteopath bill which provides that all phy sicians or healers who wish to practice profession in this state shall first be examined and granted a license by the state board of health The of the state board of health agreed however to examine the only in such branches as taught in their collages and
