Common gratitude alone demanded fair treatment for the statesman In Wash- Ington from the politician at home But Qoebel has been denouncing Mr Carlisle and has Invited tho confusion which has been visited upon him He was accused of securing admission to the state convention of 189G through Carlisles Influence and he de the accusation as a lie Upon this Mr Carlisle found himself reluc tantly drawn Into the state campaign and he wrote a letter to tho editor of the Louisville Evening Post narrating the circumstances of Qoebels visit to him In Washington when he requested Mr Carlisles Influence on the ground that he was a singlestandard gold advocate d partisan of Mr Car lisle and an opponent of Mr Black burn Although ho had voted for Blackburn for senator be explained that It was because Blackburn was the of the party Ho convinced Carlisle that he was entitled to a In the convention but being ad sltted as a delegate he at once cut his vote for the freesilver candidates for officers of the convention and voted for tho resolution which pre seated Blackburn as the choice of the Kentucky Democracy for the presidency Mr Carlisle had fortunately preserved a letter which Qocbel had written to him in which his pretenso of being a Gold Democrat was fully set Ooebel has tried to explain this but ho lisa failed utterly to make out a case for himself His own letter Is sufficient to convict him Mr Carlisles exposure of his treachery has caused a sensation as might have been expected and Senator Bronston the silver candidate for whom Qoebel voted for temporary chairman of the convention at which he betrayed Mr Carlisle has announced since tho publication of Mr Carlisles letter that ho can not support a man so dishonorable as is Goebel The Nomination For Governor It was Goebela Intention to be the DemoCratic candidate this year tho invincible candidate when he drew and secured the enactment of the Coo bel law to establish fraud under the protection of the law of the state Tho state convention met at Louisville on the 21st of June At the precinct prl manes and county conventions doebel made strenuous efforts to secure delegates who would favor his nomination In the state convention He some times resorted to fraud and sometlme to violence but he was in a minority when the state convention met Then camo an opportunity for a display of Qoebellsm of which he abundantly took advantage He Is as ready to break faith as to hold office and he had his chance He never hesitates to defraud the voters and again he had his chance There were two other can dldatea before the convention Of theso three candidates Hardin had 629 4 rows stone sat ana ooeoei onlY luTz vocis so that more than 900 of the delegates chosen were against Goebel Then this master of chicanery began to play his tricks with candidate Stone He united with him to defeat Hardlna candidate for the temporary chairmanship of the convention and Judge Red wine a friend of Qocbel wselected He had promised Stone to make him the candidate for governor and he repeated the promise In order to secure Stones assent that the temporary or sanitation should bo made permanent Having accomplished this purpose ho secured the appointment of a commit tee on credentials which not only de clded the contested elcctlqn cases against Hardin but which Invented contests where noon existed unUI finally Qoebel had obtained majority of tho delegates and had secured the nomination Stone having been drop pad out of the contest by some further cunning and dishonorable manipulation of this extraordinary rascal 236 votes were stolen from Hardln and 169 secu sd from Stone Thus was Goebel Umlnated and the methods which be pura edipd by means ot which he sl1ccoededmarkhlnias2M of the officers are appointed for the purpose of doing dishonorable work they aro chosen In violation of tho intent of tho law if not of Its letter It Is truo also that under tho Gocbcl law the result expected If fraud Is essential will also bo produced In violation of the crim- Inal law and tho offenders may bo prosecuted before tho criminal courts and on conviction punished But ft no state In tho Union other than Kentucky is tho machinery of electionsI turned over to the control of men who want to cheat If cheating be necessary The people elsewhere have the choosing of tho election officers but In Kentucky the people have noth- Ing whatever to say on time subject cx cept through their votes for future leg Inlaturea In other states dishonest officers are put Into place as other ills honest men are put Into other offices by the votes of the people who there foro have an opportunity to eject them when thelc true characters shall be re vealed In Kentucky Goebel has made his machine part of the administrative government of the state He has put his creatures Into office by awacl the legislature so that his machine not n private corporation even In name like Crokers but an avowedly public corporation receiving pay from tho state for doing Ooebols work This may resemble Crokers machine In fact and at least It Isn frank expression of the creed of the criminal in politics that the offices and revenues of the government belong to those who can get them by hook or crook Ooe bel has taken the plain blunt course Croker uses judges and other