the letters we are constantly receiving regarding the soldiers in the camp In regard to my stepson we feel very un easy about him on account of the news paper reports of the privation antI suffering inflicted on the private soldiers Although he has never uttered a complaint since be has been in the army we hear from other sources of time cruel and horrible treatment Inflicted on our soldiers under the pro lmnof hum anil for our neighbors and the whole country Is In a state of terrible excitement I should not ba surprised if the feetiiu should lead lo a revolution of some kind far I assure you I hear on all sides the most violent and bitter denuncl atloos of the War Department and the ad v ministration It Is Indeed a great pity Ibat the Rlory of our triumphs should be dimmed ucLm a shameful timimigas the illtreat neat and taryitlueOt apr ownbtava sot diets white the Spanish prisoners have the bit treatment that the country can afford ult will bo seen that this letter snys tint not a word of complaint has been tcccived from this sol dier and so far as my investigation goes no complaint has been made by any oi tho bravo soldiers that have added glory to our arms in the Cuban campaign A great many anx oils fathers mothers brothers or sisters arrive here from all parts of the United States to look after their relatives whom they say tin papers tell them arc suffer lag and many of them have heard tint their relatives are in a condition of starvation Most of these people aro little able to expend the money for such a journey and they are surprised when they come here to find their relatives surrounded with everything to cat which can be procured by money anl if sick in the hospital they arc gratified and surprised to find that they are given every possible care In reply to adirect request that I will givo thu exact facts as I see ijiuin I will state Every officer and soldier who xvuiit to Cuba regarded that he was given a great and special privilege in being permitted to engage in that campaign They knew they were to encounter yellow fever and other diseases as well a3 time torrid heat of the country and they were proud and glad to do so They knew that it was impossible for them to have the advantage of wagon transportation which usu ally accompanies an army and yet officers and men were glad to go to carry their blankets and their rations on their backs and to be Subjected without any shelter to the Smut and rains by day and the heavy dews by night They cer tainly knew that the Spaniards had spent years in erecting defenses A and it was their pleasure to assault ali their duty to capture the Span ish works Qlsd to Sutler They were more than glad to incur the hardships and these dan Hers They went there and did their duty each man seemmg to feel that American honor and pres tige was to be measured by his conduct The brave men who won the victories did not complain of the neglect of the government but pn the contrary they seemed grate ful to the President and Secretary of War for giving them the oppor tunity to incur these dangers and 11mtrdshiP9TL realized that in the hur ried organization of axPedition r by a government which had no one withany experience in such mat ters it was impossible to have everything arranged to perfection and they will testify that under time circumstances the conditions were much more perfect than anyone would have reason to expect and that the President and Secretary of War and others who planned and dispatched these expeditions deserve high commendation ccOne reason why our army was lacking in some respects in equip age was that a telegram was re ceived from Admiral Sampson stating that if the army reached there immediately they could tale the city at once but if there should be delay the fortifications of tIme Spaniards would be so perfects that there might be great difficulty in taking it On receiving this dispatch from Admiral Sampson the War Department directed the army tomovoat pncc and nsal connected with the amywill re call the orders were received after dark and the army was in motion had traveled nine miles and was on the ships at daylight When the expedition sailed for Cuba it went there escorted by a large fleet of warships At that time it was regarded as impossible for a merchant ship to sail on the ocean safely from any American port to Santiago but as soon as the Spanish fleet was destroyed so that it was possible for unarmed ships to sail safely to Santiago the generous people of the United States subscribed money without limit and dispatched ship after ship loaded with luxuries and deli cacies for the Santiago army and everything that could be accom plished for their comfort was done by the and Secretary of War Prompt Removal After the surrender had been completed and arrangements perfect d for transporting the Spanish army to Spain the President and Secretary of War sent sliipping to Santiago and transportedour army to one of the most health ful localities in the United States The point selected by the Secre tary of War was so situated that thorough protection was given the people of the United States from the danger of yellow fever conta gion liThe soldiers upon their arrival at this place received every care and bounty which could be pro cured by money The President and Secretary of War directed that their health and comfort should be cared for without reference to cx pense and in addition the people within a circle of zoo miles vied with each other in shipping to them car loads and steamboat loads of luxuries of all kinds- I have just finished my daily inspection