Philadelphia They will proceed in the deliberate manner of all largo bodies to nominate candidates for president and vice president Only about 000 of those present will be authorized delegates As many more will be alternates A hundred or BO will servo as officers of tho conven tion The other 18000 will stand around talk a great deal shout when ever there Is opportunity and add to the general pIcturesqueness and Impor tance of the affair This will be the twelfth national convention held by tho Republican par ty The first ono was held In Philadel phia as this ono will be That was in 1850 when John C Fremont wds nom n OEOnOE X WISWELt ISr 4Dtatarma1 inated Philadelphia has not had a Republican national convention slnco 1872 when Grant was unanimously re nominatedLike convention of 1872 It Is expected that the coming ono will be slmIply a gmnd ratification meeting which the McKinley administration will bo Indorsed and tho present chief executive named as a candidate to suc ceed himself Philadelphia wanted this convention so much that she pnld S100000 In cash and Is to spend nearly as much moro In entertainment One of the chief Items of expense Is the provision of the convention hall You may count on the lingers of one hand tho build ings large enough and at the sumo time suitable for accommodating a na tional political convention Chicago has one and New York has another but both these cities have come to tho conclusion that political conventions are expensive luxuries They do not payGenerally it has been found neces sary to put up a building especially for t THE REPUBLICANr u NATIONALI1 l CONVENTIO- NOF 1900 4BY SEWELL FORD export exposition ana not only possesses architectural attractions but Is solidly built The PhiladelphIans insist too that the big auditorium whIch- Is to be created under Its roof will have all sorts of desirable qualities The auditorium was originally used as the main exposition building and was divided Into several halls Out ol these the carpenters have constructed one mammoth hall with a floor space of 83500 feet and a seating capacity ol 13000 The floor will to elevated In tiers and there will be numerous large aisles There will also be committee rooms press bureaus and telegraph of fices It Is costing about 35000 to put the building In shape THO acoustics or the great building Which are already excellent will be further Improved by the erection of an Immense sounding board directly over the stage and experts claim that the hearing properties will then surpass those of any hall ever used for a simi lar purpose The new stage will be semicircular and raised In steps so that tho speaker may bo seen from any point In the Building the speakers platform being placed well forward The committee has also given care ful attention to tho matter of handling the crowds at tho hall and extensive arrangements are being made to In sure order to limit admission to thp building to those having credentials or tickets and to obviate all crowding or difficulty In reaching scats The delegates will bo arranged according to states each state having a Huparato section In tho center of which will rlso a big placard bearing the states name very much as sections are arranged at stock exchanges Provision Is made for a small army of newspaper men and telegraphers BO that tho will of the convention may be announced to tho country tho moment a platform Is accepted and candidates aro chosen The convention hall Is located at Thirtythird and South streets within 15 minutes ride of the heart of the city and surrounded by the various buildings of Philadelphias most noted soot of learning the University of Pennsylvania Only half a square away is tho magnificent University museum recently opened In memory of the late Dr Pepper and Franklin Held the scene of many hard fought Intercollegiate contests Is directly across tho street But a little farther removed are laboratories dispensaries hospitals and other buildings devoted to intellectual development National conventions are always cost ly It has been estimated that the people of the United States spend more than 10000000 once In every four years merely on the business of nominating presidential candidates This scums almost Improbable until you be gin to reckon up the various Items Let us say for example that 20000 Republicans will go to Philadelphia ENTRANCE TO PUILADELPmA AUDITORIUM convention purposes These tempora Each one will spend on nn average ry structures have often been barnllke f10 In car fare which considering the ramshackle affairs ry not In elude the salaries of tho rep rters These are only n tow of tho expenses but you can see how they toot up Yes we pay well for our political ex citement but where Is tbo economist who would suggest curtailing of ex penses What would be leave outl No we could not spare the big crowds the pages of printed reports the music Uio fireworks or the refreshments I PHESIDENT MKINLET I II These are the thing upon which par tlsan spirit fowls The machinery of a great political convention Is very simple In theory and very complex In practice- In theory you have tile nIne hundred and odd delegates who meet organize Into a body prepare a platform In which they sot