Saturday I welcome tho opportunity which this occasion presents and I rejoice that the time In at hand for the democratic party with Its ranks united and enthusiastic to nter a campaign before the people of Kentucky for the election oi their state officers next November- On our part I Intend that tho contest hall be an aggreslvo not a defensive one that tho people shall be thoroughly Acquainted with the Issues Involved and that In the full light of public view the dtmocrntlo party willingly and the re publican party unwillingly must stand 4 upon their respective records and lot the people judge between them This Is the policy which we seek which we demand and we Intend to drag our reluctant ad yersarles from the dark recesses of n gumshoe campaign and make them tight us if they will In the open light of day While they seem to have determin ed upon a quiet and secret campaign relying upon the power of a big corruption fund and hoping that the democrats maybe lulled Into a sense of overconfidence we are determined to compel them to stand up and assume entire responsibility for the evil record they have made In this state We have nothing to conceal we Invite ct full and fair Investigation of our rec ord and we gladly go before the people upon that record believing Implicitly in tho sincerity or our purpose and In the righteousness of our cause We know the people of Kentucky their love of honesty and courage their hatred of fraud and deception and with that knowl edge wo begin this campaign with no misgivings as to the result Democrats need only do their full duty and the vic tory Is won Kentucky Is a democratic state and Intends to be governed by the democratic parly We seek to win by upiholding the fair name of the state tho republican party tries to succeed by slandering It and making Its name a by of reproach throughout the land Jpwordstrive to maintain peace and prosperity and to enforce the laws vigorously and Impartially they would rather that such conditions would not exist if they could get any spurious campaign material out of the states distress I speak not of the great mass of the re I publican people In Kentucky who I be hove love law and order and want to see the state prosper I know a large uInumber of excellent republican citizens L In Kentucky and It Is far from me to trutter a harsh or unjust criticism about 9 them but I speak of those who dominate their conventions write their platforms f and nominate their candidates What I shall say hereafter shall be directed at this class and I purpose before finishing to show to what depths of crime and In famy some of them will go In their des perate greed for office and power There am nine state offices to be filled by election In November The republican l candidates for those offices were noml jutted last July In Louisville In a con vention which was characterized by some L republican leaders as the most corrupt find unfair convention ever held It was said that nothing could he done by the delegates a very large number of whom enjoyed lucrative positions In the federal service until there was some oracular utterances of the wishes of the national administration at Washington The pow t r of the federal machine prevailed and their ticket was nominated The democratic party for the first time I In the history jot the state In Its desire I to get as close to the people as possible I held a state primary on the 9th of last May and nominated Its ticket That primary although an experiment was most ouccexsful In all Its features No less than one the use of their Improved methods of political warfare The present king of that country would probably grant them the same Immunity from rixjiililllon as the present governor of Indiana dues It Is quite certain that If the king should find his throne In danger from the claims of some rival he could borrow a Marlin rifle from some prominent republican federal officeholder In Kentucky who would cheerfully lend It on account of the Increased value of the gun after the deadly work had been accomplished The man who wrote that platform about assassination In Servla might be considered a humorist If the subject was not so ghastly Ills cruel nature as he penned those lines was full of delight when he Indulged In such mocker and saw In his minds eye the form of Kentuckys governor struck with the apSRBslns bullet and writhing In agony on tho state house pavement And yet these are the people who denounce me This IIs the platform which says my ad ministration has been bad In my fond est dreams of popular favor I never ex pected surh a complete triumph and vln dlrntloi as this Mr nom nelknalthtinee of that convention hat tering unction to his soul that he was the most honored man by the convention I dispute the claim with him and assert that I above every other man carried off the honors of that assemblage For while he received the nomination for governor I was the chief object of their attacks and my brow was adorned with the chaplet wreath of their erfvlable abuse No crusader of old when he knelt before his sovereign to receive the order of knighthood In recognition of his cour ago nnd valiancy over felt prouder than dirt I when that remarkable convention said that It saw nothing In my public record to approve Now let us look at that libelous doc ument which they have put forth nt their platform of principles With a reckless disregard for truth It tIres r general broadside shot at the present democratic administration and It would have the people believe that we are as bad It possible an the republican organization In this state It denounces vhat It Is pleased to term the odious democratic machine now In control of Kentucky This must have been Intended as a little piece of pleasantry to relieve somewhat the monotony of the occasion for it Is said that when this humorous pArt of the platform about political machines was read a broad smile swept over the faces of all the delegates except those who were for Judge Pratt or Mr Wlllson for these latter delegates were not In a tramp of mind just then to fully appreciate a Joke of that kind The Idea of that convention