to agriculture continue is af tworth In plugturitt remarks that the surplus of money of which the public prints make so much is not confined to the financial centers of the east but is a matter of fact in the middle Itstates and central west In Nebraska the secretary of state is compiling a list of mortgages filed and released for the past year and it is Pcessthose filed for the previous year of 50000000 and mostly satisfied through cash considerations with relatively few pointing to fore5w closure It is worthy of note that most of these mortgages were paid off by the agricultural and stock raising element What is true of Nebraska true in a greater or less degree of other states where liberal crops and fair prices have enabled t farmers to make a showing on theI ledgerIA Model Road Law- nThe road law now in force i New Jersey furnishes probably the best illustration of the effect of modern methods as applied to the c p c 01blicS the abutting property pays ten per cent of the cosfe of construction While the State pays onethird and e the coun the remainder These pIproportions would of course vary 10 States because of local 12 2 V M p S conditions but the principle of distributing the expense is appli cable to every State It would be unjust to require the State to pay the entire expense The county which furnishes nearly all the traf c passing over the road should c gontributehe abutting property being enhanced in value by the existence c the road should bear a fair proportion In fact the increased selling value of farm lands in Ne- tersey has so far exceeded the COS of the roads as to prove a source f unexpected profit to the owners while the easy and inexpensive means of reaching the markets at all season adds materially to tho income derived from farm products o universally popular is the law more petitions for new roads grantedIIp time of the Highway Commissioner is occupied in hearing the pleas farmers who urge immediate con sideration of their claims The New Jersey law because of th length of time it has been in opcI ation offers the best opportunity to those who desire to acquaint themselves with the merits of the State aid system though For tho Week DeKlnnlnR April O Comment by Rev S II Doyle TOPIcThe holy garment Epb ir 8024 Rom vi 4 Tho change that takes place in the lift of ono who becomes a Christian ia described by Paul in the first topical reference as the putting oft of tho old the old life as ono puts off a garment and tho putting on of tho new- man tho now life as one puts on a now garment Tho garments of tho new lifo are the holy garments The change of lifo is therefore described as if it were time taking off of old garments which aro ragged shabby and dirty pnd tho putting on of new garments which are clean and tidy Tie rags of tho old man are given up for the robe of tire now Filthy garmepta are ex changed for holy garments Before the holy garments cap bo puf on two important changes must taka place L Tho inward man must bo renewed We must bo renewed in the spirit of our mind This Is tho work of tho Holy Spirit and our part in it ia to earnestly deslro and fervently pray for tho Holy Spirit to renow our minds 2 The filthy garments of the old lifo must be put off Before tho now can be put on the old must be taken off Pnt oft says Paul the old man which is corrupt according to tho deceitful lusts and put on the new man which after God is created in right eousness and holiness These holy garments aro the characteristics of lifo which partake of right eousness and holiness They are the ac tions of lifo which aro right toward our fellow men flnd right toward God They aro patterned after the moral character- of God Himself They aro the outward proofs of an inward change of life The rags of time old man are further particularized as falsehood anger dishonesty idleness corrupt speech bitterness evil Bpcaking and malice The holy garments- aro tho robes of truthfulness self con trol honesty industry purity in speech good will kindness and forgiveness Tho desirability of tho holy garments should be evident to nIL Rags are disgusting to most men TO literally wear raga for clothing is very unpleasant How much more disgusting andunpleas ant it should bo to wear moral ragsl Better tobavoon tho robes of righteous ness and bo clothed in plainness and coarseness than to wear filthy moral rags and be dressed in purple and fine linen Bags or robes which will wo went It should not take us long to decide this question if we aro wise both for time and eternity Bible Bondings Job xxix 14 Pa on the transports Florida and Kilpatrick The regiment was in command of Lieut Col Jouett Henry who has been in command since the departure of Col T J Smith who arrived here two weeks in advance of his troops and has since been active in making preparations for their comfort when they arrive from Daufuskie Island where they willI be detained five days in accord ance with the regulations of the Marine Hospital service At the quarantine station the men were called on to surrender for the first time since they de parted from the States AH their personal effects and the regi mental baggage had to be given to the government surgeons who threw everything into large chests and injected fumes of formalde hyde gas To some of the men this was not altogether pleasing I but it was no more than their predecessors had experienced some of whom were heavy losers The systematic manner in which Lieut Col Henry handled his men enabled the quarantine ton cc to complete the work in short or der Tire regiment was then ready to go to Daufuskie Island about five miles distant where it will be detained with the Fourth Tennessee Fortyninth Iowa and Sixth Missouri regiments which have been there several days Col Smith Was asked tonight about the condition of his men He said he had had a brief con versation by telephone with Lieut Col Henry while the regiment was at quarantine and understood the general health was good Four men were left in Cuba but Col Smith did not learn who they were After tho detention period the regiment will be brought to the city on lighters andsvihl be camped south of town pending the muster out which it is expected will be within the next two or three weeks The Ten Commandments Since the first of the recent epi sode concerning the ten command ments which took rise in a refer ence made to the seventh in a letter from Cuba to TilE BEE there has been no little discussion and expression of opinion locally as to what are the ten commandments who wrote them where they are to be foundetc In the beginning is well to say that TilE BEES Cuban correspondent made correct reference to the seventh commandment In the decalogue as he learned it tbeI seventh commandment is a prohi bition against stealing To many people this ia strange and theres the rub Jt is true that a few per sons were sufficiently well ac quainted will the tcq command ments as they had qnpe learned thorn to take note of any depart tire Irom that standard of Justknewlvass afterward failed to discover a person who was able to repeat the commandments verbatim And the list included some preachers A little peep into the facts about the decalogue shows that the commandments while there were ten of them from the first were never divided by numbers in the Bible but that the divisions have been made by men according to their own interpretations Hence there has occurred a diversity of numbering These different modes of dividing the commandments are classed as the Talmudical the Origcnian and two Masoretic di visions These various divisions have been adopted by various sects and churches hence thc conlusion of understanding as to numbers Some shorter catechisms give the commandments in abbreviated form but most give the full Scripture text The incident has shown the gen eral and natural ignorance of the fact that there is more than onq rIf RIng out the OJ
