ANTAGONISTIC BEFORE Prof Dudley Made Strong and Rousing w Exhortation and Took a Vote t The mass meeting In the inter est of the Graded School proposition xr was held Tueslay night at Temple Tnentre as announced and was attended by a number of men and women not all com mitten to the graded school move ment but all interested and seeking to know the points at issue Hon L M Ray made the prin 4 cipal speech of the evening and was followed by Revs Brandon Dame and Brazelton Messra G 0 Atkinson Wise and Prof 0 E Dudley the latter M closfffg witharoasing appeal to r the school spirit and exhortation to the people to get behind the movement and do all the good they could for their children and their homes Paul M Moore school Trustee was made chairman of the meet lug Hon LM Ray exrepresen t tativo of Hopkins County was S the first speaker of the evening having como upon an invitation T from the citizens committee who asked him to bring books from the sheriffs office and explain to the Earlington peopleI T about the question of Mr Ray made an appeal in favor of graded schools and spoke to the enhancement of property values in cities where such schools were v maintained and guaranteed by a proper tax He called attention to Madison yille where he said the people had run the school along on just any sys t tern always until the last few h years Now they have an excel lent graded and high school sys tern and property values have greatly increased He said the t individual property owners of Earlington would have to pay a little more tax but that the es tablishmept of a graded school f district would maintain the ex cellent school we now have and would maintain and increase the value of his property taa much greater amount than the little tax he would have to pay goon ally He reminded hip bearers that whenever a family looked out for a new location they always inquired about the schools and the churches and always wanted to locate in a town where there were good schools He said that usually in a campaign like this the chief argu pent against good schools is of fered by large property owners Here the large property owners t are willing to pay the tai and are helping to carry the proposition He said the sheriff ar ranges his tax books by mages terial districts and towns He said the tax for our graded school district would be based on as valuation of 08740800 for the year 1012 not including any railroad or franchise t tax He said We will this year at Math sonville collect 100 poll and 10 28c property tax of all the peo pie of Earlipgton and it would be money in the sheriffs pocket for us to continue collecting this tax off of you But when Ian working for a man I want to serve bib interests Amlsa being your public servant if I can serve you for whom I work I want to it Right here I will say that Darlington is the easiest place in the county for the sher air to collect tax and tine get the commission onr this collection Looking overthe Etrhl1 ton as sessm nts this afternoon I found an occasional man who pays on 6000or more now and then a 8000 list and a few people who pay on 2000 The rest of the property owners run from 1000 to 500 or less The big tax pay er of Elr1in ton is the St Ber nard Mining Co their list being in Earlington 57100000 That one concern though they have not a child on earth pay about two thirds of the entire tax paid in Earlington You now pay 16 28 cents into the county treas ury You would pay in Earling ton if you vote the new district not more than GOcts and keep it all at home You will almost certainly pay 20c on the 100 t6 the county next year and this money goes all over the county s then you get your own graded school district you would pay no money for Nortonville White Plains Morton Gap or any other outside points You pay now 100 poll tax to the county fund You would pay not more than 150 poll into the Earlington graded school treasury If you have no property the increase of your tax could be but 50 cents though might have several- children to attend school As I said I expect you people would have a pretty good way to pet taxes out here The railroad valuations andtbe franchise taxes on telephone and telegraph companies are increasing rapid ly You people would draw eve ry dollar of railroad and fran chise tax and you would get it and keep it all at home for you own benefit Mr Ray closed by saying tnat he would be glad to try to tins Werany question one the tax question The question wa asked Would the proposed graded school tax be a tax in ad dition tb the present tax paid to the county treasury Mr Ray Answered It would not All you levy you get And the county sheriff wont come out here and collect any school tax off of you Mr Brandon said in his short talk I have never lived in Mown before where I have not patd school poll tax Mr Ray haitolafoJ1 that the St Bernard l3 Mining Co pays twothirds of the whole tax I would expect that the railroad would pay per haps onehalf of the balance He predicted that if the Earling gradI Earlington will have presently only the country district school lasting six months instead of the splendid graded school for