eminent churchm n in their last Sunday sermons These are President Patton of Princeton University Episcopal Bishop William Law rcince of Boston and Cardinal Gibbons of Baltimore President Patton said in part I am sure that I am speaking for you when I say that tbe President of the United States deserves tbe gratitude of the nation for bis manly course in these nego tiations He lias borne himself with quiet dignity and his patient calm judgment and unswerving desire for peace are worthy of the highest praise and have won for him the confidence of all calm peaclov Ing and soberminded men May God Ijy his band upon the feverish pulse of the nation May the Governments of these two nations be not driven to undertake a war that rnu t pot only threaten bank ruptcy asd revolution and possibly a worse calamity loSpaJn but lie costly beyond expression in the sacrifice of blood and treasure to tho American people Bishop Lawrence gave utterance to the following sober and patriotic words 1C war must come let it come but be fore it comes let us strain every nerve for peacewas behooves a Christian nation The point is not whether by diplomacy by conciliation by conference by any means except war ihe object which this nation in its sober judgment and not in excitement believes it should attain can be attained by peace What boots it a few days or weeks provided this nation stands before the world and before God as having exhausted every means for a peaceful set tlerrient before a resort to arms a w We thank God that be who stands at the bead of the nation the representative American has shown himself to be strong selfrestrained and a lover of peace He has bad grave judgments to make and he has made them as if the Prince of Peace stood before him lie has the facts and he can well be trusted by Congress ana by the people in his own time to act upon themCardinal Gibbons made a plea for peace in these words On this day when we commemorate the entrance ol the God of peace into erusa aim let us implore Him that He will so guide the minds and hearlsof the President and Congress that He will so direct the counsels of Spain that lie may inspire both nations with a happy solution to the problem which confronts usa solution honorable to both nationsso that the clouds of war may be dispelled and the blessings of heavenly peace may he preserved to the nation II These great and good and pa triotic men do not advocate peace at any price but peace if possible with honor war if it must come Their expressions prove their strong confidence in the President and their endorsement of the course he has pursued The Joys of Spring L A W Bulletin to Tis the welcome April shower Twill amake tbe sweet may flower So runs the old song but alasl the sweet May flower is not all that will be awakened by the April shower There are thousands of miles of poorlymadesadlydrained soft clay country roads How does the April shower affect them Tis the dreaded April Hood Filling all the roads with mud may sound less poetic and sentimental but it comes nearer hitting the bullseye of a truth From nearly every state in the Union come reports of impassable high ways King Mud is in control of the public roads and he either entirely prohibits the public from us ing them or he lays a heavy toll on all who do To Tennyson lines In tbe a livelier iris changes on Ihe- burnished dove In the spring a young mans fancy lightly turns to thoughts of love might very truthfully be added In the spring the rain descending fills the road with mire and muck Till the highways only suited to the web feet of the duck It is a nice day overhead Yes but its very bad under foot is the substance of many a greeting during the glad days of spring Everybody agrees that spring might be the nicest season of the year but as a matter of fact the going is always a source of real distress There is a sea of mud between us and every charm of lane and field With good hard smooth well drained highways it would be great joy to go about and observe the matchless beauties of e pring butHow often oh how often is the charm of earth and sky al highwaysfilled Spring spring gentle spring so fresh so sweet so wet The air is very soft but obi tbe roads are softer yet Tbe woods and fields without a doubt are gay with bloom and bud But no one ever sees em cause the roads are full of mud What can we do about it We can keep everlastingly hammering away individually and collectively socially and politically Roads in many parts of the country are better than they used to be and sometime they will be better than they are now We want good roads IS DREYFUS DEAD A Rumor that the Persecuted French Soldier has Suc cumbed Paris April 5A rumor was current here today that Alfred Dreyfus the former captain of ar tillery interesting and timely bit of information with whichcomparatively few people are familiar is taken from the Courier Journal anti is a portion of an interview with Lieutenant- H S Whipple of the Seventh Cavalry U S A given for the purpose of presenting in a pleasant way information very easily acces inqnirebutLieut Whipple was asked to explain the difference in grades between army and naval officers First of all he said the President of the United States it Commandern Chief of tbe army and navy and of the militia of the various States when in the service of the United States Then tbe Secretary of War controls the army as the Secretary of Ibe Navy controls the navyAfter these come the following officers in tbe army and navy The grades in the respective branches of the service are as followsARMY NAVY Major General Rear Admiral Brigadier General Commodore CaptainLieutenant Major Lieut Commander Captain Lieutenant First Lieutenant Lieut Junior Grade Second Lieutenant Ensign Besides these said Lieut Whipple cadets after leaving Annapolis are re quired to cruise two years as warrant offi cers or cadet midshipmen At tbe endof these two years they are given a second ex amination and are commissioned as en signs so that in reality a course at the United States naval academy takes six years while that in the army takes only four years WATER BOUND Sturgis and Casey has dispatched a fleet of six vessels to Havana to transport Consul General Lee and all the United States consular of ficers together with all Americans now in Havana and vicinity who desire to leave the island of Cuba The names of the vessels are the Bachc the Fern and the Mangrove all government tenders the Oli vette and the Mascotte of the steamshipCitybeen chartered and form a part of this fleet In addition to these vessels Con sul General Lee is authorized to charter as many other merchant vessels now lying in Havana harbor as he may deem necessary for the safe transport American citizens The safety of Gen Lee our consus and other Americans in Cuba is a