attended the funeral Tuesday afternoonGrowing Wheat Crop Sold A special from Danville says the first deal in the growing wheat crop of 1893 has taken place in Boyle county between Anderson Spillman the miller and Jerry C Caldwellone of the largest farmers of that section Mr Caldwell sold the millers the wheat on 400 acres of ground at seven tyfive cents per bushel to go at threshing time This time last year the growing crops were being purchas ed at from flftyfive to sixtyfive cents but now the farmers are not so to sell at seventyfive MORE RAIDS The Raiders Get In Their Work on the Danville Double Gate As stated in last issue of Tim Rso OBD the gates on both the new and old Danville roads were replaced and toll collected Saturday night a num ber of men rode quietly to the gates and proceeded to chop them into kindling wood Gate keeer Ball poked out and was inormed by the raiders that if he persisted in collecting toll ha would be taken out and thrashed He could not recog nize any of them and says there were probably twentyfivd in the gang though only three did the work The two companies filed affidavits before the county judge Monday and six guards were allowed four charge of shot it will certainly check the A Tempest in a Tea Pot It was reported on Wednesday that the County Judges office was vacant because Circuit Clerk Hamilton refus ed to accept Judge R A Burnsides bond on the ground that it was too late the statute requiring it to be made on the first Monday in Janu ary The report created quite a and the parties mentioned and county attorney Owsley went to Stan ford to con er with Judge Saufley We understand that he advised the clerk to accept the bond if the parties sign ing it were good and there was no question about that The bond had been signed several days and the Judge had neglected to offer it to the clerk It is said that Judge Saufley said that there is a conflict between the constitution and the law requiring the bond to be made on the first Monday that no one could declare the office vacant without proper legal proceed ings in which the question would be involved and that he could hold un der his old bond until another had been given Whether or not we have been correctly informed pn these opin ions he is still county judge and is likely to remain so unless a vacancy occurs by death or resignation All sorts of rumors were afloat the ran high but the storm has subsi ded and a calm prevails over the troubled waters We do not object to the use of all proper means to secure an election by either party but we do doubt the of removing men who have been elected and qualified on mere technicalities It is true that the bond should have been filed sooner but it does not seem that this alone should disqualify the officer about there being no raid ers in Garrard when the turnpike question first came up The chopping down of all the gates on one side of the county in a single night however shut us that line with the quick ness and firmness of a steel trap Since then we have only hoped for the best and the raid of Saturday night was no surprise at all Reasoning with a man who will destroy private property has about the snme effect as the pouring of water on a ducks back The raiders believe they have a grievance and you might as well sing psalms to a dead horse as try to argue them out of it We believe that some satisfactory or deals will eventually be made with the pike companies but until that is done and the pikes are set people may expect trouble and probably serious trouble We do not believe in making mountains out hills but by constantly adding to the mole hill it will surely grow in to either a mountain or a mighty hilL While the pike companies and raiders have grievances it would be well to remember that our lawloving people also have one and that is the bad name which these raids give the county Those interested should put forth every effort within reason to bring about an amicable settlement of this matter and thus put a stop to the disgraceful conduct indulged in by the raiders We do not mean to say that property should be sold for less than its value not by any means but where theres a will theres a way and the court and the pike companies should put their heads together and that way The people are sick and tired of this question TnE Womans Rights element is making a fight to have several bills passed by the legislature A bill should be passed allowing those fe males who are not content with re maining in the sweet sphere for which they were created to vote or do what ever they please lut the law should also require that they wear jeans breeches galluses boots ride astrad dle and be able to chew tobacco and cuss What is worth doing at all is worth doing right and the good old sisters should be made to go the whole hog or none the large bills introduceu it will be nearly impossible to act on them all within the time allowed the session Some in fact a are noted DOLLAR MARK HANNA was reelected to the U S Senate by the Ohio legis lature or more truthfully speaking by his unlimited amount of money and gall and his friends are quite ju bilant The democrats and decent re publicans of the legislature made a hard fight against Hanna but money will talk and certainly did so in this STATE Senator George Farris fared in the committee appointments at a great deal of discussion on the of trustees their qualifications their duties and their relation to the teacher In fact hardly an educa tional meeting of any prominence has been held in the last twelve months that some phase of the question has not been up for consideration This certainly shows