nine mouths we now enjoy E L Wise was called on and spoke of the splendid school building erected bythe St Ber nard Mining Co with a value of some 20000 00 arid devoted to the free use of the Earlington children He said if the St Bernard support was withdrawn we would go to the basis of Men uingtou or Grapevine or other country district schools He said the man who rents a home in Earlioetou pays in his rent the taxes of his landlord and that the laudlord owes the tenant some tiling in the way of school for his children Geo 0 Atkinson president of the St Bernard Mining Co said Bro Brandon spoke of what the St Bernard might do Suppose the St Bernard should turn the key iu the school house door Of course as long as 1 am at the head of the company that will not be done but it might come to a sixmouths school As I said to the committee I would be willing as president of the St Bernard Mining Co to have out side persons value the Fchoo property rand then take off 25 per cent By the assessors list oqr company will have to pay more in taxes than it has ever giv e i to public echoolsbut Im for it and the company is for it for the benefit of the children and the people of Earlington and when September 14th comes we want to see you roll up a big majority for the graded school district in ilarlingtbn Mr JDame said 1 have al ways bees for schools an d am glad te speakVniy sentiment We have a good school now There is no argument about that and we waut to keep our school good and make it better When- I came first to Earlington I came out of a rural district where we had one teacher My experience and observation has been that the country district schools are poor and there is not much advance to be had by wading throughwater and mud to the district schoolF After my children had entered the Arlington school I was sur prised at the rapid advance they made When I went away I said that Earlington seemed to me to have one of the best schools anywhere to be found We went back to the country and the one room school for two years and two of our children were knock ed out of their opportunity to get a good common school educa tion If the Earlington children have not a good common and high school education it is not because they have not had the schoolrbuilding was not built by the people but by the coal company We ought to be grateful for hav ing had this privilege These Iswould not give one nine months term in Earlington for twO whole years of such schools as we gen erally have in the country Mr Brazelton said 1 think a preacher olio have but one great reason for believing in this school movement that is that he shall be for the greatest Good to the people of the community Syb that when we take a positioq for this question it isnt that we schools Prof Dudley said there are many people who do not under bland what it is to give the child a chance for a good education He told instances of poor people he had known who has seen their opportunities and had sought ed ucation for themselves and their children and of the splendid re sults achieved He offered a rousing exhortation for interest in schools and school progress that will make something worthwhile of a boy or a girl He said UThe Public School is the Peo ples College and continued todaytanywhereschool man incurred the displeas ure of people ina district when he had worked for better school conditions that required a tax and he added If I have to take a tie ticket next spring and go down the track out of Earling ton because 1 have worked to vote a school tax here Ill go withhappiness in my heart if you have voted the tax and made your school sure for the future He showed a directory of graded schools in Kentucky and urged Earlington to get into the class of regularly constituted graded schools He said Nebo was about to vote on the graded school question and would carry In conclusion Prof Dudley pre dieted a decidel victory for the graded school to be won altogether sim ple There Is much labor given to the making of the little wafers with which everybody is so familiar The first tatep toward the production of the stamp is of course the engraving of the die with which it Is printed Only x x steel of the finest quality is used for TTthe purpose and upon this the engrav slowly and laboriously cut line by line the portrait or the emblem that tho government has selected for the particular stamp in hand Engravers call this die a negative for tho reason that it Is a reversal of the design that the stamp will exhibit Upon the completion of the die proofs are pulled Should these prove satisfactory the die Is then 1 hardened and fixed in the bpd of a t press of great power Then a steel Toiler whose circumference is several times the diameter of the die is pass ed over it immense pressure being applied so that every line cut on theC 1surface of the die may be impressed that of the roller as many as the circumference of the sfttinles is larger than the area of the iflle The result is that there are reproduced on the roller four perfect copies of the die but copies that are reversed Engravers call these impres sldns positives The next
