STRAITS rk Port Arthur Being Vigorously Shelled and Its Fall Is Now Generally Anticipateda GLOOM AT THE RUSSIAN CAPITAL k t Military Authorities Confident However That General Stoessel Will Be Able to Hold Out Repairs To Askold Stopped Q CZAR ORDERS OUT HIS RESERVE OFFICERS i p Washington Aug 24Consul Gen oral Goodnow at Shanghai cabled the state department that the Chinese taotal of Shanghai through the Brit ish consul has ordered that the re pairs to the Russian cruiser Askold and the torpedoboat destroyer Gro zovol be stopped The order was made through tho British consul because of the fact that the repairs were being made by the British dock company at Shanghai St Petersburg Aug 24 With all I Russia hanging breathless on the fate of Port Arthur even such a national event as the christening of the czare vitch is robbed of much of the promi nence which would otherwise be ac corded it and St Petersburg Is dim and silent with no sign of festivity Although the fairylike grounds of Port Arthurs desperate strips The superstitious are predict ing the fall of the fortress on the day of the baptism of the czarevltch but this is easily traceable to the fact that several big Russian reverses have oc curred on Russian fete days It Is reported that a messagewas received from Lieutenant General Stoessel which was sent from Port Arthur on the night of Aug 22 by way of Chefoo saying that a desper ate assault by the Japanese had been In progress during the previous 48 hours No confirmation of this report can be had While the general staff does not conceal its anxiety the best military authorities have not aban doned the hope that General Stoessel will be able to hold out This more hopeful view is somewhat borne out by an unofficial dispatch from Llao I Yang saying that in a two days assault on Aug 19 and Aug 20 the at tackers like their predecessors were beaten off with heavy loss The situation at Llao Yang itself is quiet but tho Improving weather pre cedes the renewal of military activity It is believed that If General Kuropat kIn is contemplating a diversion in favor of Port Arthur it will not be long delayed t Conservative critics while they are not most serious news from the front would not be re ceived with great surprise Cruiser Novlk Destroyed Toklo Aug 22After a severe en gagement with the protected cruisers Chitose and Tsushima the greyhounds pf the Japanese navy the fleet Rus sian cruiser Novik has been van quished The fight occurred Sunday Afterward the Novlk in a sinking con dition was run ashore In Korsakovsk harbor on tile island of Sakhallen The fate of the crow of the Novlk Is not known but it Is thought they abandoned their vessel and landed at Korsakovsk It Is generally thought here that the Chitose and Tusushlma steamed in close to the Novlk and completed the destruction The details of the fight are not known here but It Is evident that tho Chitose and Tsushlma caught up with the Novlk Saturday and that a run ning fight ensued The contest was resumed and terminated early Sun day morning Captain Snkclchlro Takahashi who is In command of the Chitose reported the engagement in a brief telegram which reached tho navy department here He says ho first attacked the Russian cruiser Sat urday afternoon and that on Sunday morning he inflicted heavy damage upon her The Novlk nearly sank but she was beached at Korsakovsk Admiral JesenReports St Petersburg Aug 19 Emperor Nicholas has received a dispatch from Viceroy Alexleff dated at Vladivostok Aug 17 saying that the cruisers Ros sla and Gromobol of the Vladivostok squadron returned to Vladivostok Aug 16 and communicating the report made by Rear Admiral Jessen com mander of the squadron The cruiser flunk was lost in the engagement with Admiral Kamlmuras fleet on Aug 14 and the warships Gromobol and Rossla badly battered the former sustaining 11 breaches in her side Both cruisers had 135 men killed and 307 wounded IRussians Swept From Pigeon Insulting and Making Threats Against Mrs L Fagen FOUR WARRANTS AGAINST HIM Mrs Lily Fagen proprietor of the Kain Tuck Ee Tar Springs and her brother Oceola Van Aradale have been having trouble with W W Conley a stockholder who they claim has been making threats against them and Insulting them and the gqests at the tI rings Conley was arrested at the Springs last Thursday by Deputy Sheriff T M Bates on a peace warrant sworn ont by Mrs Fagen anttI the trial was set for that afternoon in Squire Jen nings court Conley was present but the plaintiff failed ta appear Conley who was then released re turned to Tar Springs He found his room tides locked and the ser was re fused him when ne demanded it He thn broke in the door and went Into his room There were no further develop ments in the trouble until yesterday when Mrs Fagen and Mr Arsdale went to Hardinsburg and swore out three warrants against Conley ar4 placed the matter in the hands of the county attorney The warrants charge Conley with using abusive and insnlting language aga net Mrs FAgen with threatening tc commit an offense against her person and threatening to destroy her property and threatening violence to Mr Ars ADJOINING STATES Lexington Ky Aug 18 Deputy Internal Revenue Collector J L Mc Coy was seriously Injured by being shot by moonshiners at the head of the Licking river After a weeks search he and two other men found a still in a ravine and as McCoy was attempting to demolish it with an ax he received two loads from a shotgun one hitting him on the head the other in the back A charge was made on the ambuscade and the moonshiners retreated before a volley of revolver shots General Strike Anticipated Knoxville Tonn Aug 2Presldent T J Smith of district 19 United Mine Workers of America left for In dianapolis to attend a meeting of the national executive board on Tuesday Firmly believing that no compromise willl be reached In this district and that a general strike will occur on Sept 1 President Smith will ask for a weekly allowance of 25000 for the district during the progress of a strike There are 8000 union miners in the district and they believe they can take 4000 noilunion men here and gave a certifi cate of nomination to W Godfrey Hun ter but instead of settling the dim culty between him and the Edwards faction it looks that the action will be but the beginning of a picnm here Saturday was a decid ed success Only a few people were on the grounds in the morning but in the atternoon about 3500 persons assembled there The program as ad vertised was carried out with
