prohibited be tween March 15 and May 15 Except during that period any kiad of fishing or seining is per mitted Under the present law seining is unlawful but the hook and line may be used at any time Frankfort Ky Feb i4Tlierules were suspended and the committee reported the constitu tional amendment calling for a vote of the people to change the constitution so as to authorize the Legislature to remove the State capital The bill was advanced The McChord bill which places in the Railroad Commissioners the power and authority to make freight rates passed the house to day by a vote of 64 to 22 in its original form the amendments all being voted down This bill had already passed the Senate Mr Carlton sent up a petition with the names of 15000 railroad employes of his district asking that the bill be defeated but the prayers of these employes had no effect with the free silver and free riot members of the Kentucky House and the bill passed Frankfort Ky Feb 15 Messrs Orr Hobbs and other Democratic opponents of the Goe bel bill denounce the editorial in the Dispatch this morning as un fair and misleading They say Democrats who oppose the bill do SQ from principle and the intimation that they are actuated by impure motives and are enemies of the Democratic party they say unhesitatingly is false The Governor today refused to pardon Gordon Morgan of Web ster County charged with house breaking It is said that Governor Bradley will veto the McChord freight rate bill The bill received only eighteen votes in the Senate It will take twenty to pass it over the veto If the bill becomes a law it will do so by a very close finish The report of the joint commit tee which visited the asylums shows institutions in good shape and recommends that the per capita remain unchanged The 30000 appropriation is rcccommcnded for improvements at the Lexington asylum Communism in the Kentucky Legislature Louisville Commercial Communism is rampant iniKentucky Legislature Its power F y has concern has yet received attention by them Head and front of the incendiary propositions now occupying the time and attention of the Legisla ture is Senator Goebels force election bill for Kentucky It means to create a law that will perpetuate the power of the men who arc now pushing cummunistic measures into the statute books of the State The bill is an auda cious plan to forever hold control wayforday and a count that will suit the designs of the sandbaggers in authority It means that anelcc tion will be no election in fact and that the machine set up by the State Legislature will conduct things with a high hand and with wide sweeping methods of corrup tion It will completely Mexican ize our elections and make the ballot box a mockery The McChord Bill to regulate railroads in Kentucky is a deadly weapon to be put in the hands of official highwaymen It proposes that a commission consisting of three men will have absolute con trol of the business of all the rail roads in the State and these three commissioners who may be obedi ent to political pulls will be men who know the least about railroad business the true relations between these corporations and the public and who will have the power to make the most widesweeping and dangerous orders This powerintoleaves no recourse for those who may be greatly wronged by it It will ruin railroad that the pro posed Qutocratlc commission may care to attack and it will leave the public at the mercy of the same authority In line with the McChord bill and quite as confiscatory is Senator Goebels fellowservants bill It proposes to make railroad corpor ations responsible for the wrongful act of a person who is working in the same line as the man who is injured or killed If this law which is made only to apply to railroads were applied to all other corporations there would be in stant opposition all over the State Heretofore the law only held em ployers responsible for those things which they were able to foresee and prevent but never have they been held responsible for the un forsecn and unforseeable acts of men who are working together This measure if it becomes a law will make every railroad company the absolute insurer of the lives and limbs of those whom they em ployComingalozigin the same class is a measure wide and sweeping in its assault on the banking institu tions of the State The bill pro vides that the charters of all State banks granted since February 14 1856 which do not accept the con stitution before July i next shall stand repealed It takes no notice of a test case now pending in the Supreme Court relative to this question and grants no time for a legal decision As the climax to all the legislative attacks on private property appears a bill introduced by Mr Charlton of this city to regulate the hotels boardinghouses and restaurants in the towns and cities of the State appoints a commison who shall tell the proprietors not only what they shall charge for I by mistake paid for the support of Hopkinsvilles while Public Schools 40 per cent of the total tax collections of 150 on 100 and poll tax of 350 This has given the school fund about half as much more industrial plants and aids in every way to build up the material resources of the country Money is used with a liberal hand and as a consequence there is much activity and great apparent prosperity The fact that Mexico is on a silver basis does not figure it cant help being on that kind of a basis but I should hate to see the United States resprt to any such policy Ten years ot experience in that country has forever set me against the adoption of a monetary system which is not only in disrepute among the leading nations of the world but which is about to be discarded by countries like Japan Brazil and some of the smaller Spanish American governments that were formerly on a silver basis The masses in Mexico are in a worse condition than L trust will ever befall our laboring popu lation This I can explain by referring to matters that have pome under my personal observation When the Sherman purchasing act was in force some seven years ago silver was worth in Mexico 100 cents in Mexican money The dollars of the two countries were on a parity All this time we cm ployed about 300 men in our mines their pay ranging from ti to t9oper day It took approximately 10000 a month to meet the pay roll The money to cancel this expense was shipped from Omaha and it was exchanged for 100000 of Mexican coin We operated XJ general merchandise stores along with our mining concern and at the time I speak of sold to our Mexican employes bacon for twenty cents a pound todayWec them exactly the same scale of wages that they obtained prior to the slump in silver caused by the repeal of the purchasing clause of the Sherman act Our payroll still aggregates foopo a month To meet thip we have shipped us a like sum of the United States money and here is wImtre time differenpe comes in
