Appeals arc sent out now and then to those identified with or affected by certain interests which may be taxed asking petitions and urgent appeals to Congressmen against such tax being voted. Seems to us that at this juncture no American should allow his solfi3h motives to in any manner stand in the way of the general good of the nation. Our resources and wealth arc such as that any necessary war fund could be raised without crippling any line of industry. Our Congressmen, Senators and President arc at Washinga thoroughly ton representing united people, prosecuting a war against a common very common enemy. In our humble opinion those who hold the reins of this government may be depended upon to do all in the present emergency that is to the best interests of the people at large. If our representatives need any spe.-ia- l information they can readily get it without there being brought into action the commonplace and wearying process of compiling voluminous petitions and letters of protest with which to deluge Congressmen and Senators. ARE VERY EXPENSIVE. BAD Cost Annually Six Hundred Thousand Dollars More Than if Good From the St. Louis 'pre-par- Gen. Ray Stone figures that there arc 1,500,000 miles of public roads in the United States, over which 500,000,000 tons of freight is hauled every year. Putting the average haul at eight miles though this is probably an over estimate he figures the cost of carting at $2 the ton, or $1,000,000,000 the year. With uniformly good roads the cost of moving this freight would be only $400,000,000, saving $600,000,000 to the public This is equivalent to annually. the yearly interest on $20,000,000,-00- 0 of 3 per cent government bonds. f of this almost inconceivably vast sum would rebuild every mile of road in the United States at an average cost of, say $6,166 per mile, and the other half would furnish a yearly income of $200 per mile for the repair and maintenance. At present the peo ple spend the vast sum of $20,000,-00- 0 each year in the repairing of their worthless roads. This sum would build 4,000 miles of thoroughly good macadam road, wide for rural purposes. Experiments made in the Missouri agricultural experiment station show that in nearly all road wagons pull conditions broad-tireeasier than those with narrow tires. On a macadam road a load of 2,518 pounds can be hauled on broad tires with the same draught as a load of 2,000 pounds on narrow ones. On gravel road, except when wet and sloppy on top, the wagon'is daught of the broad-tiremuch less than that of the narrow-tire- d wagon; a load of 2,482 pounds can be hauled on broad tires with the same draught required for 2,000 pounds on narrow tires. The trials on dirt roads give varying results. When it is dry, hard and free from dust 2,530 pounds can be hauled on broad tires with the draught required for 2,000 pounds on narrow tires. When the surface is covered with two or three inches of dry, loose dirt the results arc unfavorable to the broad tire. In general, the better the road the greater the advantage of the broad tire. One-halsuf-ficent- ly d d Those who aro not versed in modern naval tactics and who are not posted In nautical affairs can not realize the vital necessity of having an amplo supply of fuel on shipboard or the quantity consumed even by a gunboat running at highspeed With the exception of its Asiatic fleet the United States is In no danger from this cause, unless ii sends a force lo attack the Spanish coast, when some nice calculating would have to be done to prevent our vessels from becoming useless for lack of coal. Useless is the word, for fuel is just as necessary as shot, shell and powder. Today we have not an inch of sail area on any of our battleships or cruisers. Only such craft as the Bancroft, Helena and others of the gunboat type carry canvas, and the amount is so small as to give them but a nominal speed The quantity ol coal which tho furnaces ol a modern steamship "cat up" is almost incredible. The great liners runnincata speed of twenty knots and over per hour are outigeu to carry enough luel at each trip to fill a coal yard. The supply ranges from 2500 to 3500 tons, and the exnense of coalinc, not including tho price of the fuel, alone runs up from $1,000 to $1,500 each trip Unless proceeding under "hurry orders" a battle-shior cruiser seldom averages over twelve knots per hour, for to increase the speed beyond these ligures means "forced draught" for the furnaces. In other words, tho intensity of the heat is increased by more air being forced into tho fires, with the result that the coil consumption increases at a very rapid ratio. As is well known, the Minneapolis, Columbia and others of our cruisers can travel at the rale of over eighteen knots per hour when required, but to do this requires the use of three times as much fuel as at the twelve knot rate, although the increase in speed is but 50 per cent. The North German Lloyd Company made a series of experiments with one of their express ships a few years ago. It was found that the furnaces of this steamer burned ninety tons of coal per day when going at Ibe rale of twelve knots per hour, 180 tons at sixteen knots an hour and 300 tons at twenty knots an hour. Ilnormous Coal Uaters. If the capacity of warships was as largo in proportion to their size as merchant vessels, the fuel question would not be as important. Hut even our largest battle-shipsuch as Ihe Massachusetts and Oregon, can not take on more than 1200 to 1350 tons at one lime. From this figure the capacity is narrowed down to too tons for tho gunboats. European powers have followed practically the same estimates in allowing for fuel, and consequently the Spanish ships are also limited. The principal vessels in her service on the Atlantic at present haye a tonnage ranging from 5000 to 10,000. Including those reported to be in dry dock, Spain has nine of these ships, while in addition to several of the torpedo