denouncing a machine was a bit of witticism most too semitic tc be enjoyed by these gentlemen It Is Indeed very gratifying to me that the republicans have een fit to attack the present democratic administration and thereby bring prominently before the people the work and actions of this ad ministration for I am convinced that the morn discussion and Investigation we have upon this subject and the better the people understand It the more cred liable It will be to us and we will be certainly Indorsed at the polls I do not want to appear boastful or to assume any credit to which I Instead of being a tax upon It as was the east beforo the present system was adopted Let us make a comparison upon this turs tlon of prison management and see the difference between the republican and been so administered that they have been able out of their allowances under the law to save enough to buy con siderable additional land for their Insti tutions and to make other valuable im provements all out of their per capitaI allowance Much political capital hat been sought to be made out of the man agement of some of these Institutions but I can say and prove that never be fore were they more successfully or Capably managed than they have been dur ing the last three years There was some trouble at the Hopklnsvllle asylum over two years ago 1 made a most careful investigation of It and be made out of some charges of cruelty to patients at the Lakeland asylum and an effort mado to hold me directly accountable for them because I had appointed the head nmcias of that Institution An Investigation was made by the board of commissioners and also by myself In person and by my representative I found that In two cases attendants had used unnecessary force In dealing with patients and when discovered the two attendants were promptly discharged The principal charges made against the olllcluls there and about whose testimony so much was sold by the hostile press were made by two con vict patients Gorge Portwood and Mary Noble and to give some Idea of the character of this testimony 1 will tell who they are 1ortwood several years ago killed a man In Lexington and upon trial was be suspected of murdering Gov Goebel If I should servo out the next term of four years In addition to what I have served In this term I will have been In olllco eight years lacking nearly two months and If 1 keep up the same rate of pardons that I have hereto fore followed I will not have pardoned In all that time of nearly eight years as many cases ns each one of these two predecessors did In his four years term 1 have gone Into these statistics not to criticise these two gentlemen both of them men of experience and distinguish 1adhave not abused this groat power and rexponxlbllliy which has been mared in my hands I desire a full publication of the records In these matters which will verify the llgures I have used These figures clearly show that I have not been In the least reckless In the use of the pardoning power and show to some extent how unjust have been the attacks me about It In the Raleigh case about which so much has been said and about which there has been so much falsehood the circuit judge prosecuting attorneys the father of the girl who was killed and a large number of ofll dais and good citizens strongly recom mended the pardon My enemies have gone t o far as to wilfully fabricate a story In order to reflect upon me that Raleigh fired upon this girl while she was n elng from him after he had improperly accosted her There never was a shadow of truth in this story mirt a baser falsehood was never uttered The father ot the girl would never have ask ed for the pardon If such had been true The late J B Marcum wrote a strong letter In the case asking for the pardon and stated that he did not believe that Raleigh bud fired the shot which killed the girl Ills statement certainly relieves the case nf any political nnorlne I merely cite this as an Illustration of the miserable character of the l1ht on me Like all governors In some few cases I may have been Imposed upon and made mistakes but I have never lay surd a pardon or where I did not conscientiously believe It to be right and just to do so The pardoning power should be most carefully used and I have tried the best I could to so use It but a governor must have a heart of stone to resist all the pathetic appeals from mothers wives and chil dren for the release of a son a husband responsibltity orator of Kentucky must undergo In moat of the cases where I have Imjuert pardons other ccuntles of the state as this trouble in Brailhltt The troubles In ferry In Clay and In other counties where state troops had to be sent were even more desperate than this The rea son there has county where a trial was recently held and the jury con victed both Jett and White and gave here a life sentence In the penitentiary All of this happened these two trial and the conviction In three months from the time of the assassination and yet ii has been over three and a half yearn since Wlllllam Oictal was murdered and only one man of all those who conspired to assassinate him has received but It Is a matter of fact that n other feudal trouble In Kentucky wn ever suppressed and ended In so shor- a time State troops have been used there and their service has done touch good In restoring peace and establishing a thorough respect for the law It has been hard to withdraw them or reduce their numbers because the good people there have been so Impressed with their valuable services In people J katBarbourville Both Talk Along Commercial Lines And are Cheered by The Big Crowds Col Belknap Outlines His Policy Along Lines of Supply And Demand Barbourville Ky Sept aAnimmense crowd numbering over 0000 people was present here today to wel come Col Morris B Belknap and Judge W M Beckner Republican nominees respectively for Governor and Attornev General Col Belknap appeared on the streets early this morning and whereever he went he was quickly surrounded by a crowd eager to meet him In company with William Carson BlaoK son of John Black Col Belknap visited all the business men in town