the question the prohibition law now in force 1n Earlington and other portions iof Hopkins county and the proba prindof Judge Hazelrigg about which decision there has been so much said in newspapers within the past weekc1 It is the opinion of these able WifWycrs that our law is not affected but remains in force and that the- nonly provision of said law that maybe affected by the decision of Judge Hazelrigg is that which gives jurisdiction in the case to justices of the peace In fact the case that was tried in the Court ofa Appeals was not the validity of the local option law but the jurisdic tion of magistrates over violationsi of that law Under the new con stitution the jurisdiction of magistrates is made uniform throughout thetatc and may not extend to cases where the fine exceeds onej hundred dollars The penalty under the law exceeded thisI anoint in the case that was carried to the Court of Appeals and thei Court held that the magistrates did not have jurisdiction Even It upon this point there is a differ once of opinion- It seems an assured act that the prohibition law in Hopkins county isivalid and in force and the citiI zens and officials of the istrictI which this law covers declare that it shall continue to be enforced with the same vigor which has characterized its history thus far The Strike SituationtIn the Hazclton Pa region where the fatal clash occurred be tween miners and sheriffs deputies most of the miners are idle Three thousand Pennsylvania National Guardsmen arc there under com mand of Brigadier General Snow den to preserve order In the Pittsburgh district many mines have resumed and others arc start ing up daily The miners are rapidly returning to work at the sixty five cent rate In the Jcllico region some evictions have made and the miners realize that they will either have to go to work or leave the district Ohio and Indiana miners arc returning to work A state convene tion of miners of Illinois has been called to meet at Springfield an able and pleasing speaker and those who failed to hear him missed a grand treat We were pained to see some of our prominent citizens and county officials sit within a stones throw of so able a speaker too full of prejudice and not onough courtesy lo go and hear a man competent and amply able to discuss the money question and a man whom the whole state of Ken tucky bas honored Boys come out and bear all sides We know your free sliver theory is rapidly falling into disrepute but fairLSsoon a thing of the past Some ot these saute prominent leaders of Ietbo lost cause fifteen months ago were very abusive toward free silver men Iron tbeyJa fellows though ivhen the Chicago plat farm was made became slightly affected with the disease of regularity and thou tbeytothis county and the idea of a deal with the pops became uppermost in their minds Said deal or trade was actually made by about a dozen of the bosses here last January Already otto of the principal man ipula I Helpte nfcbdcd fusion candidates for various offices in this county but as they made a deal and traded certain offices off to the populists without asking the people e think the voters ot this county who are favor of fair play will make the re elections fur county officers this coming November without consulting the bosses even ratifying their deal After a long silence Sheltons corres respondent D J rallies and comes to y- tholront again not with any argument In avor of free silver 16 to r and without even denying that good times and goody of prices are here but with a low mutter ing about me having voted the Populist tickets a few years ago Now it is very clear why he does not say anything in favor of the favorite hobby of free silver because that theory is dead and deli vered is a lost cause it cannot survive the resent rush of prosperity The principal theory was that prices ere low because there was a lack of money and this shortage of money was caused by the crime of 73 Now prices f many things bavo doubled and all have advanced and the crime of 73 has not cn corrected It was said last year that when a man became affected with the tree silver disease bo could only see In ne direction Now D J has symptoms of the disease yet because be makes fling at me for baving once voted the Populist ticket and am now for Ibe gold standardWhy D J dont you remember about 15 months ago you were in Dixon yes on the Hardwick corner advocating Ihe gold standard and defending John G Carlisles Think cf it a man who less than 15 months ago one who had read the history of fiatism and was able to give good reason why he was for sound money now talking about crime of 73 Wall street Lombard street money power Plutocrats etc Vhen D Js free silver fever cools a little more I think be will recover as he is too well read in tbe history of our country to make a good Populist Doubtless be is familiar with tbe early history of R JIbut it has slipped his memory when his fever has cooled down thoroughly and be begins to recognize some of his friends he will then recollect the history ot the all ver legislation and how disastrous fiatism has always been to every country that has tried it andwill again bs advocating sound money Now D J for your sake alone I will say that in the winter of 1892 3 I studied the money question for the first time and made up my mind as lo bat sta don that issue I would take and when I took it I knew that there was a large majority for free silver in our county I do not claim to be a graduate yet though Ive read the whole silver cause Coins Financial