KILLING On Monday evening July sth Cyprian Trouillas was assassinated while eating supper at his home near Nebo is County The killing occurred about nine oclock and the shot was fired through a window tearing the back of Trouillas1 head almost off Brinkley was the nearest neighbor a man against whom many serious charges were laid by the citizens of the neighborhood among which were charges connecting his name with that of the wife of the murdered man The suspicion of tile neighbor hood immediately pointed with great emphasis to Brinkley as the assassin and the mutterings of the people were ominous attrouble to come if the law did not deal to Brinklcv the punishment they be lieved he richly deserved It was- a dark and mysterious case and little it any evidence was apparent except that which was purely cir umstantial The little that could have been adduced was not taken hold of by the authorities and no arrests were made On Wednesday July 21st the pent up anger of the people vented itself in a mob and Brinkley was hanged to a tree near the house of Mrs Trouillas whose husband as thin mob believed lie had murdered Current rumor which has the color of truth says that a night was set previous to this on which the mob was to meet and do its workand that a number of men did meet but final action was further deferredThen on the night of July 21St more than two weeks after the murder two risen without masks went to the home of Epliriam Irinklcy to arrest him on suspicion as they told his wife whom they found alone and to take him to town II When Brinkley came home about nine oclock as istificd by Mrs Brinkley the two men mbt him halt way to the gate and took hum away Neither or these men wore masks nor any this rUIU but Mrs Brinkley did not know them A part of the mob also went to the home of Mrs Trouillas and took her out When she returned to the house she had marks of a rope on her neck afld- said that the mob had strung her tip While of course no definite statement can bo had as to the mobs action it is rumored and seems to- be generally believed that the mob obtained from the woman under fear of death such information as convinced them of the undoubted guilt of Brinkley and that they then released her and hung hum- When Mrs Trouillas awoke the- next morning Bnnkleys body was hanging from a tree in full view of- her home The coroners jury Special correspondence Wasliinglon D C July 37 Now that the Democratic orators and cditois have been reduced to the single subject for an attack the tariff billof its relation the sugar trust it is well enough stale sonic plain farts bearing upon this subject This bill as a whole is probably 1010 satisfactory to till people than any tariff measure which has passed Congress in the recollec tion of the present generation and e features of it relating to the gar schedule will he found when understood as satisfac ry as its most highly commended atures It was generally conceded when the bill passed the llonsc that it was not in any way advantageous o tIll trust hut that on the con aty it tool away fioin lh trust uch of till advantage which it- hacuntlcr the Vilson law Stripped of all technicalities the cold facts arc that as the bill left the house the rates on refined sugar were 1234 cents per hundred ouiids greater than till rates on aw sugar Of course the rates on- uicrent grades of raw sugar were ere different but taking the num er of pounds of any grade which were required to make a hundred pounds of refined sugar it was found that the rates were on an average of i2j cents per hundred OthliIS less than those on refined This means that tIll sugar refiners of the country whether in e trust or out of it were allowed difference ofi2 cents per hun 1 red pounds orfJ of a cent per pound difference between raw sugar when imported and refined sugar when imported thus giving cm an opportunity to import raw gar at of a cent a pound less than the rates at which refined can be It is gen 11finingof a cent a pound so that the tes really given to the sugar re ners arc simply the bare difference etween refined and unrefined on sugars of the cost of refining- It of is well known that the rates adopted by the Senate were more it idvantagcotis to the sugar refiners it is i fact that the rates agreed pon by the conferees made precisely the same difference between raw and refined sugars that the ouse bill made when it was passed by that body The confer it ce report did increase the rates n refined sugar slightly but it ilso increased the rates on raw sugar thus making the difference the rate of duty between raw and refined or the differential it is called precisely what the House bill made it originally i2 cents per hundred pounds or fJ of cent a PoundwBut says the objector if the con ference report gave to the sugar trust stock no advantage why was in that sugar truststock advanced during the time that the bill was consideration by the conferees and after it was presented to the public g The answer to this is simple r enough The sugar trust knows that the new bill would certainly advance the rate of duty on sugars as a protection to American producers has been bringing into the country as rapidly as possible fingparatively low rates of the Wilson aw It has scoured the world for sugar and had in stock by the time the conference report was presented to the public over 700 ooo tons of raw sugar or in round numbers 1500000000 pounds Think of itt Enough sugar to load seventy thousand cars or to load thousand five hundred freight of cars each or to oakefifty miles in length On everys pound of this sugar which apparenthatI t there was between the tariff rates amed by the Dinglcy law or an aggregate prpfit calculated at twelve million dollars It is surprising that sugar stockI up in view of the fact organization would make upon the sugar which it had brought nto the country 12000000 by ite mere advance which the train ers of this bill have found it necessary to make in tariff raters in order to protect the sugar producers of the United States and bring a revenue to the Government But the objector will say everybody familiar with this subject knot that the sugar trUst had all tIlls sugar in stock and since this lactI was well known this does not ac count for the sudden rise is sugar trUst stock which followed the announcement of the agreement o the conference This is true but the explanationI of the sudden advance which vasI caused by the profit thus assured to the suga trust through theI enormous stock on hand is found in the fact that Secretary Gage had recommended to Congress the placing of an internal revenue taxI of one cent per pound on all unre fined sugar in the United States when the new tariff coming year on this enormous mass of sugar which it holds saw readily that the profits would bo reat and the dividends large The flcstilttrust stock about which there was so much talk and denunciation This advance was not due to any permanent advantage which the new tariff bill gives the trust over the old law but on the contrary the difference between raw and re ned sugars under the new bill is s already indicated I2j4 cents e per hundred while under the Wits son law it is 22j cents per hundred pounds thus making it apparent at once that the permanent differential or difference in tariff rates