and became acquainted with those from the coun try Throngs at Fair Grounds At 10 30 oclock the Belknap party r went to the fair grounds where the great throng of people had gathered to hear Col Belknap speak When the party entered the grounds the people crowded into the amphitheater until I it was packed to overflowing Several thousand stood in the hot sun during the speaking Mr Black made a short speech He spoke in hign terms of Col Bolknap and Judge Beckner He was cheered frequently by the enthu siastic crowd Col Belknap began speaking at 11 oclock When he stepped out before the crowd cheers went up all over the groundsWe want to see and hear our next Governor people shouted every where Col Uclknip Sreech Col Belknap was repeatedly cheered He spoke as follows It is u great pleasure to find myself once more facing the people of the Kentucky mountains My cordial re caption at London last week made me more than anxious to return among those I had the pleasure of meeting thereas well as to make the acquaint unce of others I feel that I have been a Kentuckian long enough and inter bested in Kentucky affairs to a suffic hint extent to be home fOlks with iou all We recognize that tho bond which draws us togeher this time is one of mutual interest It is not one that requires explanation by any tub tie sophistry of language or any te dious exposition of abstrnso principles I am not in the position of an office seeker for I already have a job and 1 it is not a small one I am simply ambitions as I think any true Kentuckian may be to gain such honor as may come from serving my State along the honet commercial lines of supply and demand- I claim there is a demand for an administration of our public affairs as a man would manage nis private business I am familiar wIth the requirements of such a business and am not afraid of the responsibility and the work that it entails We all possess a sentimental attach ment for this good old State of ours We feel that the best sort of govern ment is none too good for her and the effort now is a plain and simple one tnat is to put her in the hands I of those who will cherish and honor her with the same lofty spirit that a man shows to the woman to whom he is devotedBut say commercially considered things have not been bad in Ken tacky for the past few years Thanks to the management of our national affairs that is true But we have after all received onlv a small proportion of what I contend is due us Where we have got our thousands our neighbors have reaped their tens of thous ands with natural advantages no greater than ours In studying the canseit is accountable upon very sim- I ple grounds namely the failure to get the profits on the higher grades of I mercbandiise manufactured from pro ducts that we ourselves furnish whose convention takes place in other States under more favorable conditions Lot me give you a succinct example In everycar load of coal we ship out of this section there are two general profits an actual and a potential one The actual one is that paid to us by the purchaser of the coal The poten tial one is the profit which the pur chaser will reap upon converting that opal into steam The chances are he Is not buying it to make a bonfire He puts it under a steam boiler and the result is possibly a washing machine a rat trap an electric motor or one of many articles of finished mert han dice The profit in making these arti cles if the manufacturer understands his business is far greater than the profit the miner gets on his coal This larger profit Kentucky does not got Thousands Where Others Get Ten Fold Let me use another example A tree is standing on our hills It is worth some money Cut it downit is worth the original amount plus the cost of felling it Transport it to the saw mill and cut it into lumber two more profits added to it It is now a plank and has an actual urotit composed of tour minor profits but it also possesses as in the case of the car lot of coal a potential profit greater thnu all of these four That is the possibility of being converted into furniture undergoing a transformation that will make it totally unrecogmzaole to us and yet sold back to UB at many times the price at which we sold it to the manufacturer who converted it Ken tncuy does not get this profit and it is this loss that makes true the statement made at the beginning of the argu ment that we get but thousands where others get their tens of thousands WhY We Oct the Cheee Parings Now why do we get the only cheese parings Because the big profit is gathered in by u class of men who constitute what is kLOwn as man ufacturing talent Tnese men have peculiar characteristics of their own Tney are not lawyers they are not politicians and as n rule they con sider that the less they have to do with either of these classes of men the better off they are Their aim in life is to establish a home where they can live happily with their wives and raise their families They are studious men and carefully consider the con ditions where they can live to the best advantage They naturally want to nave advantages for their wives and children in the shape of the best intellectual opportunities especially common schools and personal safety An honest expenditure of public funds and honest count of tneir ballots weigh heavily in deciding with them where to locate These people are possessed of means which they invest in permanent form in the shape of factories and homes and in making these investments they carefully consider the probability of their efforts to build up their sur roundings increasing the vales of their Investments Where they nay it home for 2000 they hope in the course of ten years to find it in the midst of a flourishing town so that they can realize 1000 for it We know very well that these con ditions do not exist in Kentucky to day We know very well that they must exist before we can hope to he the cmmonwuujth which our natural advantages entitle us to be Pointing the Way The problem then is How can these conditions be brought about Perhaps you will say that now comes the time for the candidate to assert himself and say By