Invasion of Maryland in September 1802 a copy of his plans and tho disposition of his troops was found in tho road over which his army had passed and was brought to General McCIellan It was perhaps the first time in history that any commander had the advantage of such a disclosure of tho movements of the enemy A similar piece of good fortune has just happened to the silver coinage case It is a letter from Hon J Sterling Mor- ¬ ton Secretary of Agriculture to his brother gold bug the Honorable John DeWitt Warner recently a member of Congress from New York accompanied by a letter written to Mr Morton by another active and zalous soldier in the ranks of the rnonometallista It is a most important revelation of the panic in tho ranks of the goldlnen of the West and n frantic appeal to the Eastern ban kers to do something tegjtem the tide in coinage It appears favor of silver from Secretary Mortons letter that he has been engaged in feeding the patont inside newspapers out West with a document of his own on the subject of finance Mr Mortons finan- ¬ cial views relate mainly to tho importance of securing a single standard consisting of ono tenth gold and nine tenths natiopal bank Now this little book I find from nuns dealers is sold ten to one to any other It Is sold and read on traipa to a disgust ing extent It is a most entertaining little volume and I seo it being rend on trains in dopots discussed in local lyceums Ac everywhere It is sweeping over this country and in my opinion should bo answered by some ono who fully understands the subject that an sner should bo written with an equally facile pen I understand this little book has been purchased in large numbers by sliver people and distributed gratituous ly I do not know this but I do know that it was on the market here at 10 cents per copy and sold immensely It seems to me tho banking interests should take the requisite steps to publish a reply in equally attractive form and put it on tho market at lowest price as per- ¬ reply to Coins an antidote haps School of Finance Ac To show the effect of this little hook a rather intelligent country banker called on mo recently with the book and asked mo if I could answer it saying ho was nearly convinced there was hope in the policy suggested and this against his will and it was r ad and then talked in his county and was making votes more rapidly than anything ho had over known I toferred hlmto ouibankers here lie said later he had talked with some one who passed it ov er lightl and did not reply My judgment from the present outlook is the Kastern conservatives of both par- ¬ ties are likely to unite and possibly re ¬ nominate Mr Cleveland who would carry the East and South no doubt tho East on his ablo conservatism and tho South because they could never voto other than tho Domocratic ticket thus insuring a vote which would elect and the West will undoubtedly support a Populist or free silverite unless there is a great change If this is not done I feel tho election will bo thrown into the House as the result of three tickets being in the field iu which case tho bat anco of power would be with tho free silver interests I believo a vote to day silver on tho naked question of a platform Nebraska would give it a major ¬ ity of 50000 or nearly The suggestions are for what informa- ¬ tion you may bo able to glean from them I believo the situation is critical Yours truly and of importance J H Buchanan This is tho most colicky manifestation we have yet seen among the enemies of constitutional monoy Mr Buchanan sees moro from writers whose books can be bought at tho rate of twenty for one 1 00 This Is not argument lie quotes the opinion of men who advocate the interest of the money louder and based only on opinion not facts J II A asks what makes tho bullion In a gold dollar worth tho face value of tho coin K P 8 Eays it is because tho bullion in gold has utility and costs labor to produce it Tho statistics show the average cost of labor to produce a dollar of gold bullion Is thirty cents whilo the average cost to produce the bullion of a silver dollar is sixty cents You can seo at a glanco that the argument of R P S is worse than the twenty for 100 hooks I only want to answer ono of R P Ss questions What makes the bullion in a gold dol lar worth the face value of the coin The reason gold does not deprcciato is because the bank of England Is required by law to pay three pounds seventeen shillings and six penco which in our money would bo near 1805 for every ounce of gold bullion presented to their bank The law is by act of Parliament of 1814 and will bo found in a work on money its laws and history page 207 written by Henry V Poor Our Con stitution says Congress alone ias the right to coin money and regulate its value Why cannot the United States which havo more wealth and greater resource than any other nation do for silver what England has done for gold Simply because tho money Knox valee in 1871 After deciding that Congress had full power to authorize tho issue of legal tender money the court said Hero we might stop but we wisli to notice hrieily an argument presented in support of tho position that tho unit of money value must possess intrinsic value this is It P Ss position exactly The argument is derived from assimilating tho constitutional provision respecting a standard of weights and measures to that conferring tho power to coin money and regulate its value It is said there can bo no uniform standard of weights with- ¬ out weight or of measure without length or space and wo aro asked how any ¬ thing can be a standard of value which itself lias no value It is hardly correct to speak of a standard of value Tho constitution does not speak of it It contem ¬ plates a standard for that which has gravity or extension but value is an ideal thing The coinago acts fixes its unitas a dollar hut tho gold or silver thing wo call a dollar is in no sense