SAN 1'ltANCIsco, Oct 25. The claim of Dr. Joseph Hlrschfeldcr, of this city, that he has discovered n euro for con- and makes the exhaustion of those appropriations before the llrst of next July almost an assured fact. Chief Illehborn says this Isafliscour-agin- g state of affairs, ns the exhaustion means a wholesale reduction of tho navy yard forces and tho discharge of competent and trained men. Ho points to tho advantage and economy of having at least oue vessel building at each imporlnnt navy yard. Probably tho most desirable type of vessel for tho purposo intended, particularly in View of the present state of the armor question, would bo that of n sheathed cruiser of comparatively light draft nnd great endurance, with quarters for Hag ofllccrs. Attention is called to the urgent need of Improving the navy yard plants in tho interest of theccucm-lea- l execution of work, nnd estimates are submitted for each yard. The plants at New York, Norfolk and Mare Island require additions, alterations and repairs to keep them up to a proper state of cfllciency, while the yards at liostou, Portsmouth and League Island, though not actively engaged, should bo put in a condition that would enable them to work at short notice should occasion require. A plaut at I'uget Sound Is also said to bo necessary. During tho last year tho government accepted finally four ships, tho Massachusetts, Oregon, Ericsson und llrook-lyacwhile eleven vessels havo cepted preliminarily and subject to Hnal test viz: Iowa, Nashville, Wilmington, Helena, Annapolis, Vicky burg, Newport, Wheeling, .Marietta, Porter nod Foote. Particular attention Is invited to tho good results attending the construction of tho Iowa. It is shown that lliis e (Helen t vessel is able to carry 212 tons moro than was calculated upon for her design of craft Tho changes lu her case cost only about 2 per ce.nL of tho continet price. " Of the gunboats the report says that their first cost was reiuuikably low, U00 for tho aggregating about nine, or not moro than the cost of one s armored cruiser Tho cost of thoir luaiiiiciiluicc, particularly with copper bottoms, und ;oiisiderable sail power, should be a minimum. Tho chief constructor, who Is charged with the duty of docking ships, makes an urgent plea for moro and better docks, slating that the navy has been at a serious inconvenience during tho past six mouths for lack of proper facilities for docking battleships. Tho bureau believes tho necessity for au additional dock is most urgent at Mare Island and on the Atlantic coast, nt Portsmouth nnd lloston, while a lurgo dock at Norfolk and Lcaguo Island would bo a decided ad vantage. Further consideration Is also urged of tho merits of Algiers', La., as a dry docks site, and it is urged that all the dock should bo re.ad y In two years. Chief Illehborn, under tho head of armor, renews his suggestion that tho department should no longer make separate contracts for their ships nnd their armor, but should permit the shipbuilder to supply tho armor. n, bi-o- n Urst-elus- report to tho secretary of tho navy, more Klondlko gold will reach tho eral Philip Illehborn, chief constructor of United States this year. the navy, says that tho strength of tho Jim Favors was shot and killed by nnvy on October 1 was 141 vessels all Alfred Hayes at Lexington, Ky., Suntold, including tho ships of botli old day. The fire on Monday, which destroyed a house belonging to Pat Blair, and a part of the household effects of the widow Cardwell was the most quiet affair of ocits kind that has ever curred in Earlington. No steam whistles sounded the alarm as is the custom, and very few outcries of "fire" were heard. It seemed as if most people were afraid they might frighten somebody if they yelled "fire." Nevertheless, the alarm got abroad and a large number of people gathered in time to save all adjoining property. There were several small hydrants in the neighborhood, which furnished sufficient water for the bucket brigade. The hose cart arrived late, owing to the sloth of the alarm, and was not used because all danger of a spread of the flames was past. The fire occurred about 10.45 in the morning, and was caused evidently by a defective flue. There was scarcely a handful of fire in the stove at the time, and it seems that a spark from the breakfast fire DISTRIBUTING DEPOT must have caught above the ceiling and smouldered until it broke out at that time. Grassham addressed the citizens ol Earlington Monday night on the political issues of the campaign, at Masonic Hall. The "St. Bernard Brass Band" filled the air with stirring music at the corner of Main and Railroad streets, and marched to the hall where more music was made before the speaking began. A good crowd was present and, what was better, tliost who made up the audience seemed to possess far better staying qualities than are usually found in a political meeting. The secret of all this is easily found, however, in the strength and ability of the tw6 speakers of the evening. Scarcely anybody left the hall during the evening except a few small boys. Mr. Grassham spoke first. In fact it was his appointment, JudgcPralt and the other candidates pres'ent insisted that he make the principal speech of the evening. The impression made by Mr. Grassham upon his hearers was most favorable, and only complimentary comment could be heard on all sides after the meeting adjourned. Mr. Grassham is versatile, logical, strong in argument, earnest, courteous and pleasing address; and whatever else may impress his hearers they cannot but realize that if he is elected to the office of Commonwealth's Attorney he will be able to take care of the duties of that office. Mr. Thos. E. Finley, candidate for Circuit Court Clerk, introduced Mr. Grassham. Judge Pratt was introduced by Mayor Burr. The Judge made a brief talk which was listened to most attentively. He dealt briefly with the money question and the tariff and spoke of his own campaign. The people congregated rather late and the lateness of the hour prevented Judge Pratt making a longer speech. Grassham caught the colored men by storm and they unanimously and heartily cried out, when the question was put as to who they wanted for prosecuting attorney, "Grasshaml" Charlie Grassham is a good hand at story telling, too, and he convulsed his hearers with several amusing but clean anecdotes. There were a few ladies present in honor of the speakers. Mess. Geo. R. Lynn, candidate for sheriff, and William Beard, candidate for county attorney, were the other candidates present- cspec-ially.an- d cines. But then It cures more than other medicines. An Ohio stove and range company recently added a 56x50 foot building to their works, and the entire surface, unplancd joints and all, were whitewashed by compressed air. A steam air compressor was borrowed, taken from a worn-ou- t locomotive, and connected to their boiler. Then the whitewash was mixed and turned into a pressor boiler. By connecting the air pump to the top of the boiler and a hose to the top of the boiler or tank and putting on a spray nozzle the process was completed. The work was well done, and every crevice and nook in the walls, ceiling and all, was well coated. It could neyer have been done with a brush. The building is five stories high and each room is of the dimensions given above, and the rooms were whitewashed in less than one hour each. (Effective May 30, 1897.)
