to the Wilson laws it may not he uninteresting to point outspnla of its failures since it is impossible to say anything good in taking leave of a measure which has brought such distress to tile country and the Treasury The deficit of 125 000000 which it has made up to the time of McKinlcys inaugura tion has been reduced by the enormous importations of the past three months which were made in order to escape duties under the new tariff law Notwith standing the increase in receipts by reason of this flood of importation since the inauguration of President McKinley the customs internal revenue and total receipts under this law have been much less than in corresponding months of the history of the McKinley This is especially interesting and im portant because of the statements made from time to time by the Democrats to the effect that the Wilson law was more successful as a revenue producer titan the Mc Kinley law The absolute falsity of this statement is shown by the official figures covering the receipts ot the Wilson law from the begin ning of its operations dawn to the present time and comparing those with the receipts under the Mc Kinley law in the corresponding months of its existence The Wil son law has now been in operation 34 months In those 34 inpnths the custom receipts aggregated 467465248 while in the first 34 months of the McKinley lawthe customs receipts were 584452 414 The internal revenue receipts under the Wilson law in its first 34 months were 382722453 and in the first 34 months of the Mc Kinley law were 433772458 The total receipts under the Wilson law in its first 34 months ending Juno 30 1897 amount to 904200652 while the McKinley law in its first 34 months produced 1041048677 a balance ef more than 137000000 in favor of the McKinley lawP- ROGRESS OF TilE TARIFF Progress in the consideration of the tariff bill by the conference committee has been rapid and gratifying in its character A large proportion of the amendments made by the Senate have been dis cussed and easily agreed uponand only a few knotty problems still remain and with every prospect of these being disposed of very soon Wool sugar lumber cotton ties and a few of the less important subjects proved the most difficult in the attempt to bring about a final agreement between the two branches of Congress and in all there was a disposition to give thoughtful consideration to jlid best interests of the people and to meet the popular demand as it became apparent that the final result would be such as to meet the popular approval One questionhow ever the conferees have been compelled to keep constantly in mind and that relates to effect of their acjion upon the chances of final passage ot the bill in the Senate The fact that the Republicans do not and cannot control that body still makes it absolutely necessary that they move with time greatest caution and exercise a vast amount of diplomacy in their final shaping of the bill in order to absolutely assure its final passage in that body HOSTILE TO TRUSTS The work upon the tariff bill in conference has been as unsatisfac tory to the trusts as was that of the House and Senate Every stepin the framing pf this bill has a dctcrminatjonon the part of those in charge of it to avoid the mistakes which the Democrats made in the framing of their tariff bill and by which that party gave to the trusts and especially the sugar trust such enormous advant ages Of course the Democrats have tried to make it appear that the Republicans were laying them selves liable to as grave charges as were successfully made against their own party and tariff bill but have lailed in that attempt and there is good reason to assert that the new bill when it gets upon the statute books will be less satisfac tory to the trusts than any Incas ure enacted in many years Till CURRENCY COMMISSION It is still understood that ames sage will be sent to Congress as soon as the tariff bill is out of the way asking that the President be given authority to appoint n commission to consider the currency question and frame u measure for 3 general currency law The de lay in sending in this message has been due to the fear that this act currencydiscussiomi upon the tariff bill but there is reason to believe that the message will be forthcoming as soon as the tariff bill is disposed of Whether it will be possible to pass a measure of this character through the Senate without very great delay is- o course uncertain but if Repub lican votes can pass it it will be conic u law promptly It is felt that a commision exist large quantities of sulphurets from which the precious metal can only be ex tracted profitably by modern scien tific processes The United States government established mint at Dihlonega Georgia early in the thirties II and between 1837 and 1861 there was coined there over 26 000000 in gold obtained by crude methods from the neighboring states and vicinity The ore was dug from the surface or quarried from the slopes of the ravines but no bonafide mining was attempted and when the depth of excavations rendered the hoisting by hand labor inconvenient and expensive the hole would be abandonedand a other working commenced The land was laid off in fortyacre tracts andowned in fee simple by holders qnder government title and some of these proprietors in a desultory and wasteful manner indulged in panning out the free gold mixed through the soil by the disintegra tion of the quartz In sonic few organized crush the ore and extract Ire free gold but no systematic and