today undoubtedlyduoretary Long sent Saturday to have the Investigation begun at the earliest pos sible moment The telegram was dated Saturday so tile board should have arrived there before nightfall and be ready to begin its work this morn lug By an error incident to tho baste with which the orders were gotten out the first accounts placed Lieutenant Commander Beaten Schroeder on tho board as the third member while as a matter of fact LieutenantCommander Potter tho executive officer of the flag placeTho have started earlier but for the necessity of awaiting the arrival at ICey West from Washington of LieutenantCommander Mnrlx u naval officer well skilled In tho intricacies of marine law who Is to be judge advocate of the court Capt SIgsbco was heard from late Saturday night but the telegram was not delivered at tho navy department mtll yesterday morning His message went to confirm the press reports of the events in Havana far as they relate to the exploration of the wreck It read as follows HAVANA Feb 19 Only most experienced wrecking divers can do effective work on the Maine In the upper work I I can use service divers Did some work today but with little success Will do better tomorrow Parts of the Maine especially the superstructure and connections are one con fused mass of metal The statement referring to expe rienced divers is explained at the navy department as no reflection upon the men now engaged in the worle they being enlisted men belonging thonavy It Is the practice on board of menof war to assign a few men always volunteers on account of tho hazardous nature of the work to duty as divers III connection with their regular work The scopo of their work is the ex ploration of tho ships ottom goner ally tho disentanglement of cables from the propeller shafts and some times the search for a lost torpedo or anchor Such work rarely car ties them deeper than 25 feet Into tho water and it is said that for operations in deeperwa tel such as would be involved In the examination of tho Maines bottom their training has not fitted them They are also lacking in that kind of skill necessary to enable a diver to grope his way into the interior parts of u mighty ship like tho Maine torn and dismembered us she is and this work ishighly dangerous Creeping through narrow ironbound passages and groping for the doors of the numerous watertight bulkheads which divide tho hull Into many compartments on slimy floors and in perfect darkness requires the highest expert skill and that is why Capt Slgsbcc with only lila sailor divers at command had not been able to do much so far towards unraveling this mystery of tho Maines Untimely end thattieffort to hasten the beginning of tho worle of recovery of the goodsand per haps the raising of the hull by pro fessionals To that end Capt Lemly the judge advocate general of the de partment was at work yesterday in his office with representatives of wrecking companies trying to draw up contracts for the immediate prosecution of the work Ho has been at tile task now two days and it has not been easy to dispose of This is owing to an ap parent disposition on the part at least of one concern to drive ahard bargain leaving tho department in the dark as to the amount of money to be paid for their services- But it is believed that tho obstacles kayo now been surmounted and that the contracts can bo signed today It is tho purpose of Capt Lemly to hurry this worknnd to this end he is arrang lug to have two of the companies conk blno their forces They will be paid on the scale of days work with a removed as was at first supposed by cutting oil tho bolt heads that fix them to the sides as these large bolts ore probably countersunk and the heads below tho surface of tho metal while tho confined space within tin turrets would make it very difficult to operate there on tho inside ends under waterIt hoped that it may be feasible to raise tho turrets entire with the guns if lifting apparatus of sufficient power can bo applied Tho newspaper reprodaetlons of pho tographs taken of tho wreck were studied with much interest tho naval officers hero yesterday Great surprise was expressed at the extent of the wreck and tIme vast mass of steel and iron heaped in the forward lart of tho ship was u particular object of attention The experts who had first ventured the theory of a bursting boiler as tho cause of the destruction claim to find strong reinforcement in the pictures for that belief The great mass of metal appear to be thrown up over the boiler space and not over tho forward magazine while time forcing apart forward of tho hull they say might havo been accomplished by tho enormous expan sivo power of thin high pressure steam carried in these boilers with their shells more than an inch thick As to what might havo caused a boiler to explode whether a disguised bomb in tho coal low water or construc tion they do not undertake to say Secretary Long said yesterday after noon after looking over his telegraphic and mail correspondence that it con tamed nothing of importance beyond the dispatches above given The secretary referred with satisfac tion to the dlspaloi stating that the court of would assemble at Ha vana today The plan had been for the court to meet first at Key West and after doing such work as was possible there to proceed to Havana But Mr Long thought it was desirable to have tho court proceed nt once to Havana where tho inquiry could begin on time actual scene of disaster and where personal inspec tions would aid in an intelligent judg Mark Twain tells a story of a minister who was once driven over a road which was so bad