of time hospitals With rare exceptions time sick arc cheerful and improving I have nurses and doctors to care for them and in all my many tours I have not hound a single patient who made the slightest complaint- It is true there has been suffering and great suffering The climate of Cuba was very severe upon all our soldiers but instead of CHARLES HARRIS I OF DENVER KILLED Tho Tragedy the Result of One Faction At tempting to Obtain Foueulon of the Opera house Where the Convention ii- to be Hold Already Seized and Guarded by the Other Colorado Springs Col Sept 7Thepolitical war between time two factions of the silver republican party resulted in the deaTh of Charles Harris of Denver It was tho result of an attempt by the Broad faction to capture the opera house which was guarded by the Sprague faction At four oclock a rush was mado bj 75 or 100 of the Broad men from both front and rear of the building and tho Sprague men who held in repelling the attack fired a volley into their assailants and Harris fell with a bullet through the abdomen Where the Shooting Occurred The shooting occurred just outside the opera house bottom of the St Lawrence Tho river is divided by Cornwall island and the scene of tho disaster was in tho south channel There aro two stone piers in the center of thcstrcaui supporting three spans of iron work each 300 feet long and 37 above high water Where tho Accident Centered The accident centered around tho pier nearer tho south or American shore It was about three minutes to tho noon hour when the workmen on that part of the bridge saw two of tho southern spans give way beneath them and they were crushed in the wreck None of them can give a clear idea of what happened and there will prob ably be expensive litigation before the liability Is placed The Contracting Companies The piers nud mason work were built by tho Sooy Smith company of New York and the iron work by tho Phoe nix Bridge Co of Phoenlxvillc la- The masonry though not formally accepted was practically completed and all the men at work were em ployes of tho bridge company Natur ally therefore the tendency so far as It is based on the testimony of em ployes is to blame tho Sooy Smith company On the other hand there is the emphatic statement of an eyewitness to the contrary What Capt Ilonncr Saw Capt Bonncron tho tug Ucaverwas a short distance below the bridge at the time and says that the southerly span collapsed first pulling the pier and tho next span with it towards tho American shore Tho spans which fell had just been completed and the false work underneath was being removed and it is possible that in some way the bridge was injuredAnother Theory Another theory is that tho founda tion of the pier it has been rebuked in the Second Congres sional district The recent Dis trict Convention at Henderson which nominated Hon Geo W Jolly as its candidate for Congress by a delegate vote truly represent ing an untrammeled majority of the Republicans of the district ad ministered a rebuke so stern and unmistakable that any but the am bitious farreaching and in part unscrupulous combination that op posed would recognize and stand from under its weight and consequences There is nothing in the character or conduct of Mr Fowler thai merits condemnation unless it bi true as it has been charged that hi contributed to the defeat of aRe publican State Senator from thi district at the last election and tin consequent election of a Populist It is his unfortunate alliance will the Federal chief officeholder am other older politicians who hav shown themselves to be for pit and power alone at the cost of al else that has hurt Mr Fowler it this his first campaign We en tertam a high regard for Mr Fowler personally and regret his entangling alliances which have led to the attempt to defeat the will of the people That such attempts were made by the managers of Mr Fowlers campaign in Davicss and Hancock counties and in the District Con- Vention at Henderson there can be no doubt The unprejudiced observer who has no choice nor voice in the matter has in every instance denounced as most unscrupulous delcgat10ns Webster counties It is unneces sary to go into details The facts arc generally known The man up a tree agrees with the claim of theJblly men that Mr Jolly had twothirds of the strength of the Owensboro convention The claim is set up by the Fowler men thai manywho were for Mr Jolly that convention were Democrats and Populists and that those who werefor Mr Fowler in that con vention were all simonpure ongi tiarFranks Republicans without a blemish Mr Fowler was not himself present in Owensboro on that day and is under the necessity of believing what his Daviess county managers say In Hancock county the attempt was made by those who were un der the shadow of and obeying the wigwag from the FranksVan Rensselaer pie counter to defeat the will of the majority of the Republi cans of the county by sending del egates from precinct conventions direct to the District Convention The machinery was theirs and they could control the little precinct conventions without letting the matter get outside of their own family but they could not hope to manage anything so large as a county convention A county convention was held and it elected Jolly delegates by a large majority The sequel to all this was the at tempt by District Chairman Vance to seat the contested Fowler delegates in the Henderson Conven tion and thus give them a voice in choosing a jury to try their own caseThe attempt to contest the Webster county delegation and scat others who had never been