officeholders who are paid to do the work of the state In the city as his vassals and servants Gocbcl has a board of commissioners frankly chosen to count In wHomoplea are frankly abandoned and tho officers who receive and count the votes with the exception of the Inspectors who represent the different parties are appointed by tbe powers pltboCIforappoint the county board of election commissioners who In turn appoint the election officers of the different jposedboards but this has long been the law or the custom In Kentucky and the methods of evading It are well known Republicans are appointed for example who are traveling In Europe or who ore physically or mentally unfit for service or who live at a great die tance from the polls Then the others select some one to fill the anticipated vacancy and this year that some one will be a Qoebel Democrat or a complaisant Republican At any moment and with or without cause the state board may remove any member of a county board or the whole of the board appointing successors and tho county board may do the same with the precinct officers This gives the state board absolute control of the ma chinery and even after the votes are cast the state board may remove election officers who threaten to be recal citrant and may turn over the ballot boxes to men who will count In accord nnce with tho necessities of the party It Is quite possible that all tho local election officers of the state may be changed on the eve of election day The decision of tho board of canvassers Is final no appeal lies to any authority no review can be ordered If a contest Is made It Is to be tried before Ute men who counted the Vote and whose decision U questioned Another great power given to the machine consists In the provision that If tao canvassing board does not make its returns within 10 days the vote of the precinct or the county may bo thrown out Suppose for example that Taylor the Republican candidate for governor should carry the city of Louisville by a majority of 10000 and that tho rest of tho state should go for Goebcl by a majority of 5000 it lies In the power of the Goebel election officers to the wIlt of the state by simply toilinG to return the Louisville vote The election officer are expected to bo willing and ready to commit any fraud that may be necessary to satisfy the exigencies of the Goebel ticket Tho head of tho state board is Judgo Pryor once qhlef justice ot the state Ho was HellHn high esteem It is aIcurious trait of some bad men that they dislike to see a good man fall When Judgo Pryor was named for the first place on tho commission a mann of ability but thoroughly corrupt went to him and told him that the law was Intended to give the Democrats an opportunity to steal the state and that a man of his Pryors character should not take a place on tho boar Its different with mo Judge said tho frank and cynical friend I believe in stealing the state If we cant get it any other way but you ought not toIbe dragged in Pryor then authorized this man to forbid the use of Iris name in the legis laturo but before the day for the votI ing Qoebel had urged him to standI and he consented Now he seems ready to do anything that Goebcl requires of him and although he Is a judge of last resort in any contest that may arise from the election he is on the stump eulogizing Goebel and abusing his op pcnents The correspondence between South Trimble and WE Thompson of a year ago last August Is still fresh In the public mind Trimble warned TkompfonVwIw had peenappotntedan commissioner that dirty work expected of him and advised him decline the appointment saying that Pryor would appoint any one might be designated If he Thompson would create the vacancy Thompson complied and Judge Pryor am told carried out his part of tho The other day The Evening of Louisville published a letter signed by Alllo W Young chairman Of Goebels state committee It was addressed to an election commissioner and urged him to hurry lila pollbookI to the central commltttee that when the committee had received the pollbooks the most Important IUD of the campaign wilt havo been fired He concluded his letter bysaylng We will then know just where we are what is V unconstitutional ho pro reededThe whole effect of the Nebraska case Is that tho McChord bill was un constitutional but notwithstanding this the governor who In the dls cargo of a sworn duty vetoed It is to be condemned because bo did not allow It to become a law and thus after litigants were put to great ex pense annoyance and damage afford Its the privilege ot seeing I It 4ieregardej andcQqdzpn by the nlgne8t court m me ana Toe veto did not assume that the roads were wluout remedy but stated that they could not be deprived of coming into a court of equity to stay tho hands of tho placed In tho absolute and arbitrary control of threo commissioners not required to bo lawyers or experts not only tho Interests of all tho railroads In this commonwealth but tho Interests of thousands of their em ployes tho Interests of tho mines and mills with all their employes tho Interests of every farmer and merchant who goods grain or supplies and tho Interests of every citizen who took passage upon tho trains Those three men were not restrained In any way If they through prejudice