that the sul ject thought to be an important one and when it is remembered that of directors or trustees bad judgment in employing teachers or by bumpering and handicapping good ones whom they happen to se cure may seriously damage or even ruin a school then it will bo realize 1 that tha question is one of tremendous importance Board members themselves are be ginning to see that they do not their duty and so in the most progressive sections they are organ izing and having periodic meetings in order to exchange ideas and learn their duties wore fully For them to speak of their own shortcoming and failures should have more weight than for a teacher to speak of them therefore I shall give some of the things said sonic of the positions taken and some of the conclusions arrived at in several of these meetings The question was raised as to how much education a board member should have One side took the posi tion that a fine education was if not a least a very desirable thing And there was much reason in the arguments adduced- It was claimed that a man of only ORDINARY education cannot have a proper conception of education in its broadest and most complete sense that he can not appreciate or see the educational value of certain plans or methods or appliances and so will think that the progressive teacher who deviates from the oldtime way is extravagant unpractical or cranky and consequently such men will be opposed to all new departures espec ially those that call for the expendi ture of and a teacher with such a board will find himself so han dicapped that he cannot with the times Therefore a board ought to be well up especially on pedagogy The other side admitted that there was a good deal of truth in this roason ing but they took the position that it would be better if board members sense plain practical business men so they could attend to the financial af fairs of the school and let the teacher attend to the others In support of this the argument was made that in nearly all cases where there has been a clash between teacher and board be cause of the boards alleged interfer ence in matters that belong to the teacher the trouble has been caused by some member who thinks HIMSELF better educated than the teacher and therefore thinks the teacher should follow nis advice in short he thinks he ought to be grand dictator It was further claimed that men who cause this trouble are usually men who have taught a little themselves and think that they know all that is to be known about the business This naturally leads to the next is the true rtlation between a board and the superinten dent or principal In order to answer this question a prominent arose and said that the audience should for the time being imagine themselves newly elected superintendents and principals and he would imagine him self to be the chairman of the board employing them He then set forth in a very clear and forcible speech the duties of the board on the and the duties of the teachers on the otherThe whole speech is brim full of common sense and I would like to quote it in full but it alone would make about two columns so I must be content to give a few extracts We employ you to take charge of our school to organize and manage it We will manage the business or part of it but the professional part we turn over to you entirely and we shall not trespass upon your terri rights and your preroga tives We shall not attempt or pre sume to do your work or dictate to you how it should be done You are supposed to know more about the bus iness than we do for we are farmers merchants lawyers and so on we havent time to read educational papers or works on pedogogy and will not presume to know as much about teaching when we dont read educational literature as you do when you make it your constant study It is not unusual for a young trustee who perhaps has had a little in teaching to try to force his opinions on a teacher who is his sen ior and who has had perhaps three times the experience and knows ten times as much about the business One of the most unfortunate things that can befall a school is to have a trustee thinks he knows more than the teacher who is supremely anxious to make the people think he knows more and who is so jealous and envious that he is all the time trying to the reputation of the teacher in every way he can We trust we have no one who will do these things We regard the teach er as king in his province His In other words a member of a board unauthorised by the board in its organized capacity has no more authority than any other citizen in the county A similar answer was given when it was asked whether a director had a right to take charge of a class with out invitation from the teacher or even to ask questions without asking permission o the teacher Another question asked was this Suppose a brother or a cousin or any relative of the principal should be teaching with him and suppose this relative should see some one guilty of misconduct and should tell the and the principal should act on that testimony suppose then that the board should say to the principal We think best for you not to use the tes timony of your relative for people will think that you will believe your relative before any one else and so might not do justice to the pupil wouldnt that be a reflection on the truthfulness of the relative or on the judgment and fairness of the princi pal his ability to rise above preju dice and to do justrcj Answer Yes any construction you can put on it will be a reflection oa either the principal or the relative and the board that does that is very great discourtesy- All these
