chief to call all regular and special meetings to preside at all meetings preserve order and de cide all points of order that may arise 2 To see that all fines and penalties are properly paid to the city treasurer and in all affairs of the department he shall exercise general supervision 8 To see that each subordinate officer does his duty 4i It shall be his duty to be present at all fires if possible and to plan the attack to direct the action of the chemicalen gines hose and other apparatus of the department onthe arrival of the same 5 He shall have the custody and care of all property belong ingtp the company or depart ment be responsible for the same its safe keeping and maiptenance and welfare and keep the same renderingtheshall keep constantly on file with tieoity clerk a list
