stitute request the State Board of Edu- ¬ cation to make such recommendations to tho next General Assembly of Kentucky as will make the salary of tho teachers of each county uniform in each grade throughout tho State llemlved That it is the duty of eacli member of the Institute or Association to do the work so assigned him or her and any one failing to try to do tho work assigned will bo regarded as not in love with the profession and the Superin- ¬ tendent should keep a record of tho names of such members open for inspection by all trustees in search of teachers This was voted on and adopted by tho Institute A motion to pay the Secretary ten dollars was carried In view of tho fact that tho term of Ex Supt Jos W Miller and Richard Adkisson has just expired wo take this opportunity of expressing our hearty approval and deep appreciation of tho able and conscientious manner in which they discharged their duties as officers and further more that we feel a deep interest in their future welfare and glad ¬ ly welcome them back among us as fellow teachers This was unanimously adopted Tho committee on resolutions submit- ¬ ted the following report which was adopted Tlio Breckenridgo County Teachers Institute convened at Hardinsburg Aug 20 and continued in session five days and wo tlio committee beg leavo to sub- ¬ mit tlio following Jlemlnd That wo recognize in our instructor Prof J II B Logan a man of scholarly attainments good aspirations and thorough consecration to school work and furthermore that his work in this Institute has been both practical and effectual and will prove a benefit to tho professional training and general im ¬ provement of the teacher Second That wo appreciate the efficient manner in which tlio secretary and other officers of the Instittue have dis ¬ charged their respective duties Third That we wish to publicly ex press our appreciation for the very ablo and instructive lecturo delivered before the Institute by Jas A Allen and that we recognize in him a young man of liberal education and admire tlio spirit m which he urges his fellow teachers to at ¬ tain tho fnmo high standard Fourth That wo wish to extend our thanks to the citizens for the interest taken and courtesies shown us as teach ers during the entire session of tho In ¬ stitute Fifth That while wo think wo can w o a slight improvement manifested upon the part of the teachers in the Institute work yet the growing eontiment in itn favor is not as marked as wo hot to see it in the future SixthTnat we heartily approve tho ac- ¬ tion of tlio State filed a petition this morning asking that Sheriff G OBaker of Hancock county be brought into court and bo made to show cause why he should not bo pun ished for contempt It is alleged that tho shorifT seized one of the cars of tlio railroad while tho train was passing through Hawesvillo yesterday and at- ¬ tempted to hold it to secure a judgmont rendered against tho railroad in the Hancock circuit court Tho conductor in charge of tho train refused to recogand tho nize the sheriffs authority lutter then tried to make the railroad man a speciul bailiff to take care of tho car As the railroad is in tho hands of a receiver appointed by the federal court the application for contempt proceedings was filed there Judge Barr ruled that Slipriir Baker should answer in this city October 1 Owensboro coined during the present month September and there ¬ after such amount will bo coined as tlio secretary may consider advisable under all the circumstances The third section of tho act of July 14 1890 provided that tho secretary of the treasury should coin eacli month into standard silver dollars 2000000 ounces of tho silver bul- ¬ lion purchased under the provisions of 1811 and thereafter that act until July he should coin of the silver bullion pur ¬ chased under the provisions of tho act as much as might bo necessary to provide for tlio redemption of tho treasury notes issued in payment for tho bullion and that any gain or seiguorago arising from such coinage should bo accounted for and paid into the treasury Tho colnago now going on is done under tlio authori- ¬ ty conferred by this section of tho law and tlio seigniorago derived from it is paid into tho public treasury as required by law and used for tho ordinary pur- ¬ poses of tlio government but the re- ¬ mainder of tho coins aro held in the treasury in order to provide for tlio redemption of tlio treasury notes issued in payment for tlio bullion During the last eleven months i7072 standard silver dollars coined irom the bullion purchased under the act of July 1 18K liavo been paid out in the redemption of treasury notes and tlio notes so redeem ¬ ed have been retired and canceled The process is still going on daily Prior to Mr Carlisles connection with tlio de ¬ partment no silver had been paid out for tlio redemption of such notes and none of such notes had been retired and can- ¬ celed Tho abovu would indicate that Mr Carlisio is more favorable to tho white metal than tho general acta of tho adThough ministration would indicate Mr Cleveland vetoed the bill to coin tho seigniorage it will bo observed from tho above that Mr Carlisle holds ho has the authority to coin it and turn it into I have tlio treasury and ho is doing it it olllcially that he will go right ahead coining silver bullion until overy ounce purchased under the Sherman law has been coined All over and above an amount sufficient to redeem outstanding coin certificates dollar for dollar will bo covered into the assets of tho treasury and used for the regular expenses of the government In other words tho solgn lorago will be the governments gain as was contemplated in the seigniorago bill which Congress passed and Mr Cleve- ¬ land
