Tho most important features of tin report ore: Tho finding that tho. general's allegations that tho refrigerated beef wns treated with chemicals were not established; that his allegations concerning tho canned fresh or ennned roast beef wero sustained as to its for food as used on transports nnd as a field ration j censure of Gen. Miles' stoft; the finding that the packers were not nt fault and that the meats supplied to the army were of the same quality an those supplied to the trade generally, nnd the recommendation that no further proceedings will be tnken in the premises. The Ilntlnn an a Whole. Speaking of the ration an ft whole the court says: "As to the effects of the food supply, having regard to both sufficiency and quality, It seems to bo clearly established that the ration as supplied, without modification, to the troops ccrvlng in the West Indies, wos by no means adapted for use In n tropical climates. This, in the opinion of the of tho ration should have manifested Itself by Its failure to keep the troops, which untwisted upon it, in the best possible condition for servico in hot climates. This, in tho opion of the court, in fully established In evidence. The insufllclcnfcy of the. food supply in C(iba nnd tho" irregularity attending Its distribution, due primarily lo n mnrked deficiency in transportation facilities and conditions of weather nnd the roads, appeared, to some extent, ns causes of 'disease among the troops, who were thus insufficiently nnd irregularly subsisted." SUDSCK1PTION One (i Second KATES' .fi oo duced Judge Pratt to announce and upon which hinges the whole question of his candidacy. Judge Pratt is preeminently the man upon whom all Republicans can unite and give enthusiastic support, since he is entirely clear of any alliance with any party faction which in the past has caused dissention and lack of interest. No candidate at whose door the charge of iactional feeling in past party rows could be laid could hope for a fighting chance to win at the polls or for anything like a full and hearty vote of the Republicans and a large vote outside his party. Because of Judge PratOs freedom irom all such entangling alliances he will be able to do these things if he attains the nomi nation, which now.seems strongly probable. The Judge is receiving most favorable mention by the press of the State, is strongly en dorsed by many leading and repre sentative Republicans and is very favorably mentioned at Washington where the leaders recognize that the hope of Kentucky Republicans is in the candidacy of a representative, able man who is free of anything like identification with the party factions which have been so disastrous in the past but may be buried by uniting on a strong, clean candidate. If Judge Pratt is nominated he will make it hot for the candidate who stands behind the Goebel election machine. . The Commercial notes with borne surprise that the republican authorities in Daviess have called a convention to select delegates to the state convention which is not to be held until Julo 12, and that they have given very short notice It is yet of the county meeting. days before the date set for 70 holding the state convention, and there would seem to be no legitimate occasion for haste in the selection of delegates to that body. The matter is of some importance because of the conditions under which it is assumed from recent developments the state conventions is to be held. Comparison of notes by republicans from sections of the state who attended the meeting of the republican state central committee m this city a few days ago amounted to a practical establishment of the fact that there was a tacit agreement everywhere that the results of the approaching state convention should be in good faith accepted by all alements of the partp and its nominees supported loyally without reference to individual preferences. It is generally understood, in fact, that given a state convention free to act upon its best judgment as to platform and candidates, there is to be no question of its wisdom by the republican voters of the, state, but that everybody is to turn in and do his utmost for the election of the whole ticket. But there is still a preliminary to this desirable condition of affairs affecting the coming campaign which must be faithfully observed, and it involves perfect fairness ate cry step of the proceedings precedent to the state convention. This is a year when personal ambitions .must give way to party advantage at every point, and when there will be no patience whatever with the nasty sort ot politics which involves "snap judgment" in the holding of precinct caucuses or county conventions or at any other stages whatever of the business of selecting delegates to the state convention. Ween this body meets on July 12 it must be representative of the real republicans of Kentucky in the fullest sense of the word. Its membership must comprise dele gates who arc the free choice of the republicans of the