appointed by any authority but who favored Mr Fowler was an unmitigated outrage As Chair man Bourland said They had no morn right to contest the seat of the Webster County delegates than he had to contest the seat of St Peter And yet when the Jolly conven tion had completed its work had nominated its candidate and had retired the Fowler men proceeded deliberately to count fifteen dele gates the full representation rom Webster for Mr Fowler It is an indisputable fact that in the Webster County Convention the rulings of the chairman Mr W E Bourland were so fair and so generous that he yielded every point which was at all contested by Mr Fowlers workers and that the leader of Mr Fowlers inter ests was so fully convinced of the fairness of the Jolly majority that he moved to make the convention I unanimous for Mr Jolly This was done and there were no dele gates from Webster County but those instructed to vote in Mr Jollys interest as a unit on all questions that might come before the convention So the ambitious and farreach ing combination of politicians who had selected Mr Fowler as their man went to Henderson to nomi nate their candidate at whatever cost to him or to the party The majority of the Republicans of the district not being under the con trol of the Owens bora pie counter and allied forces revolted against such bossism and refused to toler ate the Owensboro steal or to be deprived of their rights as a ma jority In Hopkins County last year a convention was held that was or ganized owned and controlled at the dictation of Ed Franks That convention named delegates to the state convention all of whom were to vote as Franks desired and most of whom were his appointees holding federal office or about to become such The Republicans of this county were very indignant at this interference from Owens boro and have not forgotten it although that episode was trivial in its consequences But there is another score the Hopkins County Republicans have to settle which L is farreaching and damaging in its results to the party It is well known to the Republicans of Hopkins count that in the Senatorial race of lasl year Franks and his followers de feated the Republicrn candidate in this district thereby electing a I Populist to the Kentucky Senate who will vote for a United State Senator at the next session of the General Assembly The loss oi 1this one Republican vote in till Kentucky Senate last winter ena bled a lot of most iniquitous legis lation to be passed and it is very possible that this one vote will cause the loss of a Republican United States Senator in the next Legislature The only reason that can be assigned for this disgraceful action of Mr Franks and his Followers was that Mr J H Luns Ford the Republican State Sena tonal candidate declined to pledge his vote in the next contest for United States Senator And now the Republican party in the Second district has been thus ruptured by the overweening ambition ota few Federal office holders who are Republicans for pie and power The necessity for for such action is to be regretted but it could not be otherwise and the majority of the Republicans could not do otherwise than to re pudiate the unbearable rule that- I was attempted to be forcedupon them Ills ThIs to Be the Democratic Platform The war a failure The army a failure Annexation a failure Cuba a failure The bond issue a failure The gold standard a failure The Klondike failure A stable currency a failure Foreign trade a failure Prosperity a failure Congress a failure The summer a failure Let us return to the halcyon and vocif erous times of 1872 Louisville Post It does look like the Democratic party is preparing to shoulder the enormous load of opposing everything that is indorsed by public feeling But the acts ot the Republican administration have been so eminently proper and satisfac tory to the people both in the con duct of the war and affairs of peace that there is nothing left for the Democrats but plain opposition and a deliberate effort to create if possible at whatever cost and with the employment of whatever means necessary a reaction of public feel ing The outrageous and impossi ble stories told by some news papers who would make their readers believe that our soldiers in camp and hospital are subjected to the most terrible and inhuman treatment are told with the deliberate purpose of deceiving and prejudicing the public mind It can hardly be hoped that these lies can all be overtaken and throttled but such utterances as that by Gen Joseph Wheeler which we publish in full today will do much to un mask the hipocracy and deceit of these writers for political effect The War Loan The recent popular loan has been a revelation not only to for eign nations but to the American people themselves who had not before discovered that they had such unbounded confidence in our resources and present institutions The enormous amount of 1400 000000 was subscribed to the 200000000 loan at the lowest rate of interest at which any nation ever disposed of its obliga tions in time of war There were two syndicate bids each for the entire issue but the loan has gone entirely to individ uals in amounts of 4500 or less More than half the loan was taken in subscriptions of 500 or less Some 320000 people applied for bonds or nearly 100000 more than the number of soldiers en listed for the war with Spain As sistant Secretary of the Treasury Vanderlip set forth these and many has been accomplished by the administration in the conduct of the war has been enormous When the war was declared there was provision for but 25000 men