entitled The Chinch Bug The chinch bug is one of the most destructive insects whit which the American farmer has to contend and the department receives many requests for information about it This bulleV tin is intended to meet this demand and gives many new facts concerning the life history and distribution of the species and the whole subject of the practicalShandling of its diseases in order to assist in its destruction is treated at length It says few insectsShave caused such pecuniary losses jas the chinch bug and no other insect native to the western hem sphere has spread its devastating hordes over a wider area of coun try with more fatal effect to the staple grains of North America It is widely distributed over the world and hibernates in the adult stage It is of gregarious habits andmigrates in spring summer and autumn The bulletin states that it would appear that this pest first made its presence known in this country in North Carolina in 1783 and mentions several serious outbreaks of the bug in the west the estimated losses from its ravages from 1850 to 1887 reaching 267000000 It also says that iff is believed that the losses up to 1898 amounted to fully 330000 000 Skilled Labor From Bradstreets Generally speaking the marketSfor41 skilled labor presents an appearance of unwonted activity Here and there a few strikes and lockouts present themselves but as a rule they are in industries that are seldom free from strife of this character These remarks do not however refer to the glass workers who could be working if they were not for squabbling among themselves It is in the iron and steel manufacturing industries good barometers of tradethat the brightest situation is found Work men skilled in the various trades allied to these industries find noSdifficulty in keeping busy at good wages Through the activity in- these lines others including the corner grocer the dry goods mer chant and soon along the line are all benefitted On the other hand there is said to exist a heavy oversupply of clerical workers in commercial lines but it is signifi cant that really good stenographers and typewriters male and female are reported scarce and comfort able salaries are easily obtainableSby competent people Mice tuning The mining of mica is the poetry of mining says Gotleys It is Impossible to conceive of a more exciting and nothing in the war jrev enue act to prohibit express companies from requiring shippers to pay the stamp tax imposed by the act This is the gist of the decis ion rendered by Judge Lacombe in the United States Circuit Court at New York last week He said that as between individual citizens whether they be individuals ex press companies common carriers or whatnot there was a right to decree who should bear the burden of the service rendered and the expense of the rendition of that service There was he said no express language in the act prohibiting the carrier from requiring the shipper to pay the in crease of expense of performing the act of transportation which the affixing of the stamp imposes upon the carrier and believing that restrictions of the right to contract should not be spelled out of any uncertain language he felt constrained to hold that the act had not prohibited carriers from requiring persons tendering goods for transportation to pay to the carrier the increased cost of the service The case goes to higher courts rThe population of England has from 4000000 in the Elizabethan era to 10000000 today recentlyrsion that tire wife pay the husband alimony y THIRD ARRIVES SAFELY Royal Welcome for the Kentucky Boys by the Georgians Columbus Ga Nov z4The Third Kentucky regiment pitched tents within one mile of this city this morning after an unusually tiresome journey of about six hundred miles All three battalions of the regiment arrived here last night before 10 oclock and officers and men remained on the cars until this morning While en route from the station to the camp the regiment met with a royal welcome at the hands of the good Southern people The streets along the line march were crowded with hos pitable spectators many of whom treated the soldiers to cakes and other delicacies After arriving at the scene of the camp the men had but little trouble pitching their tents Floors had been laid by Capt B B Davis corps and as a result of preliminary arrangements it is one of the best camps the regiment has ever occupied The location is at the end of a street car line and is thereby rendered more convenient than any had expected Col Smith on arrival reported to Gen Wiley Brigadier Commander and tomorrow the Third will get down to its regular duties The officers and men are delighted with Columbus and the people here spare no pains to give the Kentuckians a hearty welcome Columbus is a city of about 25000 modern enough to be progressive and old enough to be hospitable Thl Third is brigaded with the First Virginia which arrives here tomorrow and the One Hundred and Sixtieth Indiana which arrived some days ago The latter named regiment and the Thirdare on the best of terms and the Ken tuckians dined with the Hoosiers today and enjoyed themselves tbe business itself must be an enormous one to justify so great an expenditure in publicity There is no fallacy more dangerous than that success can be gained by advertising an article of indifferent merit Out given an article of the highest quality like Royal Baking Powder which when the house keeper has once used she finds If she de sires tbe best food she cannot do without then tbe greatest measure of success is at tamed by keeping it continually before the public Great merit and good advertising are both esselial to make a product a great success Tbe Royal Baking Powder pos ceasing tbo