This census was taken by ', Edwin J. and Will L. Phillips, both well acquainted with the city and , its people, and "both thoroughly equipped to do the work in a painstaking and accurate manner. It was taken by direction of the proper officials and under authority" of the provisions of the statute and must therefore be recognized as "official."
