annual report of the hoard of In dian commissioners of which Merrill E Gates is chairman has been submitted to Secretary Bliss It says that in the general condition of the Indians no important changes have occurred but there is evidence of steady prog ress in industrial pursuits and in edu cation The board views with satisfaction the firm stand of the president in support of civil service reform and the application of the order prohibiting re movals without cause in the Indian service Relief is expressed that thb placing of the Indian agents themselves under the civil service would be a great boon to the service The board thinks the agreements of the Dawcs commission with the Choc taws and Chickasaws in the Indian ter rltory have one serious defect They make no provision for some thousands of Chickasaw frccdmen whose rights as itizcns the government is bound to protect If this defect can be remedied prompt ratification of the treaties by ongress Isurgcd- Mention is made of the enlarged or der in New Jersey on the 22d con tains two points of special current interest One is an estimate of probabilities in regard to the loss of the Maine The Captain coun sels coolness and an attitude of waiting for the official report but he speaks and is well qualified to speak concerning the average law of accidents His language is that any man that crosses the ocean in a passenger steamer undertakes- in a week greater risk from collis ion than any seamen on board a ship of war does from explosion in the course of a year He calls attention to the great number of warships afloat all carrying coal and powder and says it is preposterous to assume that be cause the effects of an explosion explosionisopinion points to the extreme im probability which has occurred to many others that so rare an acci dent should happen to the Maine in the harbor of Havana in the hours of darkness and slumber Capt Mahan makes some inter esting and valuable remarks on the advisability of building more battleshIps He favors it without reserve The battleship is an outgrowth of modern naval science It may be sunk by a tor pedo and yet to condemn its con struction is to accept mistaken inferences as to the results of future naval bottles The modern ship of war exists to meet danger and every fighting vessel must take more or less risk It must be judged as a fighting machine and nothing has yet happened to dis prove its superior power and equipment All great navies of the time have been designed to meet contingencies inside as well as outside As an evolution of nearly forty years tire largest armored vessel cannot be properly called an experiment Capt Ma han paid a feeling tribute to the splendid discipline and devotion of navyNaval arc well aware of the weak points of their pcriod i are almost untested They have at least served by formidable arm ament to modify an appetite for war Spain lost three cruisers by accident in 1895 The second class Cristobal Colon ran ashore on the Journal Louisville Feb 25The east bound passenger train of the Louisville Hender son and St Louis railroad ran into a rock that lay on the track near Rock Haven twentyeigbt miles from the city last night It was reported tbat it was tbe result of an attempt to wreck the train Tbe engine was badly damaged and the train arrived in Louisville an hour late The story of the wreck was told by a passenger at tbe Seventhstreet depot It was a miracle said he tbat the whole train was not precipitated into a gorge I think we were just a little behind time and were traveling at a high rate of speed The train was wellfilled and was in charge of Conductor Evans Just as the big engine swerved around a long curve the end of which is within a few yards of the approach to a trestle there was a terrific jolt fol lowed by a series of bumps We were waiting for tbe deep plunge and final crash to come when the train suddenly cane to a stop The blood bad frozen in my veins When Conductor Evans An act to further regulate tbe weather in the Commonwealth ol Kentucky Whereas Tbe condition of tbe weather is a matter of a great deal ol importance to alt the people of tbe State of Kentucky and tbe forecast made by the signal service department is brief and is not always reliable and is subject to tbe telegraph monoply and groundbog day comes too late in tbe winter to be of any practical value to tbe downtrodden sons of tbe soil who are compelled to save tbe country and cities also and believing that we ought to have entire control of our own weather without the aid or consent of any patriotism and human- Ity which Chairmen Jones Butltr and Towne simultaneously emitted it now appears were the result of long conferences and consultations not only as between themselves but with all the members of the little group of officeseekers each one of whom was carefully selected for the particular ollice which it is now proposed that this combination shall grab through the fusion which its spokesmen are urging- It is learned from inside sources that the detailed plans of the men now urging fusion are as follows California Senator White the new Chairman of the Democratic Congressional Committe who wants to succeed himself as Senator is cordially cooperating with this fusion movment The plan outlined by the triumvirs to commend the members of their respective parties toenter this fusion scheme is that all the silver forces in California must unite on a Demo crat White of course for and that members of SenatorIi are to be divided between crats and Populists In the