forth tho political prin clples of tho pony and proceed to bal lot for candidates Tho man who gets the most votes Is chosen as the stand art bearer Why a schoolboy could understand that r nut actually a national convention Is something very different It Is much more subtle The Influence i which ono strong mind has over oth ers the evolution of an Intangible and unspoken sentiment Into n well defined movement the struggle of concentrat ed mental energy against a mass of unstable Individuality all these things enter Into tile doings of a political con vention Sometimes tho deep laid well matured plans of strong leaders plans which have lbeen months In thcu mold lag which have been pertoctc secret- lyI at midnight are forced upon the surprised delegates and driven through by sheer strength Then again It Is a half hysterical wo man who only jumps on a chair and shouts and waves her parasol while several thousand usually calm self lpossessed men are hypnotized Into following her lead Probably tho most unsubstantial honor and yet ono highly prized Is that bo stowed on tho chairman of a national convention In the first place tho honor Is brief Tho permanent chairman is not selected until the convention Is organized Then for n few bclef hours ho la much observed Ills namo Is on all tongues But then come tho nom lusting orators with their pyrotechnics of eloquence the fever Interest of tho balloting and before tho chairman real izes It tho great body which baa set him fort moment before tho country has done Its work and dispersed The really Important officer of the convention Is tho sergeant at arms Ho begins his work long before tho con ventlon meets and he Is a figure of prominence every moment It Is In sea shoo The chairman has almost no patronage at his command but this other functionary gives It out In chunks His title would be far more accurate were he termed the conven tions business manager Tho sergeant at arms Is appointed by the conventions subcommittee of the national committee All matters of gen oral convention policy aro discussed and settled by tho subcommittee but tho carrying out of the details Is Intrusted to the scrgeantatarms solely In short tho sergeant atarms Is In tho way of doing either n good deal of good or a good deal of harm according to his lights Financially his responsibilities are heavy slnco besides the largo amounts ho pays out In local expenses he has to arrange In n measure for the expend two of several times as much more and thus the total expenses of n con vention may be greatly Increased or decreased by tho sergennt at arms It certainly may be said with truth that ho must be a man of exceptional Judg ment great capacity and unusual ex ecutive force If tho duties of tho convention ser geantatarms were fully Indicated by tho foregoing paragraphs bo would bavo comparatively an easy time but his work would be only partially dono were ho to stop with getting the hall In good order and making the arrangements for the press Providing for the comfort and con venience of tho delegates Is really tho most Important of all his tasks This Involves arranglng tho seats in tho body of tho hall and tho galleries so that all shall bo satisfied and furnish Ing the various subcommittee rooms and tho like There aro tickets and badges to be printed and though you might not think It this is a job of no small magnitude Giving out tho con tract for printing tho tickets Is ono of tho first things attended to It has already been looked after by the lie publican sergeant ntarms of this years convention and probably by the corre spending Democratic functionary also ArrangvmeutH have nlso to be made by the Horsenntntnnns with tho hotels as to hcuffquartors for the various delegations and with the railroads concerning I rotes of fare and the running of spoclal trains Cordial relations must be cultivated with tho local police and tire departments and there are almost numberless other matters of detail that the conventions business manager must see carried through to a successful finish The appointing of assistant sergeants at arms Is by no means one of tho least of his troubles There are generally 150 of these at least appor boned among the various states and tho demand for places on tho staff of the conventions manager Is extremely lively Nominally be decides who shall serve but actually his decisions are based upon the recommendations of tho delegates Each of these Is al most sure to ashfor moro places than can be given and the sergeant atarms sometimes hits a hard time to avoid making enemies In rejecting those for whom places cannot be found Unllko the deputy sergeatftsatarms and tho doorkeepers tho ofllco help messengers watchmen and scrubwom en are paid for their services but the sergeantntarms himself receives no direct pay Ills expenses are borne by tho committee but ho goes through all tile work and worry of getting tho con vention preliminaries Into shape and keeping tho crowds In good order dur ing Its sessions for the honor there Is In It and tho wldo acquaintance It will give him among the prominent men of his own party Because of these things the place Is In great demand every four years and PERRY S HEATH Chalrain of coamltteo