to be n member of the County Boardv b and thenj keep him there fora term of years or during good be l havior f I must say a word more about tconsolidation and local aid I or years a school trustee j I at Earlington and now there are thirteen hundred pupil child 5 ren in my subdistrict We tire operating under the Common r School Law but we have developed thvough liberal local aid w excel lent nine months grad eH schools one for white cjiild Ir n with eight teachers and one for colored children with six teachers each with good high school classes also and each in splendid modern school buildings with the best equipments the two plants representing a present value of more than 30 000 And so this illustrates the point anl these conditions at Earlington where we are under the Oommon School Law marks the line of difference between the Common School supported wholly by the general school fund and the Oommon School whose support is liberally sup plemented by intelligent local aid whether by local tax or by gifts or by both And this af fords a vital object lesson that proves with emphasis the necei situ of local aid for out common schools But for local dwJ would have had these twenty odd yens past only the Ivo or six imnths common schooljcrowd ed into cheap and unhealthy and inadequate quarters Our Rural Schools must have consolida tion and concentration real buildings worthy of being the community centers and corps of real teachers with transportation provided for children to and from school This cannot be without increased local taxation The other alternative is to revert to the old plan of small pauper districts with few pupils a low grade teacher and the kind of outofdate building and outfit front which our Road started many years ago Until the consolidation plan prevails witlr funds for buildings maintenance and transportation County Boards will have to da the best they can in sparsely settled die tricts and a very poor best if will be There is no middle ground In mv County this fear we divided a district containing 42 pqnare miles 7 miles one way and 0 the ether in which were children jis old as eleven years who Jutd never seen inside a school house because the dis trict school waB seven milesfrom7 them as the rrow 1l s on file further edge of the district and water intervened There are inI Kentucky no doubt many coun try schools taught for penodHib but 2 to 4 months each year+ nJ stead of the six months of the le- gali Common Schools Thefce are arranged under a plan that for cheapness and expedfepoy combines under one teacher tWo pauper districts teaching say 2 months in one of the schoolhouses and 4 mouths in the other giving the while the impossible invitation to all pupils iu th combined district to attend eat of the schools for the whole