turning out the men that are at present in office and putting us in That would be following the old political routea roadway that has been cut into deep ruts by the political traffic of the past In many cases it has proved most effective As to whether it will this fall or not I leave it with your good judgment But I would rather ascribe the change to a recognition of our own individual Interest It is no longer a case of what are you going to do about it but what are we going to do about Itt Not what will my neighbor do but what must I dot Not what the candidate at the head or at the bottom of the ticket will do but how will we make the candidate serve the good of the State after we have given him the office A member of our family is taken desperately ill and we hurry to the drug store Perhaps the road is nn tcnown to us We come to a point where tho road forks Shall we take the right or the Wong one Tne decis ion means life or death perhaps A man is standing there who can tell ns Would we stop to inquire his name asK him whether he can make a speech or not and whether when he is at home he always goes In and tells the cook good morning or not Or would we simply ask him to point out the way and with a nod of thanks proceed as he directs Why not use the same common sense in our gov ernment All we require is the direc ting hand to the place where we may procure the necessary rest1rtl ves These we ourselves must apply to the patient Filth In Kentucky I have as you know great faith in the State of Kentucky I realize that by an unfortunate series of events she has gotten herself on tic list to be I knocked and I want to see that classification changed I have met dnriiig my brief cam palgn a sufficient number of the strong conservative element of our State to realize that they are with me It is this which I have termed the new Kentucky spirit in the old Kentucky home it establishes the important foot that tha nesemry conditions for our new birth exists and I beg of yon that you arise and acquit yourselves lute mennot for my sane but for your own Rakes Orasp the Opportunities Into other hands are passing oppor tunities which we mightjust as well grasp as not They menu days of great prosperity and comfort to our families They mean peace and justice within our borders They mean over coming evil with good and doing the fair thing by our fellow man It not ns one mans work but the work isII allWithin the past year into the de partments of our National Government has been merged a now one of Commerce We are but advancing with the general sentiment when we incorporate the commercial idea in our own State affairs Unless there is some unseen flaw in the logic of the situation Kentucky affairs will profit clearly by an orderly I arrangement which good business methods demand We have enough law In fact we would get along better than we do if we kept the Ten Commandments just as transcribed upon the tables of stone Our standing in the world would be very much better if we would make a beginning by keeping the sixth nit as Judge Humphrey expressed it put the stamp of Cain upon whomsoever vio listed it so that henceforth he should be an outcast in our midst Making laws does not make a na tion We must have the coordinate branches of the judiciary and the executive They form horse cart and harness a combination which must be effective individually to carry us for ward Rotten spokes a girth tied with n paper string or a horse with out legs any one of them will tie up our transportation facilities I beg of you that you see to it that one iis as good as the other and all are th best There is no reason why they should not be so except our own in difference and that we must overcome Oct Value Received for TuesIIt is an old commercial saw tnat goods well bought are half sold When we pay taxes we are supposed to buy government If we dont get value received for court taxes the bargain is against us and we will go broke just as surely as the merchant who pays too much for lime goods will eventually close his doors We must take out our pencils and figure up the amount of taxes we have to pay and then in the next column add up what we get for them If we find that for our hard earned dollars we are simply feeding a lot of grafters when our State is crying out for better buildings better schools and better institutions then the buy ing proposition is going against ns and the day of trouble is at hand Uulnc45 Talk In olden times when the traveling talesman or drummer was a novelty on the road he was generally selected by his employer for his facility in carriyng a good story trout one store o antoher With this coin he many times bought orders at good prices when all other inducements would have failed This style of drummer has about disappeared and tuose of ns who employ these valuable assistants in our business realize that he sells most goods who opens up his line of goods on the counters of tale mer chant and talks business That IH what I have tried to do todaysimply- to talk business to you I believe that the goods I have laid before you peopledemandare at least sufficiently novel to prove as attractive as their inherent quali ties w ill prove lasting Beckner on Commercialism When Belknap finished John G Matthews introdcned Judge Beckner Again the crowd cheered Judge Bflokner made one of his characteristic speeches He told why he left the emouratlo for the Republican party and its principles He touched on commercialism and said the party in power did not want to see the State developed and new people come in He spoke ttt length on the neglect to provide funds for the St Louis Ex position He said the day was com ing when people would want to stay in Kentucky instead of wanting to leave as many do now Judge Beckner finished at 1280 oclock and the party went at once to the dining room where they par took of dinner Just after dinner tho party visited the many attractions on the grounds Col Belknap shaking hands all the time When the races were called the party went to the band stand and met all horsemen I i MOM EE WILLARD tJ Judge of District Court Plainly Speaks His Mind It