The great volunteer army of 275000 10300000 men was enlistedand equipped with wonder ful rapidity One in position to know says the heads of the War Department worked sixteen to eighteen hours each day to equip and arm this great army THREE landed them and allowed them to go promis cuously among the people It has been stated by physicians that if it had been done yellow fever would have spread through many of our states PIlcllllles pvcrcome To avoid such a catastrophe a point which is more throughly isolated from the people than any other locality which could be found was selected By these wise means the country has been saved from a scourge of this fear ful disease Every one will realize that to land 18000 men and put them on bare fields without any building whatever could not be done without some hardships Over 5000 very sick men have been received in the general hospital and as many more sick have been cared for in the camps and yet only about sixty deaths have oc curred in these hospitals Tents had to be erected and hospitals constructed and prepar ations made to supply those 18000 men with wholesome water food medicines physicians nurses hospital furniture cooks wagons am bulances and the other needs es sential to caring for 18000 fully half of whom are very six or in a adIditionand much of the clothing was left in Santiago to prevent yellow fever infection All of these deficiencies have had to be supplied Central Committee In an interview he said- I am clearly the nominee of Ibe Re publican party in my district It said Mr Jolly last night and the Republican State Central Committee has absolutely nothing to do with my case under the patty law There is no precedent for submitting such conditions as exist in the Second district to any committee It is a mailer for the peo plo in that district and the people alone Everyone who wanted to see knows that the convention which nominated me was a convention of the people My delegates wore red badges while the Fowler dele gates wore white badges The going to the County Clerks and ask that his name be placed under the Repub lican device Ho does not know what Mr Fowler will do He knows that some of the County Clerks are satisfied that he Is the nominee of the party and he believes that his name will be placed on the ticket as the nominee He does not know how some of the other County Clerksstand con cerning his nomination but be believes that the County Clerks are the sole Judges as to whose name is to get a place on the ticketMr Jolly also said he believed some one would withdraw but he said he would not lie did not believe his friends in lasted for six months the Welch coal miners and operators arrived at an agreement on Mon day of last week According to the terms of the agreement the miners get an in crease of 5 per cent in their wages The Hecla miners turned out in good force at the picnic last Saturday and Sat urday night and as the cause was a good one they lent their time and gave their money towards making the affair a suc cessThe miners of this congressional dis trict should have no trouble in selecting a man to vcie for Congress this coming election With four candidates in the field and all good men too if we believe all their friends say you cannot cast your vote wrong It la all well enough for Governor Tanner of Illinois to express his sympa thy for the home miner and against im ported men yet the latter have the undis puted right to labor at any wages they see fit to accept while the striker has no right to take charge of the operators property and say who shall or who shall not work for them We are opposed to Imported labor to replace the home miner but the operator must be conceded the right to employ labor to operate his mine regard less of what the strike leaders say With them it seems to be with its teeming millions of peculiar people to see fifty or a hundred women with an equal number of men coaling a ship in the pretty harbor ot Na gasaki It is said that at one time the work was done almost exclusively by womenbut that latterly the girls and women have been gradually giving way to their coolie brothers and sons Many continue at the work however and it will probably be years beforetbe custom disappears The coaling at Nagasaki is done from lighters and a series of elevated and inclined plat forms that resemble a step ladder are affixed to the side of the vessel They reach from the deck of the lighter to the main deck of the steamer or ship The coal is handled in small baskets that will bold from thirty to forty pounds The coolies form in line on the ladderlike scaffold and jibe as they hurriedly pass the seemingly end less line of laden baskets The women do not bear the marks that the American or European sweat shop leaves upon Its victims They alt seem to have health and its accompanying color Some of the women and particularly the older ones show biceps and shoulders that would make some of our men shamefaced Among the younger girls are many that would be called pretty by the admirer of Japanese beauty They all wear the native costume and nearly all protect their hands with rough gloves or bindings of cloth The evidence of a desire to preserve the color of their hands is the only indication of sex in the busy crowd The women are not paid as well as the men although they do as much work Why the discrimination is not apparent from the amount of work done or the treatment of the laborer Latterly it has been the practice to undertake the work by piece or contract and to make a division of the gross earnings among the coolies engaged on a basis
