P Helm of Louisville Your letter asking how tho silver dollars which contain a quanity of bullion commercially worth about fifty three cents each aro maintained at n parity with gold notwithstanding tho fact that tho Government does not directly re ¬ deem them or tho certificates issued upon them in gold is received and as n great many inquiries ur on tho samo sub ject aro nddressed to mo dally from different parts of the country which it is impracticable to answer in detail I will take tho advantage of your favor to ans wer them all at once All the standard silver dollars issued from tho mints since tho passage of the act of 1878 now amounts to more thnn M33000000 havo been coined on public account from bullion purchased by the Government and aro legal tender iu piy ment of all debts public aud private without regard to the amount except when otherwise expressly etipuuted in ¬ ¬ ¬ ¬ With knowledge of these Hssuranrcs tho peoplo havo received these coin and have relied confidently upon tho good faith of their Government and tho con fidence tlius inspired has been a most potent factor in tho maintenance of the parity Tho public has been tatiffled that so long as our present monetary sjBtein is preserved tho Government will do whatever its moral obligations and express declarations require it to do and very largely us a consequence of this confidence iu the good faith of the exec utive authority tho silver coins have not depreciated in value It Is not doubted that whatever can be law fuly done to maintain natality in tho exchangeable value of the two metals will be done whenever it becomes necessary and al ¬ though silver dollars and silver certio ¬ rates have not up to the present tltno been received in exchange for gold yet if tho time shall overcome when tho par ¬ ity can not ho maintained tuch ex changes will be ma lu It is tho duty of tho Secretary of tho Treasury and of other public olllcials to execute iu good faith the policy declared by Congress and whenever ho shall bo satisfied that tho silver dollar can not bo kept equal In purchasing power with tliu gold dollar except by receiving it in ex ¬ change for the gold dollar when such exchange is demanded it will bo his du ¬ ty to adopt that course But if our pres- ¬ ent policy is adheared to aud the coinngo 1b kept within reasonable limits tho means heretofore employed for tho maintenance of tho parity will doubtless bo found sufficient iu the future and our silver dollars and the silver certificates will continue to circulate at par with gold thus enabling the people to use both metals amount coined has not become so great us to drive tho more valuable coin gold out of use and thus destroy the basis ofourmonetaiy system and so long as tho two metals are of un equal commercial value at the ratio es tablished by law this limitation upon the coinage ipy fu my opinion absolutely essential to tho maintenance of their parity in effecting exchanges It constitutes tho principal safeguard for tho protection of our currency against the depreciation which tho experience of all countries lias shown would other- ¬ wise result from the attempt to uo two legal tender coins of thesime denomination hut of tint ial values If the limitation were removed confi dence iu tho ability of tint Government to oreservo equality iu the exchangeable value of the coins would lie destroyed and the parity wotdd ho lost long before the amount of silver coinage had h come really excessive With free and unlimited coinage of silver uu account of private individuals and corporations the Government would be uudt r no moral obligation to maiutafn the party and mortover it would ho unable to do so because the volume of overvalued silver forced into circulation by legal tender provision would soon expel gold from the country or put such a premium upon it that it would bo impossible to procure and hold in the Treasury a sufficient amouut to provide for the redemption of Iu order to silver upon presentation maintain the parity under such condi ¬ tions the Government would be compelled from tho beginning to exchange gold for silver dollars and their paper whenever demanded