OPINIONS What Some Leaders Think of the Result and Outlook ChaIrman Babcock Chairman Babcock is feeling very jubilant over the late election He says The result is a magnificent indorsement of the President and the Republican administration and will have a greater and more farreaching influence upon the future of this country than any election held for many years It continues and entrenches in power a soundmoney party that will be in harmony with the President and one on which he can rely to sustain his administration and legislate on the great questions growing out of the recent war in a satisfactory and harmonious manner On national issues there never was a question as to the result of the election but the danger that I saw two months ago came from local differences and from overcon fidence and general apathy on the part oi the Republicans We lost five districts in the East that the committee had be lieved would be held namely one in Massachusetts and four in New York but we captured about the same number of districts in the extreme West that few thought it possible to carry thus leaving the Republican majority in the House just about as the committee had estimated it a fortnight before I feel that the most valuable re sult of the election to our country generally is that it stamps out the freesilver and fiatmoney idea for many years to come The makeup of the Senate will be such that soundmoney control cannot be disturbed for at least eight years Therefore business men producers laborers and financiers can rest assurred that no disturbance of the finances can occur during that long period which I expect will be one of the greatest fruitfulness Even if some miracle should give us a freesilver House and a freesilver President the Senate will stand as a bulwark against fiat money or other destructive legislation I Senatr Cullom of Illlnoli The Republicans have gained the Senate and held a majority of the House which means that Pres ident McKinley is backed by the people It means that the peo ple appreciate that the war was well conducted that it was brought to an end in a very short time that its results are far reaching and that they are willing to stand by him in his present pol icy of settlement with Spain There are other causes too for the Republican successes Times have improved as they never fail to improve under Republican rule People are employed there are very few men idle who want to work and the causes of discontent are largely done away with- I dont know about Bryan be ing the Democratic candidate in 1900 I see that his own State sat down on him hard and if he is losing his hold on his own State his influence with his party must be on the wane Doubtless Bryan will want to be a candidate in 1900 but the doubt in my mind is whether his party will have him Senator John M Thuraton United States Senator John M Thurston says The sweeping victory in the West including Nebraska means the unconditional indorsement of President McKinleys administration the conduct of the war and his foreign policy The battle was fought on the straight gold stand ard platform and the result in my judgment absolutely eliminates free silver as a national issue in 1900 The entire tendency of independent voters is to return to old party allegiance with permanent gain to the Republican party from the best element of pemocracy and Populists efrer7 aic Secretary of the Treasury Qage said The people have again by their votes vindicated the financial policy of the Republican party which has been one of honest money Wherever the issue be tween free jcoinajje on the one hand and sound money on tbc other has been raised during the recent cam paign sound money has proved the victor 4s a national issue I think frao coinage js a cjosecj in cident Good crops will kjll any financial heresy One heresy after another has gone down before gen eralprosperityAfter man wants the best dollar he can get Only dis honest men would pay their debts in cheap dollars I think the busi ness outlook most excellent We shall soon embark on an expansion- of trade which promises great re suits Mr Dlntlt- yRepresentative Dingley chairman of the House Ways and Means Committee said The recent elections have set tied to my the fact that the i i i 1 I I t f people of the West arc no longer wedded to what is known as the silver craze Of course every man believes in silver as money The great question at issue has always been how far shall we go or rather how tar will it be safe to go in the direction of free coinage Sound money is making converts everyday in the Vest And what has done as much as anything to fight the battle for it in that territory is the increased prosperity of the peo pie there LOCOMOTIVE BLASTS I There are few lines for Tits BEE but as my doctor insisted that I should do nothing I have Uad a good excuse for put ting off this pleasant task I am writing without the aid of encyclopedia or almanac and if I do nots appear to know much you may know the reason why I am on a ranch or farm as we would call it in Kentucky forty seven miles south of Denver and two miles from the Denver and Rio Grande railroad and at an elevation of about 7200 feet We are about p000 feet higher than Denver and 1000 feet higher than Colorado Springs The air here is exceed ingly pure light and dry Nothing decays but everything dries up Wheat stubble cut in September is as bright today as when cut Grass on the prairie cures into excellent hay range cattle fatten on it through the winter The dead an imals of the farm arc never buried but arc dragged off a short distance and no offensive odor ever arises from them There arc no buzzards here Coyotes are the scavengers coining into the yard at night and picking up what