July I 02 which I recommend him to study prayerfully Mr Bush says The legal tender greenback sent gold to a premium This statement is an error Tlio exception clause on the back of tlio creenback sent gold to a premium and this exception clause only The demand notes issued by the secretary of the treasury under tlio authoiity of tlio ait of Congress of July 17 and Augusts 1801 had no exception clause on them and though the banks decried them aftir the secretary ordered them to bo recieved in payment of customs dues they always stood at par with gold and sometimes at a premium over gold The
