It was an attempt to form a United States quarantine service com posed of tbe federated State boards of health. Tbe Louisiana Hoard of Health knows of the existence of yellow fever today in Galveston and Houston only from the newspaper reports, for the Texas board has paid no attention to the compact and has given us no notice of tbe yellow fever outbreak there. When tbe American colonists found that tbe confederation of States was a failure because tbe bonds were too loose, tbey met again and framed "a more perfect" and a closer union our present constitution. The present system is spoken of as Slate quarantines, and there is probably an idaa among some persons that the proposition to place the defense of our coasts from invasion by disease in tbe bands of tbe national government, which already has charce of our defense from invasion by an enemy, is an insidious Republican assault on State rights, As. a matter of fact, the Republicans have not proposed it, and tho idea comes almost wholly from Democratic journals interested in tbe health and prosperity of the South; and again, there is no question of the power of tbe Slates involved The State boards of health are hopelessly impotent and can do little or nothing. Tbe Lonisiana board is probably tbe most powerful, yet its orders receive no consideration outside tbe city of Ne,w Orleans. It does not control a single hamlet in tbe State; its orders, its advice has been defied by constables; its. very proposition for a quarantine conference was laughed to scorn, and its president ordered back to health New Orleans by a committee of Itayne. The Stato boards are almcst powerless, not even advisory bodies. Tbe quarantine power is exercised mainly by local boards, without constitutional or legal existence; in many cases by armed mobs. In proposing, therefore, a better organized system, there is no attack on the right of the States; for in quarantine matter, the Sutes, judging from the present condition of tbe South, have no rights, and society has resolved itself back to its original elements, when every man depended upon bis own right arm to defend himself "the good old times." when disease raged over the world, and when a single epidemic of tbe population swept away of tbe "civilized" world. We are told that during the nineteen Slate quarantine proyeirs of the tection the South escaped yellow fever, and that this fact is to be counted to tbe credit of the system. This is an error. We had yellow fever in Memphis in 1 879, and some in New Orleans, and we have bad it since in Ditoxi, I'ensacola. Tampa, Jacksonville, Jackson. (Miss.) and Decatur, (Ala.) and other places It has found tio difficulty in breaking through the quarantine lines, and several times, notably In i833. it produced panics which for a while unsettled business throughout tbe South. We want a system that will work well in tbe hour of danger, not one that will keep out fever only when it does not prevail in Cuba, but will work when that island Is reeking with the vomito. The present outbreak has emphasized the weakness of the State system of quarantine. These weaknesses have been known in New Orleans for years, and attention has been frequently drawn to them. The present outbreak has demonstrated them all the more forcibly. The following objections present themselves very conspicuously. 1. Tbe State or local boards either do not know the yellow fever, or conceal it, in deference to public sentiment. In only one case ibis year New Orleans was the tellow fever reported voluntarily by the local board. In Mobile, Ocean Springs, Biloxl, Scranlon, Edwards, Galveston and Houston, not only did tbe local experts (ail to report tbe fever, but in several instances denied tbe presence ot the disease after it was discovered by tbe United Slates Marine Hospital experts and three-fourths of which have been publiihed in Tbe 3 Times-Democra- t. others. 2. Local interests, in many cases, are too strong to allow the truth to be told, and we are reverting to the old. policy of concealmecl, which proved so 'fatal. In Texas Dr. Guiteras was roundly denounced for finding yellow fever; and bad be been a local physician be wonld have taken great risk in discovering it, 3. The State boards of health are impotent and powerless. Tbeir regulations are set at naught by the smallest hamlets, and they have no power to carry them out; and even then their advice is repudiated. 4. There is no union or among them. There is compact, but it is without constitutional orfegal backing, is not binding and is violated every year. 5. No two boards pursue the same sys tem. Tbe Alabama quarantine is wholly different from that in Louisana; and tbe Florida quarantine the very antipodes of ours. If tbe detention and disinfection required at the mouth of the Mississippi is necessary for. vessels reaching Tampa from Havana, reeking as it is with yellow fever, yet.it is not in force there. 6. The shotgun quarantine has developed tbe mob spirit in its worst form. The net result of this t)ttrm has e been a failure to keep out the fever, a to prevent its spread, and rather an encouragement of the spread, since this is a direct bid to the concealment of catrs, and a financial loss in tbe Interruption of business mounting high up in the millions. We see the North and West sharing in the revival of businesss, but the South shut out by fever and quarantine. These objections, which could be multiplied many limes if wo bad space, will, we feel satisfied, have due weight with the people of thj South in tbe consideration of this problem, and they will not be fright-crie- d off by a cry of "socialism." It will not be forgotten that there was a very similar objection wben the State quarantine system was started. We were told by the old doctors tbat quarantine was of no value whatever, tbat we coeld nol keep yellow fever out of Ibis country; and when, after the epidemic of 1S78, which reduced the population, wealth and business of New Orleans to their lowest, the people demanded a belter quarantine, there were many persons and some papers to protest against this restriction on our business. "The quarantine will not keep yellow fever out," we are told, 'jnd even if it did, we cannot afford todrive the trade of the tropics away from New Orleans for fear of a few hundred lives that may be lost by tbat disease." But popular sentiment did not take to this brutal idea of sacrificing lives to com merce, and insisted on a belter quarantine. Experience proved tbat we could keep out yellow fever. Tbe State system at the mouth ot the Mississippi was a great success, and bas kepi tbe fever out for nineteen years; but we have discovered since then that protecting tbe mouth of the river is no protection to New Orleans, unless we can compel tbe other Gulf States to have an equally sumefent service. We can not do this. We have no power of control outside the lines of Louisana. Tbe United States alone can do what is essential for our protection. We have learned, moreover, that the State boards are powerless wben disease once gets a fooling bere, and (bat tbe results are quarantines carrying with them business ruin and chaos. In 1878, wben we saw tbe defects of the State quarantine service, we went to work to improve it, and we made a great imWe are now shown tbat the provement. State system cannot give immunity from the yellow fever and cannot solve the confusion of interstate quarantine. It lacks tbe constitutional power. Tbe Federal government alone has tbe power to secure the same quarantine protection for all the States. We can afford to ask it to protect our coasts against yellow fever as well as against ether enemies, and to give it such control over interstate quarantines as will prevent a city or town using the quarantine asa means of oppression and commercial aggrandizement.
