last year was engrossing public attention the new tariff It is a subject which will especi ally interest the farmers jus t now for the new law having been in operation for more than a halfyear it is practicable to begin to meas ure its effect upon all classes and especially upon the great indus tries of agriculture and manufacturing The Treasury Department has just issued a statement covering in detail the operations of the new law during the first halfyear of its work also showing the importations and exportations for January of the present year It is especially interesting to the farmer be plies were received from 168 correspondents representing 905 counties Wheat The condition of wheat crop averages for all sections of the State 101 being an improvement of 10 points during the month of March On April i 1897 the condition was 94 Considering the crop by the three subdivisions western central and southeastern we find the highest average condition in the central section 103 In the western section the condition was 102 while the few counties report ing from the southeastern section show an average of 98 On March i the condition by sections was Western 93 central 90 no estimate D C April GTbe naval intelligence bureau of the Navy Depart ment has kept itself fully informed as to the amount of coal owned by the Spainards In the West India islands Like much other information which this bureau obtains the officials decline to make it public but it is said in some quarter that the sup ply will last for a reasonable length of time The bureau of equipment of the Navy Department is also straining every nerve to get an adequate supply of this requisite for a fleet of ships at such points on the gulf as may be readily available Likewise the officials of the Navy Department are making every effort to obtain coaling stations in the West Indies but if their efforts up to this time have been crownedwith success they refuse to make the fact public Two desirable locations which it is believed are under considera don are the Mole St Nicholas Haytl and the Island of St Thomas which belongs to Denmark If these two places could be acquired then with supply stations at Key West and Dry Torlugas it is believed the facilities for obtaining coal would be rea sonably adequate for all purposes in the event of war with Spain Although the Senate acted adversely on the proposition to purchase St Thomas it is believed the department has not given up all hope of securing some accommodations there for coal station purposes This from an exchange gives an account of the attempt last week to organize a new order by discontented mine workers and their reason The grievances of the dy men are that when the scale was raised at Chicago at the March conference of oper ators and miners their wages were not in creased They want pay for ten hours work under the nov scale for eight hours work The miners of Indiana do not take kindly to the proposed organization of a union which will undoubtedly be antagon istic to the United Mine workers It is stated by miners that just now the miners organization is in better shape than it has been for yean Thedifferences have been patched up and men who withdrew from the union In 1894 and 1895 arc coming into line again This being the case they do not believe the meeting at Sprinlield will amount to much An officer of the miners organiza lion stated that in hs opinion the meeting would fall flat He staled that tho In diana miners while desiring to get closer to the Illinois men could see nothing to be gained by any movement of the kind con templated For years the miners of the two states have been more or less at outs but under the terms of the Chicago agree ment they have drawn together to some extent and there is now some prospect of a full and complete understandingand a uul fication of interests The miners believe that the miners of Illinois or rather a small part of those em ployed under the day scale