or corruption fixed such rates as wouldI ruinous to the roads there was no appeal If they saw fit to strike down tho railroad Interests and classes named tho act provided no relief If on tho other hand they corruptly bar gained with the roads and established such rates as would destroy tho people still there was no avenue of relief af forded by tho bill It Is Idle to say that tho protection of tho courts might havo been Invoked by equitable proceedings or Injunction This Is a strange argument coming from tho followers of Mr Bryan who in their national platform of 189G de nounced governTnent by Injunction as a new and dangerous form of oppression and who endorsed that ut terance In the late platform ot Louis villeWhy was not the McChord bill made just by providing a way in which all rights might bo guarded without corn pelling tho complainant to resort to outside remedies by appealing to fed era courts for protection under the constitution of the United States Tho admission that equity alone could relieve one from the unjust oper ntton of tho bill Is tho most conclu sive argument that it should not havo become a law But this bill was vetoed for another reason It will bo observed that the penalties Inflicted by It are a fine of not less than 500 nor more than 1000 for tho first offense not less than 500 nor more than 2000 for the second offense and not less than 15000 upon a third and succeeding conviction SUIentuckyor exam ination of sections 213 214 21C of tho constitution of Kentucky show that any discrimination of preference Is prohibited and section 217 of that in strument provides as a punishment for such offense a forfeiture of the charter In other words tho old law proscribes a penalty different to that pre scribed In the constitution and the McChord bill Is open to tim same objection That tho legislature has no right to override the plain provisions ot tho constitution by substituting a punishment other than that fixed by that Instrument can not and will not questionedWithin than four months after tho veto was signed tho Kentucky court of appeals In Louisville and Nashville Railway company versus Commonwealth 20 Kentucky Law Re porter 1101 after calling attention to tho difference In penalties pro scribed In the old law which are the same as those In tho McChord bill and the constitution as well as differences between the consUtution and other sections of tho statute held that in so far as conflict the statute was unconstitutional and were confined with old und hardened criminals We can not estimate tho terrible effects of such a systemIt for a Republican gover nor to urge the erection of houses of reform and under a Republican ad ministration with the able and earnest assistance of Senator Bronston and kindly cooperation of some noble wo men who freely gave their services to the cause of humanity a statute was enacted providing for such buildings and on the 1st day of November next this Institution will be open to receive tho wayward children of the state The School anil State Finance Tho governor explained how owing to the operations of law and tho fail- Ing oft In assessments during the Democratic hard times the school per capita had been lens than in 1895 When the Democrats put It at 280 for campaign purposes However tne per capita for this year Is 270 and then ho continued Owing to the bank lax decision of the United States RiinrniTin court hnrn was Included In this estimate only 90000 taxes to be derived from state banks tho national hank taxes being omitted In this way there was omit ted from the estimate 39000 collected last year from national banks Had this amount been Included and had appreciation of bank stocks over their par value I have not the data to make this calculation It maybe safe ly assumed that after tho extinguish ment of the entire Indebtedness of the commonwealth several millions would sinkingfundIn addition to this ho states that the government of the United States then owed tile state on Its war debt 1468937 Thin amount has since been paM nut when the Republican adminis tration carne Into power Jan 6 1896 It found that nearly all these millions had been dissipated and the balance of the sinking fund remaining was only 813280 Notwithstanding this fact aside fiom educational bonds amounting to 2312596 the state was in debt 071394 of old Indebtedness besides outstanding warrants of 241051 and claims led In the aud- Itors clfice upon which warrants had not been Issued amounting to 258 832 while there was In the treasury only J1D37S2 In r ar words th state aside from educational bond was then In debt beyond Its means payment out of the treasury 101714 nvrn counting the resources of tho sinking fund the state after exhaust- Ing every awat owed a balance of 203 8C5 And In order to produce this show been during the fiscal up to December 1S9G Iears189234 the sinking fund revenue proper with ot transfer 1124 8Gnot one dollar of which had been repaid Not only dill the state owo the amounts on warrants Issued and claims field on whlih warrants had not been Issued but claims continued to pour In on the old Indebtedness and current expenses wblflf could not be met by reason of the Impoverished condition of the treasury until tho whole amount of warrants Issued ag gregated 1T17534 