on ornnUiilan tad Ut eratute some of the liveliest fights In tho history of tho two national committees havo been waged over the conflicting titles of various candidates The man who will act as sergeant at arms for the coming Philadelphia con ventlon Is Mr George N WlBwcll of Milwaukee Oo has acknowledged ability for organization and executive work In tho handling of political con experlencedihadng at Chicago In 1888 at Minneapolis InI 1802 and at St Louis in 18JISergeant atarms Wlswcll will have tho assistance and advice of Colonel Swords who has probably had moro experience In the direction of conven tions than any other man In the coun tryAmong other members qf tho Republican national commlttco who will bo very much In evidence in Philadelphia during the convention is Major Chnrlca Dick Major Dick is at all times a busy man and he will bo very much so when the delegates aro assembled Just at present Dick Is major gen eral commanding tho national guard of Ohio chairman of tho Republican committee of the state tho representa tive from the Nineteenth or Garfield seclretnrycidentally It may bo observed that this active young man Is also a member of a law firm and docs his sharo of the work so that his two partners bavo no causo to complain If Senator Ilannas rheumatism puts a veto on tho presidents request that ho manage next years campaign It Is a moral certainty that Mr Mc KInley will ask Dick to chief of staff In 1800 although nominally ho was but an assistant secretary of the national commIttee Wil liam McKinley Osborn now consul general at London held tho title Another member of the national Republican committee who will be In the forefront of things at Philadelphia In Juno Is First Assistant Postmaster General Perry 8 neath who Is chair man of the committee on organization and literature Mr Heath Is n well known newspaper man who Is slated for higher honors Then there will bo numerous old war horses who will be able to recall the early history of tile party Perhaps there may bo one or two present who were actual spectators of the events which occurred In Philadelphia In 1850 and which resulted In tho birth of the Republican party The conven tion which nominated John C Fremont was much unlike a modern na tional convention In the first place there were less than 000 delegates as sembled and they by no means repro seated the whole country The Issues which then made politics so stirring have been so long dead that they have almost been forgotten At tho beginning of the year 1850 there were four parties in tho eastern states the Democrats tho Whigs the Know Nothings and tho Republicans Tbo Whigs and Democrats Inclined to unite against the Republicans who were fast gaining strength Most of tho Know Nothings joined tho Repub henna In tho west except In Ohio where the Whigs still prevailed the parties were Democratic and Republic J OF THE an In the south tho American party absorbed tho Whig strength The flrst Republican convention was anomalous In American history Its delegates were not chosen by nny set rule and no regard was paid to thu number of votes to which state was entitled All the northern states were I represented John C Fremont was nominated for president An Informal baUot was taken for vice president It resulted In 250 for William L Day ton of New Jersey 110 for Abraham Lincoln of Illinois Mr Dayton was then unanimously nominated The selection of Fremont was due to his previous nomination by tho seced ing Know Nothings Tho Republican platform denounced slavery and de manded that Kansas bo admitted as a free state Perhaps the greatest surprise over sprung on a Republican convention was the discovery of Lincoln Up to within a few months of tho convention It was a foregone conclusion that Sow ard would bo tho nominee There was noise talk ot Lincoln for second place Then tho Rail Sputter was Invited to go east and make an address to tho New York Republicans Even before Seward made his an nouncement of tho coming conflict Lin cola had declared In a speech that this nation could not exist half slave half tree 1 do not expect to see the Union dis solved sold be but I do expect that will become In tho end either nilIlIt or all free And In this homely sentence ho had conveyed to hIs party In the west more forcibly perhaps than Seward had the same truth which was In the mind of eachStrange and uncouth looked this man of tho prairies to tho cultured people of New York but they listened to his Inspired words and were won over When the convention met In Chicago May 10 I860 tho delegates wero very much split up with Seward In the lead As the balloting progressed however tho states swung Into line for Lincoln Occasionally a political convention furnishes a stirring and dramatic sceno which Is long remembered It Is not often that they are entirely dull The coming gathering In Philadelphia prom 1UJOR CIUBIES DICK Sccrettiy of national Republican committee Ises nothing like the battle royal which was seen at Cincinnati In 1870 when Dlalne and Conkllng faced each other on the platform as they had often faced each other on the floor of congress Never were more brilliant nominat ing speeches made That of lager soil In which lie named the Plumed