a standard of a dollar It is a rcprescntutiic of ic There might never havo been a piece of money of tho denomination of a dollar There never was a pound sterling coined until 1815 if wo except a few coins struck in the reign of Henry VI L almost immed ¬ iately debased yet it has been the unit of British currency for muny genera- ¬ tions Tho court further said Whatever power there is over tho currency is vest ¬ ed in Congress If the power to declare what is money is not in Congress it is annihilated Tho constitution does not ordain what metals shall bo coined or prescribo that the legal value of the metals when coined shall correspond at all with their intrinsic value on the market No ono ever doubted that a debt of 1000 contracted before 1834 could be paid by 100 eagles coined alter that year though they contained no more gold than 04 eagles such as were coined when the contract was made and this not be- ¬ en use of tho intrinsic value of tho coin hut because of its legal valuo The eagles A ¬ ¬ and that to nttempt to regulate its quan ¬ tity is tho last thing a statesman should do Then why does ho favor tho free coinago of sliver As no man not even a statesman can tell how much for ought ho money a nation requires knows wo have money enough now Free coinsgc might give us too much money Ki It ntly It P S docs not con ¬ sider himself n staUsmnn however ho may regard himself as an economist If it is tho Instilling a stateMiian should do to try to regulate tho volume of why tloes It P S want to rogu money hte it by addinit freo coinage of silver to our present stock of money Tho money advocated by Populista will stand at par with whatever things are bought and sold for money Tho money system we advocate will givo us money of steady and uniform purchasing power Tho unit of monoy under our system would not incrcaso in purchasing power between tho making and ending of time contracts Moro on this subject later It P S gives an array of gold standard ormetalic standard authors who sup- ¬ port as he claims tho position that monoy must possess intrinsic valuo to be sound honctt and good and asks douht ingly whero I got my quotations against the intrinsic value theory I have said that the greater i conomlsts are against tho position that money must possess in- ¬ trinsic value and I ask tho Editor to give mo space next week for an article dovot ed exclusively to this subject Il that article I shall not quote from any twen ¬ ty volumes for a dollar library either I will give him authorities next week Put I say now that I accept tbe state ¬ ments of no writers living when they are evidently false and absurd I do not ac copt contradictor propositions from any authority however great he may be I am also willing to close with two more article tho discussion of this branch of the suhj ut Then I suggest that we take up tho discussion of the vol- ¬ ume of currency tho mode of its regulation the contraction and xpanslon of the money volume both in theory and in history To tliose qu stions at tho close of It P 2 Ss last article I answer 1 Yas What government does ho mean 3 Yes if in the phrase all laws is in ¬ cluded the laus of custom and usage 4 No not full legal tonder 5 No not so long as organized society creates mon- ¬ ey by statute law Let It P try my questions again ¬ Xoathly Crop Report The outlook for tho hahltal iwhrlety which waa brought agalset him at Salem last Thursday evening by the Kev Dr Some o our eseemdcooU Laoeiitp peariee expreas the opinion that Mr Olevelaads published eiaiemeut waa both unneressary and indiscreet They seem to perceive a lack of dignity in the pro npt indignant reply which the Prcs id int has made to the scandalous assert ¬ ions of tho New England clergyman We do not concur in that opinion The President of tho United Statrs has tho same right as any private citizen to pro- ¬ tect his personal reputation against at tacks from any source whatsoever and in such cases he is the sole judge of the p opriety of a public denial and of the best method to publish the denial It seems to us that the standing of the Presidents accuser tbe admitted sincerity of his purposo as a friend of temperance nnd the specific character of bis extraordinary allegations before the New England Methodist Conference all re- ¬ quired that Mr Cleveland should say something on the subject and say it in plain and vigorous language The Presidents statement is broad enough and positive enough in its terms to cover every particular instance of in- ¬ toxication alleged by the Rev Dr Lanc¬ ing One and all the charges of tbe clergyman are denounced by Mr Cleve- ¬ land as wholesale lies and calumniep not less stupid than tboy are cruel and wicked This sweeping and conclusive denial reicrs not only to tuo alleged oc-¬ currence at the timo of the great naval parade and to the banquot at which ac- ¬ cording to Dr Lansing Mr Cleveland was brilliantly drunk at 10 oclock at 12 considerably more so and at 3 oclock fn the morning very drunk but also to the other decosions mentioned by tho clergyman as affording proof of the Pres ¬ idents frequent departure from the re ¬ straints of perfect self control and the limits of sobriety We call the denial conclusive because it ought to dispose of tho scandal finally and absolutely Dr Lansings charges are based on in- ¬ formation which he says he has received from others It is hearsay testimony while Mr Clevelands statement rests on personal knowledge It is gj atifylng to add that without distinction of party distinguished citizens who had an oppoitunity to observe Mr Clevelands behavior at all three of the public dinners occurring beforo bis elect- ¬ ion and his inauguration are coming forward to testify voluntarily to tho truth of the Pretldonts statement At tbe Chamber of Commerce dinner on Nov 15 1892 Dr Cbauncey M Depew sat near Mr Cleveland I can say reports Dr lVpqw that he was absolutely sober and In full command
