on the eve of formal open ing of the presidential campaign will convince any one who cares to take the pains to make such a survey that the new party move ment has fallen far short of the standard set for it by its promo tore The best judgment of men who have no axes to grind and who have valuable sources of in formation is that the new party will not absorb more than 25 per cent pf the strength of the Re publican party and not to ex ceed 5 per cent of the strengthof the Democratic party Some competent observers are of the opinion that not 2 percent of the voting strength of the Demo cratic
