educationalYproblems from a business stand point we have been tuijning too much to what is Called higher education I anij myself a believer in higher educa tion I mean by that the universities colleges and high schools and would not detract from their importance in the least but they are already liberally provided for far in advance of our common schools ft v- Wo are told by the UnitedStates bureau of education that more than twothirds of our boys in the United States leave school before the end of the eighth grade that the average length ofa boys schooling is less than six years and this school training before the ages of twelve to fourteen years while the boy is too young to appre ciate his loss that less than one boy in four completes the grammar schoolingaone enter school completes the course in high school public or private or goes higher that of all boys twelve to fourteen years of age who should certainly be in school less than GQ pr cent are there From the Sage Foundation funds reports wo are told that of 100 boys who enter the first grade only fiftyfive enter the fifth grade only twentyseven are left in the eighthfgrade sbc in the highschool and one to enter college that only 5 par cent of the males in the nation are fitted by definite educational raining for their occupations or vo cations 1 These facts are given on high authority and when we remember that they apply to the country at largo and that Kentucky is probably below this average is it not lamentable 1 IF ONLY ONE BOY IN FORTY COMPLETES THE HfGH SCHOOL COURSE IS IT NOT VERY IMPORTANT STRENUOUS-LY AFTER THE OTHER ffiRTY AND NINE Ithink at present we educators and all are following the old trend of looking too exclusively toward the higher education I think our legislative bodies have illustrated this when four years ago they made it mandatory on every county in the state to build a high school within two years There was little mandatory concerning the poor small schools scattered throughout the counties These thirty and nine poor dovils will have little chance to get within sight of a high school at all but must plod along as best they may It is true the same legislature allowed the fiscal court to levy a tax of 20 cents on the 100 for school purposes in each county It is also true that many of the counties levying this tax have used it largely in establishing a high school at the county seat or some other town which is unfair to these thirty and nine who do not get to the high school I DO NOT WISH TO BE UNDERSTOOD AS OPPOSING HIGH SCHOOLS OR HIGHER EDUCATION AM IN FAVOR OF BOTH TO THE LIMIT BUT I AM COMPLAINING THAT ONLY ONE BOY IN FORTY SHOULD HAVE THE LIONS SHARE OF THE FEAST IN TENDED FOR ALL I THINK THIS SHOWS CLEARLY THE NEED OF MORE MONEY FOR OUR SCHOOLS SO THAT ALL MAY HAVE A FAIR SHOW There is I think another mistake that ought to be corrected as far as possible and that relates to the pay of teachers by location or with reference to location The cities and largo towns and wealthier payfThus the back districts in the counties where there are generally more children are compelled to get along with the cheapest and poor salariesd fortgood results need the best teachers or at least as good as the best This condition can be mot at once by the county boards supple menting the salaries of teachers in the districts out of the county funds Such action would bring immediate relief WHY WAIT ONE YEAR OR TWO YEARS FOR LEGISLATIVE ACTION WHEN THERE IS A TEMPORARY WAYOUT OF THE DIP FICULTY PENDING IMPROVEMENT IN LEGISLATION Think of the unlift given to the citizens of another generation even by a single term of schooling 1 Is it not little short of criminal to fail to apply a remedy when it is within our power g- If wo cannot got funds enough for both high schools and low schools is it not bettor to use sufficient of the county fund in tiffs way whichdcan these thirty and nine by reason of their improved COUNTY Mr Frank Toombs who was well known to many of the peo Pie of this place and to those of the northern portion of the coun ty died at his home at Slaugli terville Tuesday afternoon about 2 oclock Mr Toombs had been in a bad state of health for some ante and it was known for sev eral weeks that he could not liveMr Toombs was 77 years old and had lived in what s known as the Slaugliterville country where ne followed the occupation of farming after which he moved with his family to town He had most of his time been a mem ber of the Methodist church and was loved and respected for his moral and upright Christian characterMr leaves a wife who is well advanced in years He was the father of a number of children several of whom are still living Nick Toombs and a sister Miss Adaline Toombs both of Madisonville are child ren Two sons Will and Henry live at Slaughterville Mrs Cam Ashby of this city Mrs John Jaokbon of Anton Mrs Hob hood of Morganfleld and Mrs Ed Ogden of Slanghterville are daughters The funeral took place Wednesday afternoon The Boss and the Car B A Worthington when receiver of the Wheeling Lake Erie Rail road purchased a secondhand pri vate ear for his own use It was purchased from a southwestern rail road and carried the name Texas The original owner of the car want ed to retain this name for his own use and for this reason requested Mr Worthington to put another name on the car Mr Worthington acquiesced and and replaced Texas with Orilta the name of a small town on the Central Pacific where he was at one time assistant supenntendant It was just a bit of