For eight months before our predecessors went out of office they were unable to pay all the current expenses and tho people were compelled to dis count their claims with the brokers stntelThistake such action under Democratic ruleIn 1896 the Republican houso passed a bill to remedy this evil but the Dem ocratic senate failed to concur and tho statute books but In 1S92 the Democratic party of Kentucky enacted such a measure and now under tho decision of the supreme court of the United States a Kentucky negro can not ride from point to point In tho state except In a Jimcrow car while a negro from any other stato In the Union may pass across tho state in a palaco Pullman Under this law it matters not how degraded a whlto man may be he Is entitled to sit wherever ho chooses A Republican governor recommended the repeal of this law and tho enactment of n statute which would rent every Individual according to decency character nail general assembly nor do I believe there was then or Is there now a cltl en of tho commonwealth who wouldU L not like to procure the tho children of the common schools as cheap as they can be obtained In tho market The difference originally was as to tho best plan to be adopted by which tho result could be attained Early In the session Senator Crenshaw from Christian county a Populist In polItics but an educated thoughtful fairminded gentleman Introduced a bill into the senate carefully prepared and fixed therein the maximum prices of tho books used In the common schools He stated that he had com l pared carefully tbo lists In the varI- ous states in the Union Including those who had the state system and county system as well as those whobpublished their own books and daily the state of Indiana about which so much Is now being said and that i he had fixed the maximum prices fair ly and liberally titata or County t I T1e senate was so much impressed by tho statement of this distinguished C admit thtingable the question reserved for discus t sion was simply whether In view oftthe present condition of the school tem In Kentucky many cities having established by private It was necessary to have two United States histories known as tho history at 75 cents and Primary His tory at 40 cents making the United States History cost 115 whilst under tho Crenshaw bill which was modeled after tho states In tho lists compared him and especially Indiana the nited States History commonly used in tho schools could bo bought at 50 cents Nor could It bo understood why In addition to two English Grammars one elementary and one common which under the Crenshaw bill could both bo bought for 05 cents that Eng lish composition should be added at a cost of 25 cents with an Increased cost in the grammars required of the people of 45 cents Nor could we understand why when thero were so many histories of Kentucky one of which was known to bo valueless and worthless that a maximum price should be put upon that pt all and especially at 40 cents when there was only one history f Kentucky that on the market could e bought at that price unless another should be written I per cent cheaper prices than the maximum prices named In the Chlnn bill and upon ny argument before the senate and the exposure of tho contents of these let ters the senate adopted the substitute offered by me committee and I succeeded In convincing every member upon that committee that tho wisest and brat course to pursue in order to get cheap books and at tho same time prevent tho possibility of schemes and jobs of designing people who would use the opportunity with out regard to the Interest cf the common schools for mercenary purposes to have appointed n committee of holdover senators who would b fore the next mooting of the general assembly gather all statistical Information pos sible from the states using tho various systems and report these facts to the next senate week wo showed up tho Republican lumber steal and Incidentally the fact that Candidate Taylor not only knew of tho steal but received fees from all parties to It This week we will show at Taylor while drawing pay from tho state as attorney general at the rate of four thousand 4000 dollars per year was having his washing done fro by tho women convicts In the penitentiaryTho Is from tho Glasgow Times a paper edited by James Rich ardson ono of the penitentiary com missioners The statement made Is an unmitigated falsehood I was warden of tho penitentiary and discovered that number of parties all of whom were emocrats had entered Into n conspiracy with a certain convict to force certificates of measurement of lumber sold to the chair plant I Immediately notified the sinking fund commission ers of my discovery and was advised by General Taylor to refuse payment to the parties and to go before tho rst grand jury and cause an Indict ment to be returned I asked to go be ore the first grand Jury I was not al- owed to tell all the facts and no true bill was found General Taylor urged mo to go before tho next grand jury I did so and this time succeeded In detaining all tho facts Tho grand Jut voted In favor of returning In dictments and so Informed the county and commonwealth attorneys both of whom were Democrats Those officials failed to draw tho Indictments Tho people will doubtless draw
