meanwhile he was placed under medical care but tho stig ¬ ma attached to his crime was considered sufficient punishment The other theft was made by a Ger- ¬ man who stole 17 sheep But as he was in sheer desperation he parted with Louisiana for 15000000 Of this amount 3760000 consisted in the assumption by the United States of the claims of Americans against France for goods despoiled upon tho high seas We next increased our national domain by the an ANNEXATION nexatlon of Florida in 1810 Wo ought to have secured Florida under the terms of the Louisiana purchase We OF FLORIDA labored under the impression that Spain had ceded Florida to France and that France in turn had ceded that peninsula to us but we found on trying to settle Florida that such was not Spains idea Diplomatic negotiations threatened to precipitate international difficulties but the affair was peaceably set tled by Spains agreement to relinquish Florida for 5000000 This sum was paid by the United States in abandoned the fight and agreed to cede to the United States 545783 square miles of land on the payment of 15000000 and the assumption of claims amounting to 3250000 In 1853 tho United States acquired from Mexico what THE GADSDEN is kuown as the Gadsden purchase covering 45035 square miles of land This gave to tho United States tho unbrok PURCHASE en possession of the entire continent from ocean to ocean and from the great lakes to tho gulf The lands that we acquired through the Gadsden purchase are considered the fruits of the greatest peaceful victory of diplomacy ever won by our statesmen In 1807 through the efforts of Secretary Seward we PURCHASE OF acquired Alaska from Russia at the cost of 7200000 This added to our domain 577300 square miles of territory ALASKA At the time of the sale Russia claimed that her ceded possession was worth vastly moro than the sum stipulated and that only her friendship for the United States would have induced her to part with it for that sum of money Several months ago in response to the entreaties of ANNEXATION OF the citizens of the republic consisting of the archipelago of Hawaii the American flag was raised over the islands and HAWAII by this ceremony we acquired 2000 additional square miles of territory The acquisition uf this group of islands was of great strategic valuo to the United States as it forged a powerful link in the chain of and fifth in the population of foreign possessions Russia is not included in this list because all its possessions are contiguous One of the results of territorial expansion is the neces- ¬ LARGER sity for an increased standing army It is understood that the President will recommend the Increase of the regular REGULAR ARMY army to 100000 men although General Miles thinks that 75000 will be sufficient Garrisons will be necessary for all the islands and they will have to be maintained for an indefinite time Natives will doubtless be en- ¬ listed to the extent of many thousands for the armies of occupation for the different islands to be officered by Americans but the total strength of the American army can never be safely reduced below the 100000 line again For years to cpme Cuba must undergo a species of reconstruction in order to be made self governing Until A NEW CUBA her people are capable of intelligently directing their own affairs the island must be thoroughly garrisoned and governed by American armv officers under instructions from Washington The immediate transition from a despotic government to a republic would be more than the Cuban could stand and it will take years of American control and energy to formulate a constitution that will provide an adequate government for that island In the meantime the Cubans must appreciate their obligation to the United States for breaking the power of Spain and compelling her to surrender the sovereignty of the West Indies This sense of obligation may cause them to co operate heartily with the United States in the work of promoting public enlightenment and business development It may also lead them to see tbe folly of becoming a minor nation with many elements of disquiet and cause them to favor annexation to this country The United States must be true to her destiny When KEEP WHAT she went to war with Spain it was not with the idea of waging n war of conquest The territory sho has giined WE HAVE GOT is the result of victory and came unsought It is our duty to keep it if for trade considerations alone In the year 1805 the total trade of the United States with the tropics wu 340000000 as tbe gold production of the world some interesting deductions have been drawn Mr Roberts states that the indicated worlds production of gold in 1893 aggregates the enormous total of 283102800 which is more than double 130000000 and the product of 1891 exceeds the combined value of the gold and silver product of ten years ago The increase in the production bos been vory rapid In 1897 the total gold output was 237504800 and this exceeds the pro- ¬ duction of 1890 by 34822510 Students in financial economics agree that the en- ¬ ormous increase in the gold product if reflected in a corresponding increase in the circulating medium of tbe world cannot but have a corresponding effect upsh prices everything measured in gold advancing in price as tbe volume of gold outstanding increases Regarding the subject Deputy Assist¬ ant Treasurer Maurice L Muhleman of the United States Sub Treasury at New York who is an accepted authority on monetary matters says The Director of the Mint has called attention to the fact that for the past five years the gold product of the world has been 977000000 and the question has arisen whether such a large addition to the worlds stock of gold will not have a marked effect upon prices of commo- ¬ dities Were this immense hoard add ¬ ed at once or even in reasonable install- ¬ ments to the supply of the civilized worlds tools of exchange no doubt a rise in general prices might be expected But it is also reported that nearly one third of this added supply has gone into the arts and the balance into banks and treasuries In so far as the metal is di ¬ verted to industrial uses it can manifest ¬ ly have no such effect npon prices nor can the sums which have gone into bankB etc have that effect unless actually used to increase the volume of circulation in the country where held and whenever a country has utilized its increasing stock of gold to prepare for a resumption of specie payments aa to the case in Russia and Austri no augumentation of the circulation takes place The United States and Japan liaye also acquired gold to fortify their currency systems and relatively small amounts have according ¬ ly gone into actual monetary use If however these nations have now an ad ¬ equate supply the surplus product here- ¬ after will moat likely serve to increase tho money oircuiaton of the world and thus have an effect of raising prices of commodities powers holding Chinese portsby seizure or treaty have merely announced that they will keep open such ports in the same manner that China has opened certain free ports to the commerce of na- ¬ tions without discrimination or favor The open door policy has been politically obligatory as the reverse policy would be in direct hostility to the pur- ¬ pose of civilized nations steadily pursued for years and concurred in by China on opening the Asiatic trade to commerce The phrase open door has no pertl nenco to the Western hemisphere and no relevancy to the West Indies The matter has been completely misunder- ¬ stood by foreign newspapers giving the phrase an application to this continent The United States restricts trade between American ports to American vessels pre- ¬ cisely as the dominion of Canada restricts trade to British vessels between Canadi an ports Under the British law any na- ¬ tion which elects to allow British vessels to engage in its coasting trade can obtain tho privilege of entering the coasting trade of Canada The United States has neyer availed itself of this opportunity holding that the privilege to bo gained is very much more valuable than the privi ¬ lege to be obtained The restriction of tradn between tho United States and Porto Rico to Ameri- ¬ can vessels is based on the policy which the United States has always followed under ell administrations a fact over- ¬ looked by the European press There seems to be no disposition to change this poliuy in this sphere from the mere fact that by the possession of the Philliplnes the United States must detormine wheth ¬ er it will follow the open door policy of other nations with possessions by seizuie or concession on the east coast of Asia Commercially the restriction of the trade betweon the United States and Porto Rico is of relatively little moment aa the direct commerce is very small and is absorbed by American and Cana dian vessels The value of Porto Rico is as a fulcrum for tho development of American commerce in tne West Indies ¬ ¬ ¬ For ladies union suits silk taped and the very best Oneita brand Wo make a specialty of Misses and There is no question but that tho genius of our statesmanship will be of a stature great enough to meet the new responsibilities that have been imposed upon the country We can only judge the future by the past If we ore as fortunate in our statesmanship as conservative and as wise in our national character during the next twenty five years as we have been in the past quarter of a century the