Knight of Maine Is counted among the political classics IIt was at this con vention that the Cameron forces were held so strongly together that when Indiana gave her voto to Ilnyes at tho I fifth ballot the stampede of delegates I followed and the dark horse came un der thowlro- IrI The Republican convention of 1000 will be more apt to reproduce s no thing of the scene at Chicago when in 1808 Grant was first nominated The Grant convention was full of tho ent- husIasm that must Inevitably associ ate with the name of the victorious general of a great war There was no contest and tho spectacle was rather a mass meeting to celebrate the restoration of the Union and the end of the term of the almost Impeached Johnson than a convention of a political party For hours the vast assembly did lit tie but stand on Its feet and cheer and sing patriotic songs Old Jesse Grant father of tho general stood near the front of the stage tho tears coursing down hIs cheeks witnessing the short fication of his son Only once In tho historyI of Repub Bean conventions has that scene been equaled and that was In Minneapolis In 1802 when more than 10000 people cheered for n full half hour as they chanted with a pretty woman stand INTERIOR CONVENTION RALLtit a ing on a choir and beating time tha t familiar slogan of- nlalne DUlne JameiO Blaincl Louisville last week was productive of a new organization that of the Veteran Confederate Chaplains Association This step has been under consideration for sometime and its completion is due to the states are inexhaustible and of a varied character aid moneyed men all over the union are investing some of their wealth in southern enter pite Legislation Is growing more and more liberal and with such splendid opportunities for all enterprises men are combining buaSngaa nbjljjy and fndus try with surprisingly good results Let us get in the swim and make Cloverport one of the foremost towns In the state Our opportunities and ability are above the average We lack cograge or enterprise which 1 Let us make it worth the while of some mannfactury to locate here and we and the whole surrounding country will reap the prosperity we so much want Tuts from the Courier Journal is worth rtpeating The labor problem would be easily solved if the population that congests the cities could bo induced to return to the farms where the field for the creation of wealth is still un crowded where the air is pure and sweet and the hours of toil such as God makes them Seriously speaking there is no field for the average man that pays him so surely and so well as the primal one Prices at times are low but the farmer can always live in peace and plenty and need never fear ejectment by hlsllandlord The small cottqn planter of the south and the small wheat grower of tha West are in positions of infinite superiority if they but utilize their opportunities to the laborer killed or unskilled of the city And while day labor on the farm is poorly paid as compared with the high wages of workingmen In the cities the enumer ation Is sure and there Is always the chance for independent work on ones one account No occupation in the world requires eo little capital and so little risk as agriculture and all the homilies that can be Impressed upon the great body of laborers have no practical wisdom comparable with the advice of Horace Greeley to go west and grow up with the country Things have changed since his day but what he said is still true THE 1EW YORK DELEGATES The New York Democrats are going to the Kansas City convention support- Ing Mr Bryan for the Democratic nomi nation for President In 1800 the poll ticlana of the east end the business men of the east were opposing Mr Bryan be cause of his pronounced views In favor of the free coinage of silver The money question we are told this year is to bo laid aside because the pre sent financial policy of the government seems to bo running satiefactorally to the business intoreata of the country A lot of delegates will co to the convention therefore opposed to making this feature of the platform a prominent issue in the campaignMr may not be in favor of such a policy but he will likely be governed by the wishes of his party In this respect In 1896 the money question was discus sed in all of its phases the party follOW- Ing Mr Bryans free silver views and the result was a national defeat Realizing these facts the New York delegates will go to the convention in sisting on a compromise of the financial question or that at least it be made a minor issue in the campaign In this waythey hope to unite the party again and stand some chance of winning the election The support which will pome tto the party from the east under these conditions must be quite apparent so Hkewiie froma large disaffected element from other poin sIIt ifl perfect folly for Democrats to al ways beat outs among themselves The thing tddo to honor the memory of by gone days How we all hoped Gods canopy of blue would Ulle above while the birds sang un ufitmbed songs of love Joy and peace with soft breezes to join In fio minstrel sy I But aas the heavens wept amost continually maybe it was too much for old Kentucky to stand this time of atone ment this