This is a public duty, because it lessens the waste which comes from losses by fire, which most people do not seem to appreciate, is an obliteration of property. This can not be done, except upon a basis involving uniformity of schedules. This being done, then the business Is open to more than one hundred competitors. In no sense does such action Justify one in considering it as a "trust." If the combined capital wera under one management, preventing competition and operated as trusts are operated, the charge of being a trust might be warranted, but all intelligent people know that is not Irue. The premium alone must pay all such outgo. It is not rijbt where extraordinary expenses are levied by action of the people lo charge that expense to people who have not participated In imposing penalties. In the county of Scott, at Georgetown, where the income is about $20,000 per annum, a jury during the present week. under the advice of the Court and Commonwealth's Attorney, levied penalties amounting' to $24,000 against the fire insurance companies protecting property in that community. It is necessary, therefore, that the people who impose these penalties shall be made to pay for them, and I respectfully recommend an Increaso of loo per cent, in rates upon all risks in Scott county. In Franklin county the penalties imposed amount to a very largo per cent, of the income of that county and the city of Frankfort, and I respectfully recommend that the rates current in Frankfort and Franklin county be Increased 50 per cent., tbese increases to take effect from and after March 10 proximo.
