did issue such order If reports arc true the boys of the regiment refused promptly and properly though not perhaps in every case in proper language to comply with the absurd and out rageous command Such a break or such a joke if it were meant lor- a joke is a bad thing for discipline 4 M and could not but be fraught with unpleasant and perhaps serious re suits 4 The Coal Business There is so much sickness among the coal miners during the present t very severe winter weather that the mines are very short in their production of the black diamonds for which there is such clamorous call from our neighbors who are outside the coal fields The situ ation has grown worse instead of better during the past week The I operators and men are puttiug forth their most strenuous efforts those who are not under the doctors I careto produce all the coal possible and alleviate the suffering g and necessities and contribute tot the comfort of those who look to usward for the wherewithal to warm We of the Western Ken tucky coal fields coal operator coal miner and people are truly fortunate No lack of most excel lent fuel here at the minimum prices and those who are able to buy any thing may buy coal and keep com fortable No lack of work for the coal miner who chooses to work and no 1lackof business for the coal opera tor In fact so great and steady has been the demand for steam coal for manufactories and rail e roads and so constant the call for domestic coal consequent upon the sustained severe weather 1that the mines and miners have L been overworked and many a coal operator and coal miner his almost prayed for a few weeks of spring weather to be injected into the midst of the snowbound landscapes and icebound waterways that their own strained condition as well as I the chilly sensations of those less fortunate but more clamorous ones z who do not live on a coal founda t tion might be alleviated It is un usual that large business interests are pushed to their capacity of pro I duction for any length of time but this has been the condition with a number of coal operators of Western winter Kentucky during the present Is the L 5c N an Issue 4 From the Louisville Evening Post k In 1893 under the pressure of vindictive legislation and the ig 4 norant assaults of ambitious demagogues the managers of the great Louisville Nashville railroad having suspended dividends were scompelled to reduce wages 10 per J cent That cut was keenly felt not by the laboring men alone but by all the country contiguous to the road 4 Better times have come and the business of the road has recovered somewhat from the injury inflicted t by the assaults of men in search of ah office The ip per cent reduc tion has been restored and a 3 percent dividend will be paid here after But it appears that here in Ken tucky there are men who believe they can yet win votes by attacks on the Louisville Nashville road We doubt the wisdom of this policy We doubt if Mr Goebel can make capital at this time by his assaults on this property The workingmen have had an object lesson which they are apt to take to heart They have steady employment and fair wages and they do not sight of the 19th and arrived at Matanras on the morn- Ing of the gist Our regiment has been divided each batalllon going to a different place Union is a small place of 3000 or 4000 inhabitants and is about twenty miles from Matanzas We came here on the train making the run In two hours and fifteen minutes I visited the principal fortifications around Matfanzas and it Is a strange thing to me how gjusticeever has no injustice 1 This parable contains a lesson for workers The story is unique A householder employs laborers at differenti hours of the day and when work is done he pays all the same wages The first corners complain Let ho silences them by telling them that ho has paid thorn all that ho promised to pay them had that he had a right to do what ho pleased with his own WithI out going into details the point of the parable lies in this fact the first laborers had boon hired for pay they had made a contract to work EO long a time for so much wages and they received three wages The later laborers were told to go to work and what was right they would bo paid They did so trusting to the generosity of the householder and they were not disappointed The occasion of tho parablo proves Feb 6 1899 r To the Officials Physicians and People of Kentucky Smallpox has been epidemic In the rain log regions of Alabama for the past two years and from this center of Infection directly or indirectly repeated serious and expansive outbreaks have occurred in Ken Kecently about forty cases bave developed In Louisville one at Covington one at Nicholasville sod several suspicions cases are reported la a mining section in Ohio county The disease also exists in Cincin nati Indianapolis and St Louis which have constant railroad connection with many Kentucky towns So far the disease his been almost exclusively confined to Ihe negroes a large part of this race bting un protected by vaccination but this exemp lion of whites cannot long be hoped for if It continue to spread as nearly a third ol the white people of this State ars abo un protectedUnder those circumstances it Is the doty ot this Board to warn our officials and people of the necessity of prompt action to prevent serious local outbreaks Fortunately the prevention of this disease is ascertain and safe as it is cheap and easy Vaccination and revaccination properly done with reliable virus Is a sure prevent- Ive and Is entirely free from danger It should always be done by a competent physician with clean bands and Instru meats an inch apart em a well cleaned arm should be allowed to dry thoroughly before the sleeve is drawn down and should be carefully protected from rubbing or other Injury until the sore has entirely healed The Board advises that each city and town at once pass and enforce a compul sory
