Cos saw mill In the West End They pre sented a destitute appearance and told of the many hardships they had suffered en route here Capt Kohl gave them a breakfast and directed them to the town ship trustees office They have lived at Earlington Ky for some time The husband died recently and Mrs Jones was obliged to support herself and son Mrs Jones claims she has relatives at Carmi who are amply Representatives Mr C S Dodson exmember of the Legislature and Secreatary of the Order of Railway Conductors said last night that be proposed to offer certian resolutions at the meeting of the Order ot Railway Con ductors which will be held at 930 oclock this morning which will set forth at length the pernicious results of such a measure owing to the fact that If the railroads are put under restrictions as regards their charges it will cause a corresponding re duction in their wages which are already 10 per cent below their former scale These resolutions said he will be passed and later similar ones will be offered at the joint meeting and upon their passage a committee will be appointed to take appropriate action I think there will be three members from our order three from the Engineers two from the Firemen and two from the Trainmen on the committee This corn mittee will then meet and send a delega tion to Frankfort and make an effort to defeat the bill It bas already passed the Senate and will have to be fought In the House The bill is very illadvised It will not only affect the railroads and the em ployes in this State but all the railroads crossing the State It is folly to expect a man who knows nothing about railroads to determine rates for he would know nothing about the business Besides if the bill is it means a reduction In the wages of all railroad quite evident that the atti tude of the new administration upon our foreign relations is to bas vigorous clearcut and satis factory to the American people as that which it has already assumed with reference to the tariff and cur rency The developments of the theIKinley undertook the duties ol his office clearly indicate this The definite vigorous policy upon which the administration entered with reference to Spain and Cuba when it began its duties has been fol lowed step by step with an equally clear and equally vigorous line of policy But a few weeks of tin term of the new administration had passed before every American citi zen who had been confined in Cu ban prisons was released and as soon as it was practicable tin Spanish government was giver clearly to understand months receipts will probably not etniai the expenditures because i of very heavy interest payments to I be made in January there is every reason to expect a surplus in Feh ruary and another in March and that the receipts of the Govern mont during the year just beginning will be several million dollars in excess of its expenditures President Doles arrival from Hawaii is leading to a good deal of discussion and has in creased the interest in the Hawaiian annexation project and its proba ble confirmation by the Senate It does not follow however that the failure of the Senate to confirm President McKinleys treaty for an nexation of the Islands would mean the failure of the proposition In such an event a simple act of i Congress for which only a majority vote would be necessary would be sufficient to incorporate Hawaii as a part of the United States and while it is now believed that a suf ficient vote will be had in the Sen ate to confirm the treaty under the twothirds rule no doubt whatever is felt of some action either bya twothirds vote of the Senate or by the ordinary legislative methods by which a majority vote in Congress will complete the work begun by Republicans in adding the Hawaiian Islands to the territory of the United States The presenting in the Senate of a resolution expressing the opinion that the bonds of the United States are payable in silver coin has been the subject of a good deal of inter est and discussion But nobody for a moment assumes or supposes the possibility of its passage by the House of Representatives Those who presented this proposition in the Senate had two or three purposes The friends of silver were anxious to once more put themselves on record and to open a way of getting into the Congressional Record vast quanti ties of campaign literature which they can thus force the Govern ment to carry free of cost for them during the coming Congressional campaign At the same time they felt that the adoption of a proposi tion of this kind by the Senate would somewhat strengtncn during the coming campaign their cause among their former adherents On the other hand the Republicans have not at all regretted the pre sentation of this proposition for it draws distinctly the lines in theI Senate and before the country It shows to the country that the advocates of this proposition are will ing to risk the financial standing credit and honor of the United States in the interests of a lew sil vermine owners and in the hope that their appeal to the unthinking may thus be strengthened In addition to thlSIit demonstrates