state. There may be excellent reason for holding the Daviess county convention 70 days in advance of the date set for holding the state convention, and for giving only a week's notice of it in the busiest season of the year, but it must be admitted that they do not appear on the surlace. Perhaps the Daviess county Republican committee would not object to enlightening their fellow republicans throughout the state concerning these more or less important points. HEAVY FLOOD. Notable Catholic Gathering. From the New Haven (Ky.) Echo. ec Quests Handsomely Entertained By the Local Lodge. The Knights of Pythias banquet given Thursday night last by Victoria Lodge No. 84 was a success in every way and offered a most enjoyable evening for the Sir Knights and their guests. Some 65 men were seated at table in the Masonic Hall, where Mrs. J. M. Victory, proprietor of Hotel Earl ington, had prepared an ample and delightful feast. The banquet came after a time spent in preparation and social intercourse in the lodge room overhead, and after the banquet and speaking, a smoker was enjoyed in the lodge room. The hall where the feast was spread was beautifully decorated with festoons of red, yellow and blue around the walls and down the pillars. A kitchen scene was arranged on tho appropriately stage and the supper was served from there by a competent corps of waiters. The tables were decorated with blooming plants. Even the ices, served at the close of the repast, were as near the K. P. colors as could be made. Each guest wore a white badge with the word "Guest" in blue printed on and marched in order into the hall. When the eating was done there were several responses to the calls for speeches and some appropos things were said by Mayor Burr, Messrs. I. H. Teel, Roscoe M. Wheat, J no. B. Atkinson, Jesse Phillips, Howard White and others. The boys of Victoria Lodge No. 84 have once again demonstrated their ability to do the whole thing handsomely. (Lttoe." LOCAL ,. Live d sf o V Though constituting the most profitable feature of the farming industry of recent years, the ad vance in the price of cereals from the low point reached in the years 1894 to 1896 inclusive, has not been the only source of agricultural prosperity. This is illustrated by the figures of farm values of cattle sheep, horses and hogs compiled by Statistician Hyde of the Agri cultural Department. The figures ars to be understood as dating respectively on January 1, 1898, and illustrate the profitableness of the returns received in what is regarded as a side issue of the agricultural interest generally. Hriefly stated, the rtutiti. point to an aggregate gain in the total value of the country's live stock this year over last of $108,355,482, or 5 74 per cent , the aggregate of all live slock values on January 1 this year being $1,907,010,407. This, too, has in spite of decreases in the aggregate value of mules and hogs, due, however, entirely to decreases in the number of animals and not to decreases in value per head, because every class of live stock, shows an exception, without a gain in average price. The heaviest relative gain is naturally shown in the case of sheep, which show the heaviest increase in value per head. In this case there is an increase in aggregate value of 19 15 per cent, comparing with gains of 9.07 in milch cows, 6.84 in horses and 4.19 per cent, in cattle other than milch cows. This latter increase in aggregate value is particularly notable in view of the fact that there was a falling off in number of 4 34 per cent; so it will be seen the gain in price, 8.95 per cent., haS been sufficient to more than make up for the numerical decrease. Beef cattle arc the most valuable of the country's live stocks, 27,994,225 of them being valued at $637,931,135, horses coming next, with a value of $511,074,813, and milch cows third In proportion with $474,233,925. to number held sheep are relatively least valuable, with an aggregate of $107,697,520. There are fewer horses, mules, beef cattle and hogs than a year ago, but horses are $3.14 per head higher, milch cows $2.21 per head dearer, mules $1.08 higher, and even hogs are slightly higher than a j car ago. The small advance in value of sheep, 29 cents per head, is in consequence of the small value of the animal, a notable feature. If the statistics point to anything it is to the inapplicability of the designation "humble," as applied to the mule. In fact, that animal is proved to be a veritable aristocrat among farm animals, with a value per head of $44 96. against $37.40 per head for the horse, $29.60 for the milch cow, $22.79 other cattle, $4 50 for the hog and $2.75 for the sheep. It will be seen from the foregoing that while the retrograde movement in some cereals has made that branch of the farming interest less profitable, the contrary is the case with the live stock interest, which still occupies an enviable position among the country's great industries. cs the this paragraph which Lexington woodchuck tosuieidc.
