general assembly shall at its piosent session elect three commis- Â¬ sioners who shall be styled the state board f ehriion commissioners they shall hold i lllco for a term of four years and until their successors are elected and qualified they chall be citzeua and electors of Kentucky and not less than 25 years old In the year 1002 and every four years thereafter the general assembly shall elect such commissioner said commissioners shall qualify by tak- Â¬ ing before the clerk of the Court of Ap-Â¬ peals an oath to faithfully perform their duties according to law of said qualifies tlon said clerk Bhall make a certificate which Bhall be noted upon tho record of the proceedings of said board and pre- Â¬ served amorg its records Said board shall elect one of its members chairman who shall preside at its meeting it shall appoint a Secretary who shall hold office during the pleasure of the board The board shall prescribe tle duties of the Secretary and Ox his compensation which shall not exceed 250 per annum The board shall keep a record of its acts orders findings Judgments and all of its proceedings A majority of said board shall constitute a quorum for transaction of all the general assembly is in session said vacancy shall be filled by election of the general assembly If a vacancy or vacancies occur in said board while the general assembly is in vacation same shall be filled by appointment by the remaining member or members of said board Resg nations from said board shall be in writing directed to the board aud filed among the records thereof Sec 2 Said State board of election commissloneis shall annually not later than the month of July appoint three election commissioners of each county in this commonwealth who shall be styled the county board of election commissioners Such county election commission- Â¬ ers shall be citizens and electors of the county for which they are appointed and shall not be less than twenty five years old before entering upon the duties of their office they shall qualify by taking before some officer authorized by law to administer oaths an oath to faith fully discharge their duties as such com- Â¬ missioners according to law The officer administering such oaths shall make a certificate thereof which shall be filed in the office-- of the county clerk of the county Said board shall elect one of its members chairman who shall preside at its meetings A majority of such board shall sonstitute aquorum for the trans- Â¬ action of all business of the board for the doing of an act or thing that the board may do and the makirg of any order Aiding ot judgment of the board Any member of such county boards may be at any tme removed from cfflce by the state board of election commission Â¬ ers all vacancies in such county board shall be filled by said state board but until such vacancy or vacancies be filled by appointment by said state board any vacancy or vacancies in any such county boards may be temporarily filled by appointment by the remaining members or member of such county board Said county board shall keep a record of its which shall be a public proceeding record and be kept in the office of the county court clerk Sec 3 Said county board shall annu Â¬ ally not later than the month of Septem- Â¬ ber appoint for each election precinct in the couuty two judges one clerk and one sheriff of election to act as such in their precinct all of whom shall bo dls creet qualfi til voters of the prtclnct for which they are appointed and shall hold their offices Until their successors are appointed and qualified and so long as there are two distinct political partita in this commonwealth the judges clerk and sheriff of election In all elections by the people under the constitution and laws of the United States and under the constitution and laws of this common wealth shall be so elected aud appoint- Â¬ ed that ono of the judges at each place of voting shall be one political party and the other judge of a different politiral party a id tuere shall be the like difÂ¬ ferences at each voting place between the sheriff aud clerk of election provided that there be a sufficient number of qual inYd persons of each political party re Â¬ sident in the precinct with which to fill his offices No person shall be eligible as an officer of election who has not been a resident householder In the precinct or which he is appointed for not lees than one year next preceding his ap-Â¬ pointment or who has anything of value bet or wagered on the result of such election or who is a candidate to be voted for at such elections or who is not capable ot reading the constitution ot the commonwealth in English and of writing a plain and legible Land It shall be the duty of said part in examining and canvassing the returns their places shall be supplied as in case of vacancies in such board Within ten days after election the sheriff shall de- Â¬ posit with the clerk of the county court the returns of the different precincts On the next day the said county board of election commissioners shall meet in the clerks office between 10 and 12 oclock in the morning open and canvass the returns of such election and give tripli- Â¬ cate of more written certificates of elec tion over their signatures of those who have received the highest number of votes for any office exclusively within the gift of tho voters of the county One copy of the certificates to be retained in the clerks cfflce another delivered to each of the persons elected and the other forwarded by the and its secretary are entitled to be paid under this act and thereupon the auditor shall draw his warrants upon the treasurer for the sum so certified to the end that the same may be paid out of the treasury Sec 14 The county board of election commissioners shall be paid for all ser Â¬ vices they may render under this act 2 per day while actually in session but no member ot such board shall be paid more than 20 fir his service during any year Said board may provide itself with necessary books and stationery to enable it to perform its duties under this act the amount of such expenditure and
