Those who hold these views demand :hat the hull forward should be raised without further loss of time nnd before It has sunk too deep in forty feet of soft mud. There are miuo who go to far as to charge tho United States fovernment with adopting the Spanish policy of delay until the disaster shall bo partially forgotten or discounted. Many of tho Spanish officials ure said to entertain the opinion that this is the iase, and seem to be very well pleased rrith tho notion. Nkw Yokk, Feb. 23. Tho benefit support of civil service reform," aud the application of the order prohibiting removals without cause in the Indian service. Belief is expressed that the placing of the Indian agents themselves under the civil service would be a great boon to the service. The board thinks tho agreements ct the Dawes commission with the Choc-taw- s and Chickasaws In the Indian territory have one serious defect. They make no provision for some thousands of Chickasaw frfcedraen whose rights us sitlzcns the government is bound to protect. If this defect can be remedied prompt ratification of the treaties by :ongrcss is urged. Mention Is made of the enlarged and improved facilities for Indian education nauguratcd during the past few years, ind figures arc given showing that the snrollment in the 2S9 schools of all grades, Including contract and mission schools, for 1897 was 2J.901 as against in enrollment of 23,572 for 1890. The average attendance of pupils at Indian schools has increased from 3,030 in 1877, to 18,070 In 1897. The schools at the five civilized tribes and of the New York Indians nre not included In these figures. Considerable progress In the allotments it lands to the Indians has been made luring theycar.NcarlyOO.OOOallotments in all have been made since the pracd tice was begun, so that about 3f the red men, excluding those in the Indian territory and New York, arc now in possession of their own lands, and have the opportunity of establishing individual homesteads, and of gaining support by their own labors. Unfortunately, the report says, much of the land allotted to the Indians is in the arid regions, and is unfit for productive cultivation without an expensive system of irrigation, and the board concurs with the commissioner of Indian affairs in recommending an appropriation to aid in works of this character. Considerable progress has been made in Irrigation work during the year. The case of most urgent need for future development In this line, It Is stated, Is that of the l'lma and Papa-gIndians of Arizona, whose water supply for irrigating purposes was cut off seven years ago by the extension of the Florence canal. The board recommends libernl provision for farmers and field matrons, und for a supervisor of Irrigation and superintendents of constructed ditches. one-thir- The board views with satisfaction "the firm stand of the president in ment to tho diplomatic and consular appropriation bill. I 1 Verv Pleasant Evening at the Home of Mayor Burr. The Misses Burr gave a novel and unique entertainment to a small party of friends Friday It 'was an "Initial Party." The initials "N. F. D" and "D. C. E." appeared on each invitation, and the recipient was left'to guess the meaning and shape his or her actions in accordance with his or her interpretation. Some one said at once, "No Fancy Dances" and "Don't Come Early." Others made wilder guesses, and somo made no guesses at all. But the interpretation was"Not Full Dress" and "Do Come Early." Of course the cards bore the usual R. S.V. P. This gave opportunity for exercise of wit and pencil and there were numerous laughable and puzzling replies The puzzling part of the entertainment began with the distribution of cards bearing at the top the initials of the person to whom the card was given. Following this were a series of questions, ns "Who are you?" "What arc you?" "What is your greatest fad?" etc., and ending with "If not jourself who would you rather be?" and "Why?" Each of these questions had to be answered in the same number of words as the guesserhad initials, the words to begin with those initials, and in their proper order. For instance, if Henry Wtthcrspoon or any other H. W. answered the query, "What do you think of yourself?" he might say "Hugely Wise." One whose initials were "J. J." would probably answer "What is your greatest fad?" with "Joyous Jags" and so on. These exercises were most refreshing and were followed by other and more tangible refreshments. A most pleasant time was had. evp-nin- A Scries Composed by Rev. A. M. S. R. Carney Shot, Perhaps tally, by Sam Clark. Cocncn, of Earlington. A published composed by Rev. The breweries and whisky men arc here in large numbers lobbying fast and and furious, while the preachers and temperance people are equally as alert. Delay is what the "wet" crowd wants, as each da' counts lor much. When the