Schoot and several issues of the Cincinnati Inquirer I am thoroughly sat isfied that free and unlimited coinage at a a fictitious ratio will destroy bimetallism D J fate is against your theory it wont do come South says One of the most significant facts in this connection is the report that 100000 more men are employed by the railroads in this country at present than were employed a year ago It is well known no labor is better than railroad labor and an addition of 100000 men to the payrolls means 3000000 dollars paid for labor This money of course finds its way into the channels of trade and helps to make business that much better Revival of steady business for the railroads means a great deal more than the enlivening business through the expenditure of the earnings of a greater number ot employes It means the betterment of roadway and rolling stock the completion of much needed extensions re newed activity in many manufacturing and construction lines and an encouragement to tbe of Fort Dodge Ia baa published a paper enti tied Iowa and tho Silver Question In this paper ho gives a great mass of Du buquo market quotations taken from tho columns of tho Dubuquo Herald on file in time historical department of tho state of Iowa at Des Moines The quotations are taken on tho first of each month between 1801 and 1802 in elusive and the value of the gold dollar in tho currency of the day is also taken at the same date Tbo prices are then referred to gold These results show the average annual purchasing power of gold as applied to wheat corn oats hogs cattle butter and eggs be tween the years 1801 and 1803 in elusive If gold has been increasing in value by reason of tho so oalcd crlmo of 1873 these quotations should show a decrease in price dating from 1878 Tho farmer has been told that this state of affairs exists but it is the price of wheat in Liverpool or London that has been appealed I to for proof of this decrease In order to detect any change dating from 1873 it is necessary to make the exam ination cover at least ton years prior to 1873 Tho results are shown in tho dia grams which follow They show at a glance how prices have been changing and bow they have been affected by tim events of 187- 8WheatFig 8 represents the price in Dubuque from 1801 to 1803 Tho average annual price in gold of wheat during tho five years ending in 1805 was about 00 cents This covered tho period of the war During time period from 1800 to 1885 tho annual averages fluctuated between 03 cents and 130 There was no general riso or fall There were simply fluctuations up and down From 1885 to 1802 tho prices have been moro stoutly and lower than during tim preceding interval but with an upward tendency They were however nearly down to war prices There is certainly nothing which indicates that anything happened in 1878 which affected tho price of wheat From that data to 1880 the general tendency of prices was dis tiuctjy upward No person not previ ously acquainted with limo diagram could pick out tho year 1873 if tho dates were removed front tim diagram When too many people raiso wheat tho price is low If wheat commands n high price by reason of n short crop more people begin to raise wheat the price gradually falls and people gradually stop raising wheat Suddenly u short crop may again raise prices to an extent that will again incrcaso tho number of wheat growers Time average price of wheat at Dnbuqno during this entire interval has been 70 cents ibis price has been so nearly reached recently that it is hardly profitable to speculate about tho causes which produced tho low prices of wheat during tho paulo and hard times beginning in 1302 But it does seem unreasonable to attribute it to a crime said to have been commUted 23 years ago and which few people con sidered criminal five years ago Mr Bryan evidently hind not discovered this crime on Morph 10 1803 Corn and UatsIIgs 4 and 0 show tho Dubuque prices of corn anti oats from 1801 to 1803 There ia nothing about either curve to attract attention to the year 1873 except tho word crime which indicates whore tho act of 1878 was passed Both curves show a distinct rise from 1801 but after 1807 time prices of both havo been practically constant with pcrhapa n slight upward tendency and distinctly higher than during tho war Tho prico of corn hums fluctuated around on average of about 88 Compared with subso quent prices the war prices for hogs were bettor than in any of tho other commodities Tho demand for army supplies way perhaps account for this Prices during 18080 and 1870 were ab butter and Fig f the price of eggs Hero also time lowest prices were during tho war and in both tendencyIW1rofcssor Nipher then quotes London prices of wheat and shows that they havo declined faster than Iowa prices mainly because of reduced cost of trans portation Ho says that without doubt tho future prico of wheat will bo deter mined by tho amount of wheat grown and the ability of pcoplo to pay for it Ho draws time following conclusion It In not one of thcso diagrams ia there time slightest indication of a falling off in price dating from 1873 tier is there tho slightest feature to manager in fact c most a mother to him was a to leave on account of ill idealthactod by the necessity of search the g for some one to fill her place is sisters took turn about in man ging for him when he could not any one and when after uch tribulation he would be suc it sslul the arrangement would not the st very long and again the same orry would have to be gone rough with One great