refuse there may be suiting their taste The farming season here is so short that farm products are lim ited to hay wheat oats and pota toes These all do well Wheat averages about 1600 pounds to the acre oats about 1200 and potatoes about 3000 pounds without ir rigation These yields arc easily- doubled where the land is irrigated The soil is black and sandy and in some places is filled with coarse gravel No fertilizer is used Manure from the barn is dumped into the creek piled in some out of the way place or used to repair the public roads No fruits are grown here Cabbages beans peas carrots and turnips arc about the only garden products These do much better than I have ever seen before The nights are always cool Blankets remain on the beds throughout the year I Use no more covering now than I did in Aug ust Snow the first of September and the first of May is expected Sunny days arc always pleasant if the wind does not blow Tho prevailing wind Is from tIm South and is always cool and disagreeable All winds here arc quite cool The wind from tile South is so strong and so constant that the branches of our shade trees all incline to wards the North Cattlo raising and dairying arc important industries This ranch Includes about 1200 acres and sup ports 150 head of cattle shorthorns mainly and Galloways About fifty cows are milked now giving from two to six gallons of milk a day No butter except lor home use is made The milk and cream are shipped to market Soon after birth the calf is taken from its mother and fed on warm skimmed milk from a bucket Calves at a- year old sell for about 25 a head and at three years old sell for 45 milk cows from 60 to 100 This gives some idea of the profitin cattle raising It cost very little to winter them here Shorthorns arc the popular breed because they aro good milkers and make most excel lent beef are hardy and grow rap idly They weigh from 800 to laoo pounds There are few more beautiful sights than a herd oif our mental and physical systems This constant wear and tear de mands times of resting for recuperation God realized that man would need rest amid tho laborious duties of life Ho gave us night in which tho mind antI body may receive now strength and vigor Ho gave us ono day in seven as n rest day and for a day of worship In theso days it is being almost universal ly conceded that moro time even than this should bo used for rest and recreation Holidays and half holidays are used for this purpose nnd wherever possible special seasons of tho year are used for vacations All are necessary Tho constant nervous strain to which tho average man today is subjected is very wearing It makes tho hands weak and they need to b3 strengthened j it makes thoknees focblo and they need to bo confirmed Ono of tho best ways to do this is to rest and recreate The Christian must realize this anti act ac cordingly Tho result of this rest and recreation will bo Increased ability to labor Thus wo shall gather increased strength toI open tho eyes of tho blind to unstop tho ears of tho deaf to mako tho lame man leap as tho hart and tho tongue of the dumb to sing Its a false economy that provides no place for recreation All work and no play not only makes Jack a dull boy but weakens and short ens tho lifo work of many a roan and woman In Christian recreation thero should be nothing unChristian Recreation times are times of temptation Relieved from activo work wo may feel some times relieved of moral obligation lInt this is certainly not tho case Wo should never do at a time of recreation what wo could not do in the moments of tho most laborious work for Christ Nor should opportunities to do good be neglected at such times Christ rest ing on tho well curb in Samaria did not lose tho opportunity to speak to a sinful woman about tho water of eternal life Root times often bring to us splendid opportunities to speak aword for ChristI Let us do It as Ho did it Bible Readings Ex xxxi 17xxxiii 14 j II London Associated Press Dispilcb A member of General Merrills party says that while the bearing of the Germans at Manila left much to be desired at first a markedly more cordial feeling grew up as the American army and navy demonstrated their capabilities It appears that a German officialcalled upon Gen Wesley Merritt after the capture of Manila complimented him upon the appearance of his troops and remarkedeli notice you have many Germans among them II By this the German officialinti mated that the infusion of German bloodexplained the efficiency of the American soldiers General Merritt it is added replied jest ingleWe make a citizen otl German in three years and we make a soldier of him in five years Possibilities in Railway Travel The Railway Review quotes an English authority as saying that within three years man will be able to travel by rail straight through front cities on the continent to Arthur In five from the cape to Alex ndria and there will be yet a third great line from Constantinople via PalestlnePer sla India and Durraah to Hong Kong Further he says The Importance of these three great lines of communication cannot be sufficiently dwelt upon Itjcan certainly not be exaggerated With the Siberian Railway we have nothing to do now with regard totbe other two this Is to be noted both of them meet in Palestine Palestine is the great center the meeting f the roads Whoever holds Palestine commands the great lines of communica ion not only by land but also by sea The estimate of anthracite coal produc ion for the month of October Is about 750000 tons said to be a heavy output considering the demand and the warm weather now prevalent An attempt is being made to start an agitation against the high I rentals put upon houses by London landlords The