that he declared that if he ever went to hell he wanted to be driven over that road because he would be glad when he got there While everyone is convinced that good roads are a blessing little has been done in Western Kentucky toward getting good roads Our works have not kept pace with our faith The people in general do not seem to realize the absolute necessity of good roads nor of the important effect they have toward stimulating com merce and therefore vitally effect ing our progress and our prosper ityA writer who is vitally interested in the question of good roads exclaims Mud is only fit for politicians to throw at each other It makes bad roads But some times even the dry dirt on an improved road is used by politicians to pelt an official up for reelec tion who has committed himself- to the idea of road improvement- and conscienciously tried to do something in this line for the good of the public at large While such- a thing is deplorable it is entirely- in line with the work of the office seeker whose policy is to advocate that which he thinks may find a popular response in the hearts of the voters Such is only fit for po litical campaigns and should find no place in the transactions of daily life and business We are unalterably opposed to mud throwing in any form But if there ever w sa case in which it could be justified seems to us that a coat of actual badroad loblplly mud would not be inap propriate for the man or men upon whom rest the responsibility of ad ministering our road lawsbut who for fear of giving offense to lazy or thriftless men who only put in Vime on the public roads that they may get rid of Jihe job and escape 4a fine or for leftr of the charge of extravagance made for political ef feet and seconded by those whose purSe strings are always tied are lax in their plain dtityuderthe law Vbich so far as It goes provides for good honest work on our public roads that will make them at least passable There are some encouraging features in the road question in Hopkins county Our roads are of dirt with some sections of coal slack here and there and quite a number of miles of machine graded roads have been built both by pri vate parties and by ihe county Several iron bridges have replaced the old and worn wooden structures What the future may bring forth is a matter of speculation but we hope for the best County Judge John Hall retains his seat but the fiscal court is differently constituted Formerly the Fiscal court was composed of three Republican and three Democratic magistrates Now there are seven magistrates all DemocratsThe for better roads is growing everywhere and they must come sooner or later Let it be sooner If our State laws are not sufficient to give us good roads let us make better laws and keep up with the procession of States in this effort to better the condition of the farmer and all other frequenters of the public road materially socially and every way Soils and Tobacco Bradslreets Secretary of Agriculture Wilson has authorized the issue in pam phlet form of a preliminary report on the soils of the principal to bacco districts in the United States prepared by Milton Whit ney chief of the division of soils A study of these soils was begun when the tobacco exhibit was being prepared for the Columbian Exposition at Chicago and since that time quite a number of typical tobacco soils have been examined in the laboratory connected with the Agricultural Department The present publication which is co piously illustrated is a preliminary report of the work that has been going on The main points of inquiry which now reach the de partment are in regard to the kind of tobacco raised The tobacco plant says the report readily adapts itself to a great range of climatic conditions will grow on nearly every kind of soil and has a comparatively short season of growth It can there fore as a matter of fact be grown in nearly all parts of the country even where wheat and corn cannot be econominally produced But while tobacco can so universally be grown the flavor and quality of the leaf are greatly influenced by the conditions of climate and soil A nondescript tobacco is not worth growing and should not be grown as it lowers the price of really good types of tobacco to the detri ment alike of grower and the con sumer It is important therefore to understand what kinds of to bacco are in demand and what the climatic and soil conditions are which will most easily produce the qualities desired uA glance at a table giving changes in the production of to bacco from 1879 to 1889 shows that in this period of ten years the acreage and yield of the cigar to baccos have been very consider ably increased The manufactur ing and export districts cannot be sharply separated as both kinds of tobacco are frequently grown in the same district and the same kind is frequently used for both purposes On the whole there has been a considerable decrease- in the acreage and yield With the bright yellow and burly to baccos there has been a large in crease in both acreage and yield Since 1889 there has been consid erable change in many of these districts while other new districts notably Texas and California are coming into considerable promi nence both as to the area under cultivation ana the excellent qual ity of the product raised acreage in Florida has also very greatly increased since 1889 but there arc no reliable statistics- to show the extent of lions abhor the presence of the agitator and for that reason cold water is thrown on their movements when they try to ar ray labor against capital The Courier Journal lately had this to say of the