sentiment One night when the new owner was traveling over the road in the newly named car the train came to a stop Mr Worthington from his berth inside heard the following threefourths of the men charged with tho responsibility of building and repairing the roads the country over know very little about the subject they have not had the engineer- Ing experience or even the practical experience necessary they have aim ply followed their predecessors and they do what the fellow before them didIn the movement for better high ways the first step Is a more Intelli gent expenditure of the time and money appropriated for the better ment of the roads to the end that the community shall get the most and the best results for Its contribution It Is common practice to do either the wrong thing or If perchance the right thing is done to do it at the wrong time of the year and the result is very often an expenditure oC one dol lar to get thirty cents worth of bone fit As an instance we might cite that Illinois is spending five million of dollars a year upon the highways and those In position to know aSsert that more than half of it Is wasted 111 tlmod and misdirected effort cak ImprovementJohnson Tenn What Is true of Illinois is true throughout central west In order to make suggestions that will be of value one must assume some typical conditions and indicate what It Is best to do to Improve the roads under In road Improvement the first and most Important step is drainage Without proper drainage effort will fall Water Is the only natural enemy of roads and water is a cow ard and will run away if given a chance hence get the water off the road and away from road as quickly as possible This may be done either by surface or subsurface drainage by side ditches with ample fall and proper ouUet to carry the water away from the highway or by tile If the latter is done nothing less than four Inch till ought to be used and It should be very carefully laid and shouldbe put on each side of road particularly where drainage is most needed Be sure that the outlet is unobstructed If side ditches are used especially on a hUtI and have wide prac ticable at the bottom the bed of the ditch hi slope Construct that the ef the ditch next to the hill will be aa loch or so lower tineslde- next to the rod so the flew will theeroad WhereVer it is desposlts will form and soon will choke tho flow Bo sure to leave am pIe outlet so the water can move freely after passing through the culvert In grading to make a fill do not al low any weeds or sod to get Into the roadway These will decay and make all kinds of trouble It Is much bet ter to keep out in the first Instance It In making the fill the material must be moved six hundred feet or less It Will bet advantageous to do this with scrapers wheel preferred But If the material must be moved more than that it will be cheaper to put it upon wagons Any filling of this nature should bo early in the spring preferably as soon as tho IB out of the ground so it will have ample time to compact and settle by the summer rains and I the traffic By proper handling dur seveIbo dragged with a split log implement tof do this is with a split log drag uEic it the same as on an earth road Rut will form along the wagon track and where the horses go but a dragging of the surface will fill these and in a short time a compact smooth road way will result A better road can be built n QUO year if this plan is fol lowed than can be built in three years by tho old plan and the road will be smoother and will serve a better pur poseDo not forget that the most impor tant part ofroad building is drainage and that five or six inches of gravel on a well drained road will give bet ter results than twice this material upon a road that Is Imperfectly drain ed When the writer was attending the great International Meeting of Road Engineers in Parts 1908 one of the delegates asked an eminent French engineer how soon after the road was built he commended to make repairs His answer was The next day If any place n stitch in time saves nine It certainly will do so on the highway The splendid roads of Europe are looked after by an attend ant who goes over them every week and as soon as a break appears theI necessary repair Is made In thist country the practice has been to build an expensive road or pave a practical it would be ti well to leave a smooth earth road I alongside of the stone or gravel road so that the drivers might choose be- tweenI the two When the weather is fino and the earth road is smooth the drivers will usually take that in preference to the hard road This saves wearing the hard road andythus it serves a double purpose Let heavy rain descend and everybody takes the hard road The difference is the im proved highway is good 365 days in the year and the other road is good and bad by Urns Having them side by side which can easily be done without additional expense the people have the dholco Thoro is another feature of the per manent road that should not be lost sight of In the busy season while the crops are being planted some times a heavy rain will fall so that the fields are too wot to work With good roads the farmer can make a trip to town do the necessary ere rands haul off a load of grain or hogs and keep his farm hands employed If the roads are unimproved he can neither work tho farm nor travel the highwaysEvery road overseer and in fact eVe ery farmer should send to the state engineer of his state end to the office of Public Roads at Washington and
