Orleans Times Deniocral The New York Herald Washington Post Providence Journal and a large num ber of other leading papers of the country have given notice that question of quarantine will come up before Congress at the winter session and that the South can secure a national quarantine if it so desires They suggest with great delicacy tbat the matter be left to the South to determine as the section most deeply inter ested The North is safe against Infec tious and contagious diseases of iorelgn origin It Is protected against the yellow fever the Southern States against plague and cholera by Europe and the At ocean Once in a century the plague or cholera may find a lodging Jn some European port but even when ilis occurs three miles of ocean and the seven days of travel between that r4 and the United Stales offer a protection a against it On the other band the South is distant only u few hours from Cuba and bellowfecerantine question is therefore distinctively a Southern one say our Northern contem poraries to be settled in accordance with the wishes of the Southern people There I is no attempt to force national quarantine1 on us It is not a scheme of the ists or the North to attack States rights or opprets the Southern people We are simply asked if we want a national quar- antineI and are assured that If we tie we can Ret it- Under these circumstances it Would seem that no subject lends itself more to rational and Intelligent discussion There is no politics in it no sectionalism we have to detctmino simply whether na tional quarantine is preferable to the so called anything undemocratic in a national quarantine the Constitution of thr Unlud States would have protected it whereas it left Congress full power to act in Ibis matter whenever it was deemed ex pedient As for the socialist cry it is scarcely worth consideration The power over quarantine resides in the central government in all other countries monarcblal and republican and experience has shown that this system operates best In keeping out disease We ourselves have recog nized this fact in our appeals to the United States Marine Hospital and In our efforts to secure the union and cooperation of the several Stele boards Realizing the advantages of union over disunion of cooperation as opposed to internecine strife the several State boards entered into a compact a number of years ago to keep each other informed as to the out break of any contagious or infectious di ease and to work together In quarantine matters It was an attempt to form a United States quarantine seivice com posed of the State boards of health Like the original confederation of the colonies it proved a failure The bonds were too loose The compact was without the slightest constitutional back Ing or legal powerIt could bind no one and the State boards of health have Vio lated it whenever it suited their convene ience The Louisiana Board of Health knows of the existence of yellow fever today in Galveston and Houston only from the newspaper reports for the Texas board has paid no attention to tbn compact and has given us no notice of the yellow fever outbreak there When the American colonists found that the confederation of States was a failure because the bonds were too loose they met again and framed a more perfect and a closer union our present constitu lion We are In identically the same po sition today as far as our quarantine Is concerned The quarantine has failed from Its inherent weakness from the lack of power In the States nnd we must get something better The present system is spoken das Slate quarantines and there is probably an Idaa among some persons that the proposition to place the defense of our coasts from in vasion by disease in the bands of the na tional government which already has charge of our defense from invasion by an enemy is an insidious Republican assault on State rights All a matter of fact the Republicans have not proposed it and tho idea comes almost wholly from Democratic journals interested in the health and pros parity of the South and again there no question of the power of the States involved The State boards of health are hopelessly impotent and can do little or nothing The Louisiana board is probably the most erful yet its orders receive no conrdera- lion outside the city of Nqw Orleans It does not control a single hamlet in the State its orders its advice has been defied by constables its very proposition for a quarantine conference was laughed to scorn its ordered back to New Orleans by celtappointed health committee of Kayne The State boards are aImed powerless not even advisory bodies The quarantine power is exercised mainly by local bo- ardsjjjjjjjjjjj without constitutional or legal existence in many cases by armed mobs la pro posing therefore a better organized sys tem there is no attack on the right of IbeIStates for in quarantine mailers the States judging from the preset condition of the South have no rights and society has resolved itself back to its original elements when every man depended uponI his own right arm to defend blmselltbeIgood old times when disease raged over the world and when a single epidemic swrpt away threefourths of the population of the civilized world We are told that during the nineteen yens of the socalled State quarantine pro tection the South escaped yellow fever and 1 that this fact Is to be counted to the credit of the system This is an error We bad yellow