reason r tIns was the difficulty of keep ing servants another the inde endent ways and irregular hours the master Starting away In his carriage early in the morning for a ip to the village store he might e back by the middle of the after oon or not till in the evening and p ould brook no interference or ta tiuestioningmeals to be served promptly and to properly on his arrival In vain his sisters when sojourn ing at the house would endeavor or soance of being more punctual and methodical The gossip of the stores or shops or roadside encounters always proved too strong at for years this was the acustomed routine except that the stay of the housekeeper became more brief Iand nd the securing of another more difficult and at last Todd announc r cd that he was tired of this continual worry and intended to lock up and quit farming after the close the current year As Todd was now verging on ixty years oi age his once dark turned white as snow and is sturdy form grown bent the were delighted at his take an early train he took his hihesupper was cleared away he re- orted to the cellar for a lunch to appease his appetite be Time rolled on and the discordant elements in the Noble mansion Meadowcroft abated nothing in intensity till at length during harvest time the disputes taunting recrimination ended in an open rupture of all business and social clationa and Miss Grimm announced her intention of leaving forthwith and Todd expressed himself as delighted at her decis ion and offered to immediately pay her the balance duo and take her and her baggage to the station which having beeu accepted and accomplished he hunted up a wo man to take charge temporaril- ys exulting in his freedom from carping criticism oerweening punctuality and a scolding tongue relapsed into the oldtime slipshod habits of selfish indolence of But soon the old trouble was re newcd good housekeepers and passable servants were scarce and even poor substitutes hard to find and retain and if the truth were known Todd often remembered the good qualities ot Miss Grimm t regretted her fiery temper and unhappy disposition and debated in his mind whether or not his own obstinacy and love of power and rule had not contributed largely o the display thereof In the meantime Miss Grimm had obtained a position as housekeeper and companion with two old ladies in a nearby city where she was living in comparative ease but the lack of independence the feeling of not being considered on an equalitywas galling to her pride to her temper and one day during the following winter learning that Todd Noble was again in search of a housekeeper she wrote him to say that if he was not suited and would employ her again on tim same terms she would be glad to take the position and Dlwouldher unfortunate temper Todd showed the letter to his sisters who advised him not to make the experiment and endeavored to dis suade him from it but the great difficulty he had in procuring suitable and capable people finally prevailed and he once more in stalled her at the head of his bach elor establishment Miss Griram certainly appeared to have profited by her former experience and af fairs at tii farm ran more to the south and south west of Hawaii Some ol them are near the Gilbert archipelago and there is a considerable cluster just about the lesser distance mentioned and directly south of the Hawaiian group including America Christmas Jalmyros and other islands of larger size- Christmas island is about thirty five miles long It got its name originally from the tact that the famous Captain Cook stopped there on Christmas day for the purpose of observing an eclipse It is an atoll or ring of coral formation inclosing a lagoon of water that has become so salty through evapora tion as to be a veritable brine Fishes thrown over the reef by slorms arc pickled in it and remain perfectly preserved and good to cat for months These isles of the Pacific belong ing to Uncle Sam number sixty in all They have all been annexed to the United States under an act of Congress which became a law August 18 1856 This law which remains in force today declares that whenever any citizen of the United States shall discover a deposit of guano on any island rock jurisdiction he shall be at liberty to take peaceable possession thereof and such island rock or key may at the discretion of the President be con sidered as appertaining to the United States The discoverer is required to give I clue notice to the Department of State with affidavits describing the island and showing that pos session of the same has been taken in the name of this country He is obliged at the same to give a bond which is filed in the Treas uryThe discoverer at the pleasure of Congress enjoys the exclusive right to occupy his island for the purpose of obtaining guano and for this product he is allowed to charge only a fixed price namely 8 a ton for guano delivered at the ships side or 4 a ton for the privilege of digging il where it tiCl furthermore he gives guarantee by his bond to deliver the guano only to citizens oi the United States and to be used in the United States The law also provides curiously enough that all offences and crimes on such islands by persons who may land thereon or in waters Ijacent shall be deemed as corn mitted on the high seas on board i a merchant ship of the United States and shall be punished ac coidingly The President is author ized to use the land and naval forces of the United States to pro led the rights of the discoverer or his licks lmpireincludesfar greater importance