bill reached the House a motion to refer it to the Committee on Religion and Morals was carried, but a committee met this alternoon, and by a unanimous vote decided to report the bill favorably. If the motion is really pending the committee had no right to act upon the bill. This will be determined as soon as the committee is called. All things wcro created by Him nnd for Him, nnd by Him nil things consist (Col. 1, 10, 17). Ho shall yet subduo all things unto Himself, oven all kings shall fall down before Him nnd all nations servo Him (I Cor. xv, 23; Pfc lull, 11). Tho impotenco of tho man was very suggestive of tho spiritual condition of tho nation, but ho knew his condition nnd they did not They wcro blind, nnd deaf, nnd lame, and palsied, and leprous, and thought that nothing ailed them, but that, on tho contrary, they wcro tho only righteous pcoplo on enrth. 11. Tho lesson today touches tho Sabbath question, tho ono which, according to nil tho gospel, determined tho Pharisees to kill Christ. Sco verso 1 1 Immediately following our lesson, then Mnrk 111, 0; Luke 1, 11; John v, 10. Dr. Weston fays thnt tho Sabbath was tho Jewish national Hag; other nntlons practiced circumcision, offered sacrifices' and had temples nnd religious rites, but in tho Sabbath tho Jews claimed n peculiar relation to God as their Creator, Redeemer and Rest. As tho nation gicv In national feeling nnd prldo nnd in the thought of separation from aud superiority to other nations, they became moro and moro tenacious of their Sabbath. If wo keep In mind that It was their national honor they wcro thinking of and not tho honor of their God and Ills Word, wo shall understand many things othcrwlso dark. 2. "But when tho Pharisees saw It they said unto Him, Behold, Thy disciples do that which Is not lawful to do upon tho Sabbath day." Tho. Sabbaths wcro n sign between God nnd Israel, not to show how holy nnd honornblo they were, but to honor Him nnd delight in Him nnd magnify Him. If eating a little corn, c. en fresh from tho field, would quiet tho body that tho soul might tho better communo with God, it was well so to do (Sco Ex. xxii, 13, nnd Isa, Kill, 13). 8. "How Ho entered into tho house of God nnd did cat tho shewbread, which was not lawful for Him to cat, neither for them that wcro with Him, but only for tho priests." God would havo us consider tho spirit of His law rather than tho Ho would havo us to letter of know Ilirn nnd His great heart of lovo. It is better to know Him than to bo wise, or mighty, or rich. Thus Ho directs them to their king nnd priests as both doing that which by tho strict letter of tho law was forbidden, nnd yet they nro blameless. In verses 41 nnd 43 of this chapter Ho says Ho Is greater than Jonah and Solomon. Washington, D. C, Feb. 28. Voters who are shortly to be asked to consent to a fusion arrangement by which they will be compelled to support for Congress men not members of their own party and professing friendship for a single feature ot the party doctrines will, perhaps, lie interested to know that the fusion scheme so elaborately mapped out by the Chairmen of the Democratic, Populist and silver Republican parties is understood in Washington to have been designed simply for the purpose of electing to office a little coterie of chronic who have pooled their issues for this purpose. The flamboyant shrieks in behalf ol "patriotism" and "humanity" which Chairmen Jones, Butltr and Towne simultaneously emitted, it now appears, were the result of long conferences and consultations not only as between themselves, but with all the members of the each little group of one of whom was carefully selected for the particular office which it is now proposed that this combination shall grab, through the fusion which its spokesmen arc urging. It is learned from inside sources that the detailed plans of the men now urging fusion arc as follows: California. Senator White, the new Chairman of the Democratic Congressional Committe, who wants to succeed himself as Senator, is cordially with this fusion movment. 1 he plan outlined by the "triumvirs" to commend the members of their respective parties to enter this fusion scheme is, that all the silver forces in California must unite on a Democrat (White of course) for Senator, and that members of the House are to be divided between Democrats andPopulists. In the first, second, third and fourth districts of this State, Democrats arc to be selected as the fusion candidates, and the fifth, sixth and seventh, Populists, and the governor also is to be given to that party, with complete fusion on the legislature, Barlow and Castle, Populists, who FIGHT, now represent the sixth and seventh districts, arc signers of an adFn mi lies dress favoring fusion. office-soaker- s office-seeker- There is no Senator to elect, but there is an eye out for the place two years hence.
