hand and to somo ex ¬ tent Draill block ore rapidly extending business The different districts ot Illinois have mined over 1250000 tons of coal so far this year and aro evidently bent upon rolling up a record breaking tonnage for 1802 3m bushel The Madison Coal Cos bid was 540 cents a bushel but the satisfactory manner in which the company filled the cenlract last year it was awarded to the same company for another year A very profitable manner of spending a vaca- ¬ tion is shown by a party of 10 students from ths Pennsylvania State College who aro now stopping at one of the Pittsburg hotels and putting in the time visiting mills and mines in this district They belong to the mining department ot the in- ¬ stitution named and they state that the class has been received with uniform at a prospective advance In prices and arc taking advantage of the moment to replenish their somewhat exhausted stocks Although It Is true that there Is a considerable difference of opinion as to the figures at which coke will be sold in the near future it Is very evident that tho figures will be fairly well upheld It has usually been assumed that coke made in gas houses that is in the manufacture of illum inating gas would not answer for metallurgical purposes indeed was of but little value for any thin but domestic uses During thea month of February however no less than 35000 tons of gas coke supplied by the Compagnie Parisienne du Gas were consumed In the iron district of chiefly by foundries could they have secured it would have preferred good Durham or Connellsville coke but it is not an unimportant fact that gas house coke can be and is used in iron smelling ¬ Meurthe-ct-Mosselle History is repealing itself in the Connellsville coke market The refusal of one operator to en- ¬ ter Silverites ns comparatively long intervals once or twice a year or once in one or two years The result therefore of depreciation of our currency which would put up prices of goods in general use would be almost im- mediately to reduce byone half the purchasingpower of tho wages received by labor and leave to labor a long period of years of agitation and organization before the rate of wages would be enrrespondingly increased It is hard to imagine a wqrse disaster than one which to start with practically reduces the wages of labor by one half and then insures a demoralization for years to come in the relations between capital and labor pending the readjustment thus necessitated Another reason why I am opposed not merely to the so called free coinage of silver but to the agitation of it is its effct upon the Undevelopment of our country der normal conditions the capital of all civilized countries is at the disposal of auy one who wants to develop either of them at a rate of interest commensurate with the risk the lender assumes that there is of his sure and adequate repay ment If we have abundant capital at low interest enterprising men can afford to improve real es tate build factories lay out new railroads and enter upon every kind of undertaking which builds up the country and keeps labor Well employed at high wages If the rate of interest is high and money hard to get fewer can afford to undertake plans which involve the borrowing of money and the result is a stagnation of enter price a paralysis in the develop ment of the country and unemployed labor with its pitiful and dangerous consequences In pro portion as any ono who has money to lend fears that he may get back poorer money than that which ho pays out ho will bo conservative in londing it and will cither charge very high interest or else will keep it idle in banks nnd trust companies so that ho can tranfer it 111 stantcr in advance of any consid erable depreciation It is tho fear of re sources of the Southern States So great has been the growth of the mining manufacturing and that agricultural industries of section of the country that it is hard tc realize that it is all a matter of less than a quarter of a century Vast deposits of coal and iron ores have been opened up Hundreds of new factories have been built and aro now busily en gaged in turning out annually millions of dollars worth of all Thousands of kinds of goods miles of railroad have been constructed opening up new ways for shipping Southern products to the North and West - Rich phosphate discoveries in South Carolina and Florida have added millions to the The lumwealth of those States ber industry has been steadily ex tended new saw mills having been established throughout all the States Tho yield of all the staple crops cotton rice sugar oranges etc has been enormously in creased Yet with all this the greatnatu ral resources of the South have hardly been touched There are still millions of acres of fertile soil awaiting clearing and cultivation Under ground there aro yet many millions of tons of coal and iron Valuablo marbles and other stones exist in unlimited quantities With tho partial exhaustion of the Michigan and Wisconsin forests the im mense tracts of Southern timber lands invito the lumbermans axe and saw With abundance of labor seeking employment tho natural advantages for manufacturing all nds of cotton goods furnituro Ctc aro unsurpassd What then is lacking for the greater development of these mag nificent resources Askany in telligent citizen of the South and More one thing only is needed We want more Northern capital That this is true will hardly be denied certainly not by the Southern press which so unanimously proclaims the opportunities for Northern investors and the urgent need of additional capital And if it be true how does it bear on the schemes of the free coinage and flat money advocates who are so niimorous in the South just ¬ Free Ioiuage Would liaise Interest Lower Wages Paralyze Industry Impoverish the Poor and Enrich the Itlch now Some of the foolish silverites who have beeu urging the repudia- ¬ tion of one half of the debts of the country seem to forget the very close connection between a stable financial system and the willingness of the owners of capital to loan ifout Nothing can be more certain than that the mere possibility of violently altering the standard of values on which our business and industry rest would result in the withdrawal from the channels of trade of large amounts of money Investors nre timid They prefer security to high rates of interest If a President and Congress favorable to free coinage were elected the owners of capital would at onco call in their loans alarmed at the prospect of being paid fifty cents on the dollar Instead of sending to the South the hundreds of millions so greatly needed for the development of its resources Northern capitalists would demand the return of loans already made Property would have bo sacrificed in order to raise money Trade and manufacturing would be paralyzed for lack of credit No ono would trust his neighbor if ho knew he might get back dollars worth half of those lie And instead of cheap loaned money meaning more abundant capital for business it would greatly decreaso the amount now available That this would bo tho result of oven tho approach of free silver every Southern business man knows Fortunately there are daily evidences that its people are bo ginning to see through the schemes of the silvodtes and Populists nnd aror iolniuir witii those who aro woikuag for financial stability ant ¬ ¬ ¬ ¬ ¬ f1 opposed says John Do Witt Warner to free coinage of silver as now urged by its advocates First be cause it is only a cloak and