of Mayor asking us to publish our position on the subject of the city opening Its gates to J capital and to state how wo expect to bring this about I wish to state that while I concede the right of very signer of your letter who Is a Democrat to call on Mr Cowand aud myself for an expression of our views on this or any other public question and of every signer of your letter who Is a Republican to call on Dr Johnson and Mr Ev phatlcally dony any I publican to question uio or of any u Democrat to question the Republi can candidates as to their views on publio questions for the following reasons While a strong effort Is being to Induce Democrats to enter madeI primary on the plea tSthatthis IS only a city election that politics atj not involved c the fact remains that under the new y primary law no candidate for the office of Mayor may offer himself T J forthe suffrage of the people at theJ regular November election unless he shall have been nominated in the August primary by a rho industries we already have are of course res ponsible for the towns past prosper ity and if we can induce other indus tries to locate here we will increase that prosperity As to the best way of bringing this about so far ai the Mayor is concerned there can bebut one an swer and that Is that he should use his official and personal Influence with the metnbers of the Council jto exempt such industries from city taxation for a period pf yearsto- use his Influence with the owners of the electric Ugh plant the owners of the water works system and the fuel dealerB46tJbtaJn for tile proposed new industries cheap lights cheap water and cheap fuel It goes without saying that If your Mayor Js on friendly terms with the owners of such utilities that he can accomplish more in this re spect than one who is antagonistic tothemFurther your Mayor should exert his influence with you and other citizens of the town to induce you tosnbecrlbe for the stock of such proposed industries with a view to assuring the promoters that they will have local support Your Mayor should also use his jn flueuce with the owners of sites suitable for manufacturing plants to induce them to donate the necessary land for this purpose or if this cannot be accomplished to sell it at a reasonable price He should also impress on all Interested that wo are anxious to have these new Industries locate here and will do everything in our power to make their Investment profitable Because of the fact that the May or only presides over the meetings of the council and is not even entitled to a vote on any proposition unless the council Is tied you can readily see that his powers are very limited and that too much should not be ex pected of him in this respect In fact under the law he cannot even have a sidewalk or a street repaired unless the council has so ordered His functions are only to preside at council meetings to see that all ordinances are enforced and to per form other EXECUTIVE duties- I have gone into this rather lengthy explanation In order that there may be n9 misunderstanding on the part of any one as to what the Mayor can actually accomplish in the way of securing you new In dustries If you or any one else can suggest any practical and honorable way in which the Mayor can assist in the matter other tbanjas indicted by me I will gladlY agree that It I am honored wt tbfc Democratic party or par ties desiring to establish a tobacco warehouse in Earlington be and they hereby are exempt from City taxes for a period of five years- I heartily favor this policy and If elected mayor will recommend that the same inducement be extended to other new industries As to how you expect to get the desired results I would suggest that one of the prime requisites is Capital and In my judgement we should first of all try to locate the Capital which Is seeking invest ment and try to persuade the ow ners thereof that Earllugtou is the logical place in which to Invest it Earlington possesses one very at tractive and important Inducement which can be offered to prospective investors and that is cheap and abundant fuel In conclusion and above all things I tavor true progressive American Citizenship and the fostering and encouragement of the industries that have made Earlington what its guaranteeing to them and others that may locate here fair treatment and a rquare deal at business as well as houses and other property believing that things would be done to enhance the the value of your possessions We have all beendisappointed in that no other manufacturing con cerns years past the children of Earlington both white and colored have had three months additional free school without a tingle cent of dost to any citizen of the town The public funds provide for only six s months free school and the St Bernard has always paid for the three extra months They also furnish fuel Engineer and Jani tor services for both bchools r for the entire nine monthsgfree In addition to thin yearly contribution they have erected and equipped at an ex SSfpinificent school buildings without cost to the tax payers The majority of the churches here have received extended credit numerous courtesies and extremely low prices for material and are now being charged a very i insignificant sum for their electric lights Practically every i church in the townis built on ground donated by the St Ber nard Free fuel is also furnished themISThe town has a splendid water s3fireer paid one cent all furnished free by the St Bernard s During the year 1005 one hun a- i fired and ninetyeiqht cars crush ed rook were distributed on the streets of Enrlin toll of which twenty cars were donated by the St Bern ird The entire 108 cars of rook were hauled arid spread onistreets by hfl W Wood served the city as Street Oommissioner for a great many years His ser vices were douated by the St Bernard and the city was never charged with any part of his wages likewise the services of of Wm Radford scavanger and cleaner were paid for by the St Bernard and they also furnish ed the wagon and team used in this service Mr W N Walker worked on the city streets during the entire year of 1911 and his wages were paid by the St Bernard not one cent having been charged to the city The material furnished the town at sundry times for various purposes by the St Bernard has always been charged at cost prices without any element of profit Darlington has yet never paid a cent for the serVIce of a civil engineer all work of this char actor having been done by the St Bernard engineering force nemely B W Robinson F D Rash and RE Wbipfler Recently the Sf Bernard expended a considerable sum of money in improving and extend ing the water works system in order to meet the requirements of
