People Tho Banks U and the S Troasury The Present Financial Systom And Its Defocts As Shown By Experience PARITY OF GOLD AND SILVER or in any degreo impair public confidenco in its safety I am convinced that tho in Â¬ terests of tho country rcqulro such changes In our legislation as will dis- chargo tho Government entirely from the business of issuing or reissuing cir- Â¬ culating notes and thus rcliovo its fiscal department of tho periodical demands upon its resources which under tho ex Â¬ isting system must continue to disturb tho financial and general business affairs of the people IltlllM In view of tho foregoing considera Â¬ tions and many others that might bo urged in favor of a reorganization and reformation of our paper curroncy sys Â¬ tem I have prepared tlio outlines of a plan which in my opinion will relievo the Government to an extent from tho burdens now imposed upon it secure within a reasonable time a safe and elas Â¬ tic National and Stato bank currency and result ultimately in tho permanent retirement of United States legal tender notes of both classes It js In brief as follows First Kopcal ull laws requiring or authorizing tho deposit of United States bonds as security for circulation Second Permit national banks to issuo notes to an amount not exceeding 75 per centum of their paid up and unim- Â¬ paired capital but require each bank before receiving notes to deposit a guar- Â¬ antee fund consisting of United States legal tender notes including Treasury notes of 1800 to tho amount of 30 per centum upon tho circulating notes out- Â¬ standing to be maintained at nil times and whpnover a bank retires Its circula- Â¬ tion in wholo or in part its guaranteo fund be returned to it in proportion to tho amount onotesretlrcd Third Kotaln the provision of tho law making stockholders individually liable and provldo that tho circulation notes shall constitute a first Hen upon all tho assets of the bank Fourth Impose a tax of one half of 1 per centum per annum payable semi- Â¬ annually upon tho average amount of notes in circulation to defray tho ex Â¬ penses of printing notes official super- Â¬ vision cancellation etc Fifth No national bank note to be of less denomination than ten dollars and all notes of the same denominaiion to bo uniform in design but banks desiring to redeem their notes in gold may havo them payablo m that coin Tho Secre Â¬ tary of tho Treasury to havo authority to preparo and keep on hand ready for issuo upon application a reserve of blank na- Â¬ tional bank notes for each banking association having circulation Sixth Require each national banking association to redeem its notes at its own office or at its own official agencies to be designated by it Seventh To provides safety fund for the immediate redemption of tho circulat- Â¬ ing notes of failed banks impose a tax of por centum per annum upon tho average circulation of each bank until the fuud amounts to C por cent of tho total circulation outstanding Rcqulro each now bank and each bank taking out additional circulation to deposit its proper proportion of this fund before re- Â¬ ceiving notes When a bank fails its guaranteo fund held on deposit bo paid into tho safety fund and used in tho re- Â¬ demption of its notes and if this fund shall bo impaired by the redemption of tho notes of failed national banks and tho immediate available cash assets of such banks aro insufficient to re establish the fuud it shall at onco bo made good by pro rata assessments upon tho other banks according to the amounts of their outstanding circulation but thoro shall bo a first lien upon all tho assets of failed banks to reimburse tho contributing banks The safety fund may bo invested in outstanding United States bonds hav- Â¬ ing tho longest timo to run the bonds and tho interest upon them to bo held as part of tho fund and sold when neces-Â¬ sary to redeem notes of failed banks Eighth Ropeal tho provisions of the reorganization and extension act of July 12 1882 Imposing limitations upon tho reduction and increaso of national bank circulation Ninth Repeal all provisions of tho law requiring banks to keep a reserve on account of doposits Tenth Tlio Secretary of the Treasury may in his discretion uso any surplus revenue of tho United States in the re- Â¬ demption and retirement of United States legal tonder notes but such re Â¬ demptions Bhall not in the aggregate exceed an amount equal to 70 per cent of tho additional circulation taken out by national and Stato banks under tho system herein proposed Eleventh Circulating notes issued by a banking corporation duly organized under tho laws of any State and which transacts no other than a banking busi Â¬ ness shall bo exempt from taxation under the laws of the United States when it is shown to the satisfaction pf the Secretary of tho Treasury and the Controller of the Currency I That such bank has at no time had outstanding its money Arbitrary regulation ot tho volume of circulation to bo kept outstanding Is wholly Incon- Â¬ sistent with tho maintenance of healthy financial conditions and is the exorcise of a function which does not properly be Â¬ long to the Government of tho United States or any other public authority Tho effect is to force paper currency up-Â¬ on tho people when it Is not needed and deprive them of it when it is needed thus establishing and malntalqingnn im- Â¬ proper and unwarranted connection be Â¬ tween tho Government and tho private business affaiis of its citizens and mak- Â¬ ing their successful prosecution largely dependent upon the judgment and cap ricp of a superior authority having no in- Â¬ terest in tho transactions except per Â¬ haps a partisan interest not in harmony with sound fiscal arrangements Under our present currency system so far as it consists of notes issued by the United States Government tho volume of circulation was intended to bo and is in fact unchangeable it is unalterably fixed at a certain amount and no matter how great the emergency may be it can be neither enlarged nor diminished The only part of tho currency possessing in any degree the quality of