imported com- ¬ modities The history of tho United States from tho landing of Winthrop to to day is a reiterated proof of it Notico paper money in R I Mr Potter who wroto up It I money says as reported by Walker The emis ¬ sions of paper monoy were generally op posed by tho mcrchantsnnd business mi n and the more intelligent part of the com- ¬ munity They were generally advocated by tho multitude who wero Indebted and distressed in pecuniary circumstances as a measure of relief It was an easy way of paying debts Tho colony under tho complete domination of tho debtor party had continued its issues to tho almost total destruction of trade and industry We find similar results in Massachu setts Prof Sumner History American Currency p 35 says In 1700 exchange on London 135 per cent in 1841 1100 per cent Later Massachusetts redeem ¬ ed her paper at 111 not however until trade was ruined and tho greatest dis ¬ tress was brought upon tho people J II A said that Pennsylvania money was good Money In Pennsylvania was based on land Prof Sumner History American Currency p 30 sajs Tho basing of cur- ¬ rency upon land was not incompatible with depreciation represented by the rise of exchange on London first to 1C0 100 and later in 1718 to 180 or 100100 I could write up all the other colonies to tho same effect We see then that tho history of American paper money furnishes us any thing but good money Let us notico other forms Walker Money page 330 says of tho continental monoy Many of the States passed stringent laws to repress the pre ¬ mium on silver and to restrain speculators from forestalling and engrossing tho market witli a view to secure the anticipated rise of prices duo to continued inflation Public meetings wero held to denounco speculators and mob law was not infre- ¬ quently resorted to against tho holders of goods with tho same popular applauso which had greeted tho destruction of tho stamp paper in 1705 All bucIi measures however wero powerless to keep up tho As credit of tho continental paper prices rose tho necessities of tho Govern- ¬ ment increased Let us now seo briefly the osslgnats of France Theso were based upon tho land Francis Walker says Money p 337 If any nation could issuo paper money Franco was now that nation She was fully warned by a severo experience bIio was now a constitutional government controlled by an enlightened patriotic peoplo not as in the days of tho former issues of paper money a monarchy con- ¬ trolled by politicians sho was able to Bocuro every franc of her monoy by mortgage on lands Walker says of this money p 341 In tho spring of 1701 no ono knew whether a pieco of paper money represent ing 100 francs would a month later havo a purchasing power of 100 francs or 00 francs or 80 or CO Tho result was that capitalists declined to embark their means in business Entorpriso received Demand for labor was a mortal blow The business still further diminished of France dwindled into a mero living from hand to mouth This stato of things too while it bore heavily against the interests of the moneyed classes was still moro ruinous to those in more moderato circumstances You may turn to the history of this in ¬ convertible paper monoy wherever it may havo been tried and you will see tho scenes repeated as in Franco and America Nations have been trying such money for hundreds of years and if it worked successfully it would now be in uso every where Walker Money y 309 says In Spain the stato of things Is so uncertain that the relative value between paper money and metalic money can no longer bo fixed with any degree accuracy Walker says of Argentlno Republic The paper money at tho last quotation I have observed was 00 per cent dis- ¬ count Tho In Hayti the same author says rate of exchange was authoritatively fixed at 300 paper dollars for ono of coin During tho period of Greenbacks the greatest premium of gold was 185 per cent or 285 cents in paper monoy for ono dollar in coin Prof Perry the author from whom J II A quotes eays in his elements of Political Economy There has never been a government yet of tho many which have issued irredeemable paper which had the wisdom and firmness to resist for any great length of time the strong temptation to overissue I could give many other countries which have had inconvertible pajier money to the same effect as those al ¬ ready Carlisle proceeded to tlio garden where he was introduced by Congressman existing nor did ho proposo to discon- ¬ tinue tho use of silver as money Ho disclaimed any unfriendliness to silver but ho knew the only way to Bccuro the use of both metals at the same tlino was to mako ono of them the standard of val- ¬ ue and so limit the coinage of the other that the government which issues them and receives them for public dues may bo able at all times lo maintain their ex ¬ changeability cither directly or indi ¬ rectly though the operation of Its financial system He tlrerefore favored tho preservation of the existing standard of value w Ith such use of full legal tender silver coins and paper convertible into coin on demand as ran bo maintained without imparlng or endangering the credit of the government or diminishing the purchasing or debt pa ing power of the money in tho hands of the people This he explained 1b what is meant by the terms sound money Free and unlimited coinage of silver at the ratio of 10 to 1 would at onco establish silver monometallism for the coins of the over- ¬ valued metal would ultimately drive the coins of the other out of circulation and out of the country even when tlio legal ratio varies but a small fraction from tho commercial ratio but the ex- ¬ pulsion of the undervalued coin would be instantaneous when its value is really double the valuo of tho other It would immediately drive the 525000000 of gold out of circulation This would be a contraction and thus it would destroy the argument that the debt par ing power of money would be increased It would creato a panic the witlid awal of de ¬ posits the settlements of debts and cause a contraction just when a greater volume of currency would be needed Only the holders of gold the owners of silver mines tho holders of silver bullion and tho brokers and speculators in the stocks of silver mining companies would be benefitted The advocates of the free coinage propose a sudden and revolu- ¬ tionary change in the standard upon which all existing contracts are based and by which all values are mea ured and let the consequence take care of themselves Ho said that the argument that free colnago would make a permanent in crease of prices was n delusion At best It would be only temporary and would be hurtful to tho laborer and tho great consuming public If prices have fallen since 1873 the decline has taken place in srito of tho fact that our full lo gal tender metallic money has increased until it now amounts to moro than seven times as much as it did in that date and
