over the Fifth Internal Reve nu6 District That it was a violation of law and a violation of good morals and that it should bo resented by the people Because Mr Montgomery gave his ier sonal influence to secure the ofllce of Collector for Mr Johnson it is no reason why ho should tuako a inachlno of his ofllce and its employes to elect Mont- Â¬ gomery Mr Montgomery nominates the postmasters In his district and tho Internal Ilovenue Collector names bis subordinates the two amounting to hun Â¬ dreds located at the most serviceable points during nu election and their whole force thrown in favor of any indi- Â¬ vidual in an election Is a tremenduous power by which the ins could defy the peopleand prevent rotation in ofllce Add to this the promises of place in the future for political services in which tho people have no right to dic Â¬ tate He appointed bis friends and they nrnperly remain bis friends But there ifno reason why every reyenue man in tho district should bo for Montgomery and tearing bis shirt for him unless the head of the department has solidified him The balance of the people who are under no obligations to the revenue department are reasonably divided wbv Is there not tho same division among the storekeepers gaugeiB etc and why are thoy out scouring tho country in the interest of Montgomery We see the regulars laid off in the middle of the month a thing unheard of before and specials put in their places the regulars taking to the woods immediately for Montgomery and the specials flopping over to him with their kin as far as thoy can cpntrol them Mr Clovolaud that the unanimity of their sentiments for Mr Montgomery in indicative of political organization in the revenue service not contemplated by the civil service rules or promotive of Democratic success