boats, which burn petroleum, are eight or ten gunboats and small cruisers ary!ng from 700 to 1200 tons. The Felayo, her largest vessel, would repuire from 750 to 800 tons steaming at the rate ot ten knots an hour across the Atlantic to Porto Rico, estimating the distance from Cadiz which is one of the Spanish coaling stations to Porto Rico at 3000 miles The Alphonso XIII, her 5000-lo- n cruiser would require over 500 tons covering the same distance at the tame rate of speed. This is supposing that the vessels have only fair weather and are not obliged by storms or other condi-sion- s to increase their speed. If the Alphonso were required to average fifteen knots per hour she would burn iGao tons and run out of coal long before she reached this side of the water. Marine experts calculate that the Spanish fleet now in the Atlantic would require fully 7000 tons of coal to reach Porto Rico, even at the slow speed referred to It their bunkers are empty when they reach this side and they are kept from coaling by our the shortage of fuel would mean a sweeping victory Tor the United States vessels, as they would have the enemy practically at their mercy, and it could force them to surrender without possibly firing a gun. This may seem at first an extravagant supposition, but it is really what the Navy Department has taken into serious consideration. Besides having colliers with the fleet each containseyeral thousand tons of fuel, United ing Stales ships can obtain coal at a balf dozen points on the South Atlantic and gulfc oasts within 30a miles of Havana and within 1300 miles from Porto Rico, supposing that these points were not captured by our forces. p g war-ship- No. 3 on the Alabama Great Southern road, which left hers at 4 20 o'clock Saturday aiicrnoon, was neid up one mile below Cuba, Ala, 125 miles couth of Dirmingham.by five masked men at 9,40 o'clock. A comparative statement of Iho gross earnings of the L. & N. railroad for ihe first week of May show freight to have been $295,230; passenger, $84,700; miscellaneous 27.75o; an increase is freight $33,893 and passenger $8,125, compared with the same week last year, and a decrease of $565 in miscellaneous. From July 1 to May 7, Ihe freight earnings have been $13,578,020; passenger. 3.75ii7-i- ; miscellaneous, $82,031. This is an increase all along tbo line, compared with the same period of 189G97, freight being $977,243, passenger, $142,346; miscellaneous. $81,031. Tbo total incrcaso has been $1, 201,620. Last car the railways of the United States carried over 13,000,000 passengers one mile. They also carried 95,000,000,000 tons of freight one mile. The total amount paid in dividends on stock was $87,633,371 call it $88,000,000. Of Iho total earnings of the railways about 70 per cent camo from freight service and 30 per cent from freight service. Let us assume, then, that ot the $83,000,000 paid in dividends 70 per cent, or $61,000,000 was profit on freight service and $25,400,000 was profit on passenger service. Let us drop the fraction and call it from freight and $26,000,000 from passengers. Dy dividing the passenger profit into the number ot passengers carried (13,000,000,000) q find that the railways have to carry a passenger 500 miles in order to earn $r of profit, or five miles to earn 1 cent. Their average profit, theres fore, was less than of 1 cent for carrying a passenger and bis baggage one mile. Iiy dividing the freiebt nrofit into the freight mileage (95,000,000,000) we find that the railways bad to carry ono Ion of freight 1,520 miles in order lo earn $1 or over fifteen miles to earn 1 cent. The average profit, therefore, was less than one fifteenth ot a cent for the carrying of a ion ot freight (besides loading and unloading it) one mile. two-tenth- better than cure. Thirteen Miners Imprisoned- - Young Men's Christian Associa tion Work Among Them. When the call came from President McKinley for the state troops, the various state committees of the Young Men's Christian Associations throughout the country were quick to realize their responsibility, and meet it with the characteristic energy of the organization. The Association recognizes the fact that wherever large bodies of men come together, there a field of service is open to them. The State Executive Committee of the Kentucky Associations realizing the needs of the State troops now mobilizing at Lexington, and becoming exposed to the perils of of military life in the camp and in the field, has decided to begin at once a work among the soldiers at the State camp, similar to the work the Association has carried on for several years at the State Guard Encampment. An Association tent will be placed with each of the three Kentucky regiments, and will have a competent, experienced Secretary in charge. Besides the Christian influences of the Association in the camp, the tent will be supplied with reading matter, writing material, recreative games, and other features that will be helpful to the soldier boys, the aim being to make these places of resort homelike and attractive to the men, and surround them with wholesome and uplifting influences. When the troops move from the State camp the Association organization, equipment and Secretary will accompany them to the field. Gen. Miles of the United States Army has expressed his cordial approval of the distinctive Association tent work as a usual agency in all camps of the army, and the colonels of the three Kentucky regiments, Cols. Castlctnan, Gaith-c- r and Smith welcome the work with heartiness and warmest endorsement. The expense of this work will be borne entirely by voluntary subscriptions. It is estimated that 1,000 will be needed for the equipment and maintenance of the work in the three regiments for six months. Contributions in any amount are requested to be forwarded at once to the Army Committee, Kentucky Young Men's Christian Associations, Fourth and Broadway, Louisville, Ky.
