working them I think the Mooleyville correspondent suggested a good idea whon lie advised supervisors to work in the worst places first and work them well if it takes the whole number of days he can compell the hands to work O 10 of tho reasons why the roads are in no better condition is because the supervisors take so little in- Â¬ terest in trying to keep the roads in or- Â¬ der If the handson the road will put In six full days work each year and work as they do at home thero will not be bo much complaint about the roads But the hands and supervisors both think if they can get clear of a fine tbat is all they seem to care for Of course there are some who are willing to work and do work but a vast majority dont care whetbor they work or not Now the question is how to remedy the evil There is a law compelling the overseers to work the road a six days in the year if the road is not in order If the people y ill fee that the law is enforced you will see an improvement iri the roads But will we koep the roads in good order by each hand working the road six days in eacti year I think not Under the old law tho supervisor could call out the hands two days in eachyear until the road was in order I think there should be a limit to how long a man should be compelled tojwork ou the pub- Â¬ If the time was extended lic highway to ten days in each year and the hands work ns they should you would see bet- Â¬ ter roads Thero are other reasons why the roads are no better worked than they are Tho County Judges are not particular in appointing overseers If they will be careful in selecting men who tako pride in having good roads it will be a great benefit and in a few years the people will begin to realize the necessity of having better roads I dont know how it is in Breckenridge county but in Meade we have roads tbat have not had an overseer for a year yet we haye asked that supervisors be appointed and still we have none Now if our roads get out of order who will be responsible We are told by some we should have a road tax and it is claimed that it is unjust for the day laborer to have to work tho road in order tbat his more prosperous broth- Â¬ er might be able to haul his produce to markot It does look a little unjust but it seems impossible to make a law that is just to everybody In reply to this the man of means meets this argu- Â¬ ment by saying it is unfair for him to pay a school tax and his poor neighbor to derive the benefit from it So it is impossible to frame a law that bears alike ou all but there is oue thing we can and ought to do and that is to repeal the present law in regard to finding Super- Â¬ visors If the road gets out of order let some goodcitizm indict him in the grand jury and make him pay for it and next time he will take more pains in working the road Under the present law he has tog before tho County Judge and the supervisor knows who he is and it makes enemys when if it is taken to the grand jury be nevor would know who did it I have not beard of a single overseer being fined since the old law So let the next legisla- Â¬ was repealed ture extend the time to ten days in eacii year repeal the present law in regard to how we shall proceed to find the overseer make it inditable tbiough the grand jury for a supervisor to let his road get in bad order and then let the people see that the law is enforced and