matter of concern to the state de partment but advices from Gen Lee indicate that this would take some time and apparently showed that he did not share fully in the apprehension felt hereR- ESTRICTIONS REMOVED Americans flay Leave Havana Without the Usual Health Certificate Washington April 5 In response to representations received from Gen Lee the Treasury Department has telegraphed to Dr Brunner the Quarantine Officer at Havana directing him to permit all Americans who desire to do so to leave Havanna without certifi cates or examinations Onthe Ar rival of the vessel at the Florida coast with Americans from Cuba an examination will be made and the vessel will be held until it is determined that there is no disease onboardThe Department has received a dispatch from Consul General Lee saying that in case of war is declared he will not be able to get the American citizens out of Cuba before Sunday next A Republican member of the Foreign Affairs Committee says that the delay asked for by Gen Lee to get the Americans off the islands he understands will not entail a delay in the transmission of the Presidents message to Congress and a prominent Republican member of the House said this afternoon that so far as the admin istration is concerned no delay is desired beyond today for the transmission of the message IIIf Gen Lee believes that the safety of Americans in Havana will be imperilled we must wait We can not be responsible for a massacre But the fact that Gen Lee fears the possibility of such a thing shows the kind of people we are dealing with EVEN JINGOES WILL BE SATISFIED I The Message Will Completely Cover the Cuban Situation Washington April sCon gressman ijugh today said I am satisfied from a personal con ference with the president that his message will be a dignified and couragous arrangement of Spanish misrule in the island of Cuba and which will satisfy the immediate expectations of the people and will go down in history as a complete justification of the war which now seems to be inevitable I believe it will be a complete reply to the jingoism of those who have been disposed to impatiently criticise his course II DOWN IN THE MINES Mr J B Atkinson is away on a business trip in the South Mr Lee Salmon of Crab tree mines who has been Tbeindustriesin an extra supply in anticipation of an ad vance in the price of at least 150 after the coal hereafter mined goes on tbe market mattershavesupplantingIt would seem from a report just submitted by the new chief of the Pennsylvania Bureau of Mines that this contention is true to a certain extent In his report the author ity quoted asserts that the production of soft coal in the state is steadily increasing while the output of anthracite is as steadily de creasing horn which it must be concluded that the cheaper fuel is being substituted for the dearer In 1897 tbe production of bard coal fell off from 1896 1126976 gross tons while bituminous production increased 4500616 net tons in spite of tbe prolonged strike in the western part of the state Un doubtedly tbe production would have been considerably larger the report says but for strikes The chief says there are too many mines and too many miners so that the suffering of the miners is not due so much to tbe wages paid as to tbe inability to get sufficient days of work Bradstreels Brazil Ind April zThe celebration by the miners of the inauguration of the eighthour day which takes effect hire to day was the greatest Advanced Prices for Farm Products Special Correspondence Washington April 4 r898The Dingley law in its first half year makes a good record ns to its effect upon importations as well as its earnings in the matter of reve nue The official figures of the Treasury Department covering the first six months of the Dingley law and comparing its operations with the corresponding six months of the preceding year under the Wilson law arc now for the first time accessible They show to begin with a falling off in the importa tioa of articles produced by the farmer In the classification of articles of food and live animals the importations during the first six months of the new law amount ed in value to 81106723 while in the corresponding six months of the preceding year under the Wilson law the importations of that class of articles amounted to 104 623300 thus showing a reduction of more than 23000000 in this class of articles most if not all of which are produced by the farm ersAnother class of citizens who have been equally benefited by the new law are those employed manufacturing industries depend ent upon manufactures One evidence of this is found in the fact that the importatjon of manufac tured articles fell from 90450655 under the Wilson law to 69540 864 under the Dingley law These figures relate as do those quoted above to the first half years oper ations of the Dingley law compared with the corresponding six months ol the preceding year under the Wilson law Thus it will be seen that while the importation of articles of farm production fell off 23000000 the percentage of reduction being in each case about the same and the two classes of farmers and those dependent upon manufactures be ing thus benefitted in like propor tionAnother evidence of the increased activity which the new law lias brought to our own manufacturers and their employ s is evi dent in the increase in importation of raw material under the Dingley act In its first six months the importations of raw materials for use in Manufacturing amounted to 96723625 while under the vaunted Wilson law whose author and supporters were especial ad vocates of the free raw material idea the importations of raw material amounted to only 79583 617 in the corresponding months ot the preceding year That the new law is operating especially in the interests of the farmers and those dependent upon the manufacturing industries for their employment is thus dearly shown 10 reduction in importation of articles of food and live animals which fell off 20 per cent second in the reduction in the importation of manufactured articles which compote with home industries tne reduction ic tins case being about the same third Jo Y J ii ji in the evident increase in honfc in dustries by reason of the increased demand for raw material for their use in manufacturing fourth in the greater prosperity among the producers resulting from the in creased activity among manufacturers and increased earnings among their employes as is shown by the general advance in prices received by farmers for their productsThe table shows the reduction in importations of lead ing articles of farm production the first column being the amounts imported under the Dinglcy law from August i 1897 to February i 1898 and the second column the amounts imported under the Wilson law from August i 1896
