opposition press Ho first showed that when the 10 Republican party took charge of state- affairs this country was passing through a fearful financial crisis The resources of the state sinking fund had diminished to Insignificance the stato had little credit at homo or abroad Its own warrants and claims dishonored f and begging for a market at from 10 f to CO per cent discount The people were not responsible They had paid their taxes but notwithstanding the stato hall borrowed fSOOOQQ on bonds that become duo In 1905 and although 55ho general government had refunded to the state the sum ot It found the Frankfort penitentiary in a most de s plorable condition Even the simplest cleanliness were disregarded ot only dirt and filth everywhere bounded within its forbidding walls put thero was scarcely a sprig of grass a flower i leaf anywhere within Its courts or confines to cheer the lonely Inmates Moreover part of tho shop4 were and lets lnah one balt of the conyicCe employed After prison chaos this Institution wan placed upon the basis of n well ordered well directed business concern Not withstanding these facts the Demo cratic legislature of 1893 over thn gov ernors veto passed n most shameless net by which tile Republican officials In charge of this Institution were rob bed of their offices In the middle of their terms an outrage which has no parallel In tho states history lie then proceeded to thow tho re sults of this change The services ren dered by tho Republican commission ers did not cost tho state n cent but since Aug 1 1898 when tho Demo cratic commissioners took charge they have drawn ns salaries G000 and have Increased tho number of guards from 42 to 46 without necessity cost- Ing tho taxpayers an additional sum of 2880 The net deficit provision Is made for a division of tho members of the county boards between tbo parties Tho people are not to be consulted as to who shall hold those county offices The state board can arbitrarily act upon all questions and Its decisions are final It can remove county boards without cause and there Is no redress The county board appoints the officers of elections and whllo they are required tho new as In tho old law to di vide the election officers between tho parties they aro eft at liberty to de termine for themselves who are Republicans and who are Democrats If the county board bo Democratic It has tho power under tho law to select as Republican election officers any man whom tho members of that board are pleased to call Republicans Incompetent and can bo appointed In every precinct The sheriff who Is tho umpire between two Judges tho clerk having no voice may In every voting precinct be a Democrat or belong to the party hav ing control of tho election machinery The county board may without cause nt any time removo any election of ficer even on the day of election And I am told that such a thing did occur In Kenton county at tho last election Last Year In Pulaski county tho coon board without the semblance of au thorit refused to count or consider tho vote in n number of precincts Pugh COle In tho Ninth congressional district Immediately after the election It was thought that upon tho face of tho ro turns made out by the officers of the various voting precincts Mr Iugh was elected member of congress by a small majority Tho election board In Carter county thereupon refused to count tho voto In one Republican precinct and In that way tried to overthrow Mr Pugha It was however subsequently ascertained that tho estI of Mr Pughs majority hail been too low and notwithstanding the outrage perpetrated In Carter county ho was still upon tho face of the returns made the county boards elected by n majority of about 10 Thereupon the county boards In Bracken and Rowan counties were earl reconvened antI proceeded to stultify themselves by throwing out a number of Republican votes In each county and Issuing new certificates which would doubtless havo been these mounds were dancing grounds and burial places the Indians How many weird and romantic cenes have trans pired amid the wilds of this county is beyond our imagination Here where the savage A short time after the son returned from school his father was awakened one night by a noise which he supposed was some one trying to steal his favorite saddle horse so he arose and went out very softly to the stables without waking anyone The alarm proved to be a false one and on his return to the house he was mistaken by his wife and son for a burglar and his wifp placed a shotgun in her sons hand and bid him fire which he did fatally wound ing his father who died before morning unconscious of the fact that he had ben killed by his own son The mother died a few weeks alter of a broken
