The citizens were attracted by sweet and unac customed strains of a well practiced' band as the St. Charles musicians opened their evening concert in front of the St. Bernard Store, notwithstanding the wind and threatened rain. jfet. the miners' lamps and the electric lights withstood the stormy atmosphere and the open air part of the concert was uninterrupted and enjoyed by many who gathered near enongh to hear. The especial object of the visit of the St. Charles Band was to serenade the visiting directors and the officers of the St. Bernard Coal Company on the eve of their annual meeting. And the boys came through literally through nine miles of roads that bear very visibly the marks of the hard winter which has made the miner's work so continuous and so urgent. And they went homo the same night so that the members of the band could be on hand at work time the next morning. that It is generally agreed the folks here fully appreciate this delightful serenade which came and went over such rough roads and between suns and between two full days' work for the individual !f members of the organization. The latter part of the concert was rendered in the second story of the St. Bernard building and here was given the best concert music of the band, including aShe Was Bred in Old Kentucky," and other selcctions'arranged by Prof. In an interval the Mitchell. band boys were given a little entertainment with the phonograph in the- - president's office, at which were"present the visiting directors and a number of visitors. For the last seven months at least this city has been in a state of virtual anarchy. We have seen the unprecedented spectacle of a city in one of the most prosperous states of this union, either on the one hand under the domination of the basest class of the community, or on the other under martial law. In a time of profound peace in the nation it has been found necessary to call men, who had donned the uniform of their country to fight a nation's foes, into active service to protect the lives of peacablc citizens from worse than Spanish foes in our own midst. Why is this? Because the people of the city in general are in a state of rebellion against the constituted authorities? Not but because a mob of lawless and irresponsible men, many of whom are unable to speak plainly, and some not at all, our language, aided and abetted, counseled and comforted by native born, unwor thy of the land that gave them birth, have determined that other men, born in this land, native citi zens of this great commonwealth, shall not earn their honest living by the work of their hands unless under the dictates of the alien officers of a lawless and anarchistic miners' union. Three times within a year a lawless mob has held the streets of Pana. Twice within a year they have endangered the lives of innocent men, women and children in their mad rage and thirst for blood. Wc have seen an officer of the law in the pursuit of his duly shot upon the public street and maimed for life, and so far as I can learn by diligent inquiry no one knows of any effort on the part of the d constituted authorities to the,, cowardly assassin, who lacked only the nerve and not the will to be a murderer. We have witnessed the spectacle of a respectable citizen assaulted on a public street at noonday by a couple of murderous thugs, knocked down and beaten into a state of insensibility with a deadly weapon, with no attempt to the punishment of the perpetrators, the one who boastfully plead guilty being released with the smallest penalty known to the law, and the other, though daily upon the streets, unmolested by a police force either incompetent on the one hand or perjured on the other. We have seen the whole power of the law prostituted to the pro' tection of criminals and arrayed for the persecution of all those not dominated byits ungodly union. And now a long scries of outrages upon the community, outrages which have made Pana a stench in the nostrils of the people of the appre-prehen- 3. 46-ce- n Courier-Journa- l. I witnessed the beginning of the trouble and from what I saw, and from, facts which came to my knowledge before and since, I am thoroughly convinced in my own mind that the outrageous rioting of Monday was the outcome of a deliberate and- carefully planned conspiracy. 1 walked these streets and saw in the hands of boys apparently under twenty years of age, loaded Springfield rifles, I saw them parading the streets with no badges of authority visible, with no ono in authority over them, firing at random with no opponent visible and chasing after unoffensive passers by blocks, awayfrom the scene of excitement, hunting men as I have seen men hunt for wild beasts. I saw them with loaded guns searching places of business, not for criminals, not for those who had been engaged in riot, but for what they called scabs, meaning thereby an honest man who preferred earning his bread to living in idleness upon the earnings of other people. I heard them with horrible oaths exhorting each other to shoot the heart out of him on sight. A dozen armed ruffians against an unarmed man who was only endeavoring to keep out of trouble. And this I say again, not a criminal, but an honest man whose only offense was that he chose rather to work for his daily bread than that his family should exist upon charity or starve. And these are the creatures armed with deadly weapons by the man who had sworn to keep the peace, the man who, like a coward and poltroon, dared not face the storm he had raised, but fled like a dastard, leaving the city at the mercy of this band of ruffians. I make no charges, but with a knowledge of the meaning of what I say, holding mysslf personally responsible for my words, I give it as my firm, conviction that the not of Monday was the result of a deliberate plan to terrorize this city. Why do I say these things? Because somebody is responsible for this state of affairs. Who is it? Primarily, the local miners' union whose members have incited and carried on riot. Secondarily a corrupt and in competent sheriff who has used his authority as an officer of the peace to aid, abet and countenance the breach of the peace. It is a principle of law that a man is responsible for his acts and the consequences which flow from them, and this being true, I stand here today to express it as my deliberate judgment that the blood of Frank Coburn and the other victims of the deputies' riot is on tho head of Thos. J. Downey, who deliberately placed this city in the hands ota cowardly, irresponsible and bloodthirsty mob. Thirdly, to an incompetent or corrupt city government, a police which if not utterly worthless ought to have been able to control the city and preserve the peace of the city judiciary which has made the administration of the law a stench in the nostrils of decent men. Lastly and principally, to a demoralized public opinion which has not dared to make itself felt on the side of law and order. We have been very guilty concerning our brother.