econ omical process was adopted and adhered to and after the discovery of gold in California the mint Op erations at Dahlonega were discon tinued and the building and ises donated to the State of Georgia Within the last few the low grade ores of Colora do Dakota Nevada and California have been profitably treated by the newly discovered chlorination pro cess apd interest has been revived in the Appalachian region Capi talists are buying tracts of land in North Carolina Georgia and Ala bama and putting up mills The ores from open cuts and upper if levels yield more free milling- gold than those from undgground- workings below water flee The pulp formed by the stamp machihes usually has a brownish red color when working the surface ores and is bluishgray when the refractory sulphurets are being crushed These latter are now treated by the chlorination process that is roasted and exposed to chlorine gas and the chloride of gold formed dissolved out in water and precipi toed This plan requires techni cal knowledge and care but the plant is not expensive and the cost of treatment not high while the percentage of gold extracted is large The sulphurets are generally concentrated before subjecting them to this new process In Cat ifornia Nevada Dakota and Colo ratio the cost of the treatment of the concentrated stitp1lurets is from 8 to Sio ton but inTthe south ofemr- J D FrnHTI labor fuel and chemicals it is less than 5 per ton The ore of the Homestake mines in Dakota runs about S4 per ton The first mine to treat the sulphuret ores was the Hale in South Carolina They had tried to run it in the old time way to extract the free gold only and found it didnt pay therefore it was abandoned and lay idle for years being considered worthless When the cheap methods were introduced by tearing out the old worthless machinery and putting in concentrators to save sulphurets and furnaces to heat them their twenty stamp mill was increased to sixty and the plant now pays assayIand concentrates only 30 per ton In the ore found in the vicinity of Dahlonega Georgia concentrates run from S50 tp 1100 perI too Many plants that had been started and abandoned throughout the region during the past are now being reno vated under expert superintendence and the results shown are encouraging In the future as inI the past numerous wildcat comI will be gotten up for stockC jobbing purposes There is no doubt but the district known as the southern gold belt is as rich in the quantity of metalbearing ore as the lamed Rand region in South Africa Already English specu lators are securing options on large tracts of land and to form a gigantic enterprise and float millions of dollars worth oft stock on the London market Iftfairly capitalized and squarely conducted by competent managers the venturqmight be a paying one but the usual fate of investors in such schemes is to put in more than theyI ever take out because careful economical and honest methods lire not pursued to reduce the cost ot production to a minimum Meanwhile intelligent and successful mining men have made moderate investments in lands in Northern Georgia and North Carolina and arc producing gold as they dig coal on pure business principles by keeping down expenses Among those interested are St Louis and Milwaukee capitalists Another syndicate is headed byi Gen Russell A Alger John FIBetz of Philadelphia has a stamp mill running on his tract at Auraria about seven miles from Dahlonega The biggest scheme on foot is that of the British North Georgia whichl controls 85000 acres and is ized in London with 5000000 capital There arc sixtetn com panies altogether in upper Georgia and when all the contemplated plants are established itIS expected that a smelter and extensive chlorination plant will be erected at some central point to take theI output of the surrounding mines This idea was suggested by Thomas A Edison who would be interested In the business Quite a large exhibit of Georgia gold ores is made at the Nashville Centennial Expo- S tion In the c jll c ion are samples from the Singleton Tahloneka and Preacher mines of the Ken tucky Gold Mining company as saying from 1500 to 1537 per ton Call for the Republican State Convention The Republicans of Kentucky are requestedto meet in delegate convention in the city of Louisville on Tuesday August 101897 to place in nomination a candidate for Clerk of Apeals and to transact such other business as may properly come before th conventionThe representation will be one delegate for every 200 vote cast for William McKinley the Republican candidate for President in 1896 and one vote for each fraction over zoo votes cast Upon this basis the convention will be composed of 1000 dele gates distributed among the 119 counties of the state The delegates from the several congressionaldistricts will convene at the place yet to be designated in the city of Louisville at 10 oclock a m on convention day for the purpose of choosing vice presidents of the conventions and members oi the various committees The convention will be called to order at a oclock p m for its temporary organization and for the turther restored to the price now paid by the companies who believe in and do pay standard wages With the facts staring them in the face that free silver and tree coal would crush the miner how strange it is tbat some of them can be found willing to speak for and uphold y cause that would ruin the coal industry of the country President Reinecke of the Reinecke Coal Company who also operates a mine near