elasticity Is that issued by national banking associations and it is now generally conceded I bo liovo that in this particular at least it has failed to meet the requirements of the situation atsomu of tho most critical periods in business affairs of tho country Its failuro Is creditable in my opinion to threo principal causes First To tho large volumo of United States currency of various kinds kept constantly outstanding making tho con- Â¬ traction or expansion of tho compara- Â¬ tively small national bank circulation less effective than it would otherwise have been Second fho difficulty and delay in procuring and to some extent in retiring circulation Third And mainly tho provisions of tho law which require tho deposit of United States bonds to securo circulation and restricts tho issue of notes to 00 per cent of the par valuo of tho bonds With 1000000000 in United States notes Treasury notes of 1890 Bllver certificates and gold certificates besides about 025 000000 in gold and silver coins constant Â¬ ly outstanding nono of which can bo lawfully retired by tho Government without tho substitution of other cur- Â¬ rency in its placo tho national bank noteswhch amount to only 1207500000 or about 12 per cent of tlio whole can not exort a very effective Influence upon the volume of outstanding currency at any time and especially at times when large contractions or expansions aro most needed But tho greatest difficulties are en- Â¬ countered and the national banking sys- Â¬ tom as now organized is least effective when tho business of the country de mands quick expansions ot the currency to meet suddon emergencies In addition to existing obstructions to the prompt Increaso and decrease of cir- Â¬ culation tlio ninth section of the act ot July 12 1802 which provides tor tho ex Â¬ tension of the corporate existence ot national banks expressly prohibits them from retiring their notes to a greater amount than 3000000 in the aggregate per month and advocates that no bank which made a deport of lawful money in order to withdraw its circulation shall bo permitted to make any increase in its circulation for a period of six months thereafter These provision are so man Â¬ ifestly in conflict with the dictates ot sound policy that they require no com Â¬ ment So long oa there aro in circulation under tho authority of tho Government Â¬ r tf fc rt r two coins unequal in value but equal in legal tender qualities every considera- Â¬ tion of good faith and sound policy re quires the prompt redemption of tho notes on presentation in the kind of coin demanded by tho holder and the con- Â¬ stant observance of such administrative methods as may bo necessary to preservo the purchasing power of tho less valuable metal This is essential to tho continu- Â¬ ed circulation of our standard silver dol Â¬ lars and their paper representatives at par and to abandon this policy without substituting a better one in ita placo would not only fail to cure many of tho tho evils now existing but would entail upon tlio people of tho country addition- Â¬ al and greater ones This situation is tho necessary result of three features of our currency legisla Â¬ tion and it can aiot bo permanently avoided or oven temporarily Improved without material changes in our laws re Â¬ lating to that subject These features First the circulation of United are States notes as currency and their current redemption in coin on demand second tho compulsory re issuo of such notes after redemption third tho excessivo acÂ¬ cumulation and coinage of silver and tho iseuo olnotes and certificates against it upon a ratio which greatly overvalues that metal as compared with tho stand- Â¬ ard unit of value in this as in other prin- Â¬ cipal commercial countries Frequent issues of bonds for the purposo of pro cu ing gold which can not be kept after it has been obtained will certainly causo increased distrust among our own people as well as among tlio people of other countries and not only swoll the volume of our securities returning from abroad for salo or redemption but increaso the withdrawal of foreign capital heretofore invested in our domestic enterprises Ordinarily when thera is no distrust of bur currency or other discouraging in- Â¬ fluence a considerable part of the inter Â¬ est and dividends eaTfflStTby foreign cap Â¬ ital in this country is annually or semi-annually reinvested here and this to Â¬ gether with the fact that under normal conditions tho balance of trade is in our favor enables our people to meet their obligations abroad without reducing thoir stock of money at home But when dis- Â¬ trust arises either as to our ability to pay or as to the value of the money with which wo intend lo pay tho foreign cap- Â¬ italist not only ceases to reinvest but proceeds to withdraw all his money by disposing of his American securities in order to protect both capital and incorao against threatened depreciation Thoro are but two ways In which this withdrawal can be affected one ior our people to export and sell their commodi- Â¬ ties in foreign markets to a sufficient amount to create a balanco of credit in their favor tho amount to bo withdrawn and tho other is to ship gold that being tho only money recognised in the sottle ment of international balances But jndependentlyof these considera Â¬ tions our own peoploTIave a clear right to demand a Bound and stablo currency for uee in the transaction of their busi- Â¬ ness at home wbilo their purely com- merclal relations with the people of other countries upon whom the producer of exported commodities aro compelled to rely for tho consumption of theirsurplus can not be profitably maintained unless they are always in a condition to pay for what they buy in as good money as they receive for what they sell Wo can not therefore preserve our trade relations with best customers for our surplus prod- Â¬ ucts unless we maintain a monetary sys Â¬ tem substantially in accord with theirs and until they manifest a diposition to co operate with ua in effecting a change upon terms just and fair to all our inter Â¬ ests We ought to continue our adNslon
