This was the culmination of the resolution offered at the August meeting of the Board by Paul M. Moore, at which time he reopened the question before the County Board and urged that the free high school tuition privileges to be extended to all high schools of the county so that all he common school graduates of the county might have equal priyileges and all be given the opportunity to get without cost a high school education by permitting them to attend a high school within their reach. At that meeting the resolution asked for a conference of the school men and a report by them to the County Board. Heretofore the County Board had, for the post two years, restricted attendance of county pupils to the Madisonville High School by a contract that excluded other schools of the county for a term of three years. Prof. Rubins, at the August meetwas willing, to ing, said he waive the exclusive clause of the contract, which a member of the board argued was illegal. Since that time the Madisonville School Board held a meeting and agreed to waive their right to the enforcement of that Yesterday clause of the contract Prof. Rubins conveyed to the County Board of Education the best wishes of himself and his School Board and lent his best efforts to help arrange the plan for extension of the free high school privileges to all the children of Hopkins county. There are this year seven white schools aud seven colored schools that are being taught only from two to four months, because the per capita iu the "pauper districts" is not sufficient to pay a teacher for longer terms. It is found upon investigation that these schools could be extended for the full six months term by the expenditure ou an average of one hundred dollars for each school, and the County Board has the undoubted authority under thej law to do this. Paul U. Moore introduced at the August meeting a resolution asking that these schools be extended to the full six months this school year. Yesterday the report of tlie committee, appointed to investigate, cast doubt upon the ability pf the Board to 'flutl' the necessary funds this year and a motion prevailed "to defer the extension of short term schools until next year."