retrospection this Retting together on old neutral ground more neu tral in the GOa than at the close of a century I On the 17th of June in the city of Philadelphia that dlecreet quiet Quaker metropolis the Republican National Convention will meet and by the way think of that same city of such renown getting a regular ninteenth century move on her and voluntarily pledging to pay into the treasury of the Republican Committee one hundred thousand dol lars for the party campaign fund There is always a spirited contest between dif ferent cities for the location of a conven Uon It seems that a substantial con tribution to the party campaign fund cuts a big figure of late years and almost every dollar of Philadelphias pledge has been paid I have a very distinct recol lection of the conventions of 1680 84 and 92and a vivid one of 00 In the Re publican convention of 1880 the nomi nation of a presidential candidate almost turned upon the settlement of certain contested cases The unseating of Grants delegates made his nomination impOEsible and Garfields nomlnationre snlted in 1888 there were several con tested case contests that often engender bitter feelings Igueea all of us who took any interest in the campaign of 1800 remember the delegates whose seats were contested over a hundred in the Republican Convention and we all re memberiwbat an important part the Ne braskan contest over rival delegations played on the Democratic convention of 180C It was this contest from his own state between the gold and silver Democracy that gave the gentleman from the raging Platte prominence in that convention How quickly all eyes were turned towards him as the most available candidate 1 lOne oration at the right time and on the popular theme did the work in a dramatic manner I do not recollect that prior to 1800 a platform reported by a committee was ever the subject off controversy In both the Republican and Democratic platform of 90 the contests between the gold stand ard free coinage and modified coinage propositions caused a division At St Louie when the gold standard plank was laid certain distinguished Republican delegates withdrew The scene In Chlca- 1iI was equally as exciting over tho mon Ietary issue and It will ever remain as a classic event for all time to come Again we will soon be in the midst ot another scene The voice of the people I Who will be the nominee for Vice I wonder anyhow I What is wanted in the government of our nation or any nation is more of kindly human intelligent sym pathy Queen Victoria has madean ad mirable sovereign in many particulars but she has never shown that sympathet ic treatment of her Irish subjects that the rest of the world expected but it seems that at the eleventh hour she has visited the Emerald Isle once in about forty years Had she gone oftener had she been more in sympathy perhaps the Irish problem would never have been so intricate and so difficult of solution Harry Weissinger a southern soldier and a citizen of Louisville made an elo quent address at Belfast Maine on married my husbands step slater He is a typical southern gentle man and was a gallant Confederate aol Bier One thing he said in his address coincides exactly with my views and I have called attention to It before The onetime brave soldier of the union now President of the United States has said In substance that the time is now come when the graves of the southern soldier should be cared for by the Government MrTVeiselnger said that sentiment exI pressed by President McKinley was the bravest and most patriotic that ever fell from the lips of man and as a confederate soldlerMr Woiselnger proclaimed it before a northern audience and in the presence oUheIIGrand Army of the Republic Listen I Harry Weiaeinger MidIII voice the sentiment of the whole South when I say Our dead are yours and yours are ours Grand patriotic beautiful thought I Amen I Amen l We who went through the fearful struggle of the Civil War feel today as the great Confederate Reunion in our own state obese that sea enough toe defy the world Yes we are truly again one people bitterness has been obliterated and when President McKinley called for volunteers to fight in the Span- Ish war the response came as quickly from the South as the North the gray and the blue sons of union soldiers and sons of southern soldiers marched side by side under our Stars and Stripes to victory Peace and good will reign in all our states as to the fundamental prin ciples of government Freedom Liber ty another link in the chain which binds together the once warring factions of the North and South was forged last week by the dedication of a monument erected to the memory of those who wore tho gray as well as those who wore the blue and who died in mortal combat on tho bloody field of Antietam Such an event as the erection of that monument Is almost without a parallel in all history lOur President and his Cabinec graced the occasion old soldiers from the victorious side stood shoulder to shoul der with bared heads all animosity for Rotten I Only heroism of the dead was remembered The President in a brief address alluded to the followers of Lee Jackson Longatreet along with the fol lowers of Grant Sherman and
