State Commercial Convention at LOUISI yule last week Although the atI tendanece at the meetings of Lb Convention was not large as it should have been every portion of the State was represented and great interest taken by those who were faithful in heir attendance The Hon John W Yerkes struck the keynote of the purposes of the Convention in his brief talk accept the chairmanship of the Convention He said all people recog nized the wisdom of the maxim in time ol peace prepare for war He referred to the magnificent victory achieved by our navy and to the strength and utter security of the nation and said that Americans were fully justified in their firm belief as to the outcome of the present struggle And stand ing thus secure we would reverse the old order of things and pre pare for peace in time of war To this end was the work of the Convention directed Feeling confident as to the great and as yet in many places undeveloped resources of field forest and min eral wealth leading Kentuckians dingness men and farmers of the State to a united effort to push Kentucky into the foremost line of progress when our battles with the foreign foe have been won and all men may return to peacefulIa pursuitsaThis is an opportune time to pro pare for the conquests of peaceful commerce that will fall to victorious America when the war is ended and the supremacy of the stars and which 500000000 tons of freight is hauled every year Putting the average haul at eight miles though this is probably an over esti matelie figures the cost of cart ing at 2 the ton or 1000000000 the year With uniformly good roads the cost of moving this freight would be only 400000000 saving 600000000 to the public annually This is equivalent to the yearly interest on 20000000 000 of 3 per cent government bonds Onehalf of this almost inconceivably vast sum would rebuild every mile of road in the United sayowould furnish a yearly income of S200 per mile for the repair and maintenance At present the peo pie spend the vast sum of 20000 000 each year in the repairing of their worthless roads This sum would build 4000 miles of thoroughly good macadam road snf ficently wide for rural purposes Experiments made in tbe Missouri agricultural experiment sta tion show that in nearly all road conditions broadtired wagons pull easier than those with narrow tires On a macadam road a load of 2518 pounds can be hauled on broad tires with the same draught as a load of 2000 pounds on nar row ones On gravel road except when wet and sloppy on top the- daught of the broadtired wagonis much less than that of the narrow tired wagon a load of 2482 pounds can be hauled on broad tires with the same draught required for 2000 pounds on narrow tires The trials on dirt roads give varying results not obliged by storms or other condi sions to increase their speed If tbe Alpbonso were required to average fifteen knots per hour she would burn 1630 tons and run out of coal long before she reached this side of the water Marine experts calculate that tbe Spanish fleet now in the Atlantic would require 7000 tons of coal to reach Porto Rico even at the slow speed referred to If their bunkers are empty when they reach this side and they are kept from coaling by our warships the shortage ol- fuel would mean a sweeping victory for the United States vessels as they would have tbe enemy practically at their mercy t and it could force them to surrender without possibly firing a gun This seem at first an extravagant supposition but it is really what the Navy Department has taken into
