First We declaro with unfaltering trust that it is a fundamental principle of tho Democratic party that tho Federal Government has no constitutional power to impose and collect tariff duties except for the purpose of revenue only Second Wo indorse the repeal of tho McKinley law and tho reduction of tariff duties accomplished by a Democratic Congress and demand that the reform thus begun shall bo vigorously carried forward until tho levy and collection of tariff taxes shall bo limited to tho actual necessities of tho government when honestly and economically administered Third Wo declaro it to