fever In Memphis la 1879 and some In New Orleans and we have bad It since JacksonvilleTacksonother places It has found no in breaking through the quarantine lines and several times notably z883 produced panics which for a while unsettled business throughout the South That the disease did not prrad further was due to a con siderable extent to fortunate climate Con ditions This yeaiS experience has proved thut it Is dangerouf to depend upon climate to protect us from yellow fever that it is much staler to a good sufficient quit antine sjssem and one with soma powers of execution We want a system that will work well In the hour of danger not one that will keep out fever only when it does not prevail in Cuba but will work when that island Is reeking with the vomlto The present outbreak has emphasized the weak ness of the socelled State system of quar antine These weaknesses have been known in New Orleans for years and at tention has been frequently drawn to them The present outbreak has demonstrated them all the more forcibly The following objections present themselves very con spicuouslyi Stale or local boards either do not know the yellow fever or conceal it in deference to public sentiment In only one case this yearNew Orleanswas the tellow fever reported voluntarily by the local board In Mobile Ocean Springs Blloxl Scranlon Edwards Gal veston and Houston not only did the local experts fail to report the fever but in sev eral instances denied the presence of the disease after IIwas discovered by the United States Marine Hospital experts and others a Local interests in many cases are too strong to allow the to be told and we are reverting to the old policy oh concealmect which so fatal In Texas Dr Gmteras was roundly denounced for finding yellow fever and had he been a local physician be would have taken great risk in discovering it 3 The State boards of health are Im potent and powerless Their regulations are set at naught by the smallest hamlets and they have no power to carry them out and even then Is repudiated cOliratlonamong backing is not binding and is towns to steal business from rivals Mere rumors are sufficient to justify a quarantine and frequently the rumors are invented for for the purpose of justifying an embargo on ommerce 8 The shotgun quarantine has developed the mob spirit in its worst formlbemodern idea that sanitation and science can best keep out disease an idea which WesternjEuropforce ofarmed men are considered the defense intelligently would have produced better result and we bear today many towns and parishes which have run themselves seriously into debt in order to support an enl rely unnecessary stand ing army of quarantine guards One town Tyler Texas proposes to pass the Interest on Its municipal debt in order to maintain a shotgun quarantine it The net result of this sjstrm has- been a failure to keep out the fever a fall ure to prevent Its spread and rather an en couragement of the spread since this is a direct bid to the concealment of cases and a financial toss in the Interruption of busi ness mounting high up in the millions We see the North and West sharing in the revival of businesss but the South shut out by fever and quarantine These objections which could be multiplied many times if we bad space will we feel satisfied have due weight with the people of thj South in the consideration of this problem and they will not be fright eded off by a cry of socialism It will not be forgotten that there was a very similar objection when the Stale quarantine system was started We were told by the old doctors that quarantine was of no value whatever that we coeld not keep yellow fever out of this country and when the epidemic of 1878 which reduced the wealth and bud ness of New Orleans to their lowest the people demanded a better quarantine there were many persons and some papers to protest against this restriction on our business The quarantine will not keep yellow fever out we arc toldlId even if we cannot afford to drive tbn trade of the tropics away from New Orleans for fear of a hundred lives that may be lost by that disease But popular sentiment did not take to this brutal idea of sacrificing lives to com merce and insisted on a batter quarantine Experience proved that we could keep out yellow fever The State system at the mouth of the Mississippi was a great suc cess and has kept the fever out for nine teen yean but we have discovered since then that protecting the mouth ol the river Is no protection to New Orleans unless we 1can compel the other Gulf States to have an equally sufficient service We can not do this We have no power of control out UnitedIour protection tbetonce re suits are quarantines carrying with them business ruin and chaos In 1878 when we saw the defects of the workIwe a provement We are now shown that the Slate system cannot give immunity from conI the constitutional power The Federal government alone has the power to secure the same quarantine protection for all the States We can afford to ask it to protect our coasts against yellow fever as well as against cther enemies and to give it such control over interstate quarantines as will prevent a city or town using the quarantine asa means of oppression and commercial aggrandizement The government has the necessary power and there is no danger prlvlleges in utilizing this power to protect the coun try from yellow fever the quar antines which are as