opened fire and things were very interest ing for a time- Deprly Burton led the way and the others followed creeping on their hands and knees to a cabin where Green had taken refuge They surrounded the cabin at close range Green was then called upon to come out and surrender Fearing that he would shoot in stead the officers had taken the precaution to get behind trees Greens answer was a shot He poked his rifle through the win dow and aimed at the tree be hind which Deputy Ferguson was sheltered The latter returned the fire Green did not again open fire and things became si lentThe revenue officers waited a minute and called to him again to surrender For answer he burst open the cabin door and with a yell of defi nee tinted through the moonlight aul into the woods At the same instant the officers opened fire None of the shots took effect In his native forest Green had every advantage as he was familiar ith the country He opened fire on the officers as they purMifd and they Depreciated Silver the Uninsplr Ing Base of Democratic Battle- Vashington D C Sept 14 The political campaigns in the various States are warming up throwing very warm in fact Parties arriving here from New Yotk Nebraska Kentucky Iowa and Ohio report extreme activity and Interest in the fight which is to bo made in those States Re markable as it is that the silver cause should still havejany life left in it it is a fact It is to be made the basis of the battle in every State where there life important elections this tall One year ago one ounce of silver would buy one bushel of wheat in New York now it takes two ounces and silver is still falling and wheat is still ris ing It would scarcely seem possible that anybody could sue cessfully argue in favor of currency made from metal whose value has fallen over 35 per cent in eighleei months Yet that is a fact as to silver On March yth of last year it was worth 70 cents an ounce in New York now worth 52 cents liov it is that any party can now assume to win a battle with silver as the chief issue in States where they could not win on that issue a year ago is hard to under stand On last Presidential elcc tion day silver was wprth 657 Today it is worth 51 cents a fall of over 20 per cent If the Demo crats could not carry Ohio Ken tucky Iowa Maryland or New York on the silver issue in Novem ber 1896 with their proposed dollar worth 51 cents how can they expect to win this fall with a dollar worth only 40 cents Yt they aro going into the fight for i every where though there ar signs of weakening in spots Republican Prospects In Ohio The Democrats it seems from reports received arc trying to run away from their platform made but a short two months since This action however is not to be wondered at in view of the fact that silver has fallen 15 per cent in value even in that short space of time July 10 an ounce of silver was worth in the New York mar kets 606 cents and it is now worth but 52 cents and is still going down Small wonder then that the Democrats are trying to get away from it when within two months after its adoption the metal which it advocates as money declines 15 per cent It goes with out saying however that the Republicans of the State will not let their opponents get away from the issue they have made It also goes without saying that time Re publicans will sweep the State now that they have the enemy on the run providing they are not over confident Situation In New York New York City is the coign of vantage in State contest The fight in New York this fall relates to the myorahty but it is for a first mayor of the largest city in the United States and second largest city in the world and will decide whether or not Tammany Hall shall control Greater New York If Tammany gets control it will greatly endanger Republican prospects in the State indefinitely Thoseopposed to Tammany and free silver must therefore combine on one good man By refusing to do so they give Greeter New York and probably the State over to the Tammany silver Democrats indefi nit ely Maryland and tin AntlQorman There is good reason to lupc that the party in Maryland will fall into line now that the fac tional fight in Republican ranks is over and with the aid of the gold Democrats and the anti Gorman men win in the fight for the legis lature Owing to Gormans free silver leanings and the generally conceded opinion that he would vote for free silver in the Senate the soundmoney Democrats throughout the State arc ready to again cooperate with the Repub licans as are also of course all the and Gorman men to secure defeatGenerally speaking the drift all seems to be in the direction of Re publicanism The people sue that Bryan and the silvcrites made a deliberate effort to deceive thorn last year and many of those who vpted for him will have nothing further to do with silver Hut the Democratic leaders arc not asleep They arc conducting an active and vigilant campaign and arc out on a still hunt for votes whose result may surprise the Republicans unless they arc wide awake and working to arouse every man and push him enthusiastically into the fight The tide is now all running in the right direction but this very evidence of prospective victory is liable to lead to overconfidence on the part of some of the Republicans and to allow dissensions to arise which will prevent a solid front against the enemy Ohio Valley Extension Nashville Tcnn Sept 8ColJ- ohn McLeod chief engineer ofI the Ohio Valley railroad spent Sunday and Monday in Nashville anti has since been on a trip through the