avery thin one at that for what they really want forced currency of depreciated silver I am one of those who believe that the main function of Govern ment is to protect each man in his freedom to do what he pleases so far as consistent with protecting every other man in the same right and am therefore opposed to all arbitrary interference by Government with the business concerns of its citizens nnd especialy any in tervention by it in their contracts which shall assist any man to break directly or indirectly the contracts he has made When a man buys a coat for ten dollars the one who sells it to him buys ten dollars for a coat I am opposed to Government in terference in order to induce a man to accept a different kind of dollar from that which he would naturally choose or to obstruct his getting whatever sort of dollar he prefers and when it comes to proposing to compel him to accept any kind of dollars for which ho has not con contradicted it is no more defen sible than it would be to compel a man to accept a coat different from that wliich ho had bought Again I am opposed to so called free coinage that is forced currency of silver for the very rcasansfor which it is pressed by its advocates namely that it would raise and propably would double tho nominal price of all kinds of property especially tho commodities in general use prices o which aro conservative will bo for a considerable time at a disad vantage in comparison with thoso which arc promptly changed Speaking Generally wholesale prices of food and foods fluctuato daily retail prices weekly or monthly while rates of wages th0 price of tho one thing thft wage- I am ¬ ¬ ¬ ¬ ¬ ¬ ¬ iend money at all in that part of the oountry where people believe that there is a real probability of our coming to a silver basis One year of the prosperity that would come to us all were the capitalists of this country and of the world at large absolutely certain that our currency would never be depreciated would be worth ten fold more to our people than all the benefits which even in their dreams the free silver advocates imagine Again I am one of those who do not believe in new ways to pay old debts especially when they involve swindling the man one owes and more especially when they swindle the poor in order to make more wealthy the rich If we went to a silver basis and a nominal dollar were worth half what it is now the one kind of property which would not suffer would be gold coin and gold bullion and this is held mainly by the great banks and trust companies of New York and other cities At the sanle time however these very banks and trust companies would bo able to pay off their depositors including savings bank depositors in silver dollars of half the nominal value of the gold ones which The they retained in hoard banks trust companies and individual capitalists would therefore be the great gainers at the expense of their depositors ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ Again the great life insurance companies of this country have for sometime been investigating their funds throughout the country upon gold securities If our free coinage people had t their way these gold securities would still have to be paid in gold by the farmers and business men whoso mortgages these companies hold but every widow and orphan every owner of life or benefit insurance would Abrest have the amount coming to her is unusual activity among the advocates in spelling reform Messrs Funk and Wagnalls the publisher have forwarded to editors publishers professors men of letters and teachers a list of words spelled in the reformed way selected from the list recommended by the American Philological Association and the Spelling Reform Associations The puplishers agree to introduce these forms into their new books if a reasonable number of their correspondents do the same Answers are now coming in to this circular Among those who approve the list are Henry Holt the New York publisher Prof James T Lees professor of Greek in the University of Nebraska J W Powell Director of the Bureau American Ethnology Washington the Rev John Coleman Adams of Brooklyn Thomas W Knox author of New York Richard Bur ton editor of the Hartford Cou rant and W J McGee of the Smithsonian Institution It is generally admitted that the work of spelling reform must be done gradually The aim of the reformers is to introduce a phonetic alphabet but it would be impossible to do all that at once on account of the shock to the eye and tho average mans sense of humor Messrs Funk and Wagnalls list is but a modest attempt at reform It meeting was held at Columbia College and the Orthographic Union was formed This is composed of persons who wish to see spelling reform urged with more vigor than it is by the Spelling Reform Association The following named were elected officers of the union President Thomas R Yale Lounsbury Treasurer J M McKinley New York Editor Frederick A Fer nald New York Secretary R M Pierce New York Spelling reformers are divided into many groups Some hope to progress towards perfect phonetic spelling by such steps as the adop tion of Messrs Funk and Wagnalls list They base their hopes on the fact that there has been a general to- tendency phonetic reform throughout this country Other more ardent spirits demand the immediate adopfion of an absolute phonetic spelling in tho interests of our education and civilization The arguments of tho reformers aro very numerous and plausible They point out the irregularities of English spelling Tho letter a represents eight different sounds i e eight o seven u twelve y ninoj three Twcnty ono consonants havo sev- ¬ enty different sounds The sound of 0 in be has no less than forty equivalents a in mate has thirty four The word scissors which is com posed of six elementary sounds might be spelled schiessourrhce by following tho spelling of tho words schism siovemyrrh visor scourge ¬ ¬ ¬ ¬ mendous outcry against Websters reforms at the time but every one in this country has adopted them and the English are considered stupid for not so doing This is one of the facts which give the reformers hope The strongest ground on which spelling reform is urged is that it will be a great saving of time to those who have to read and write and a saving expense to all who have to buy or make books One sixth of the population of this country is foreign born or of for eign parentage The importance of an easy method ol teaching reading is therefore very great It is alleged that about 15 per cent of the cost of typesetting and of presswork and paper would be saved in books and periodicals it the reform were adopted The saving of time in learning to read and write it is hold is nf even greater importance Very few aauits can write a long letter causes creating the depression In that year all began in 1892 departments of the government passed hto the hands of a new party whose specific object was to radically change the revenue sys This certainty of inimical tern legislation created uncertainty in business circles caused cancclla tion of orders reduction- of wages discharge of workmen and closing of mines mills and manufactories until in 1893 a veritable a panic ensued Although a quasi protective tar iff bill was passed by compromises and alleged deals with some of the powerful trusts and manufacturers were then able to calculate the difference in the wage scale ren dered necessary by the reduction of duties it was not until after the election of 1894 which was an em phatic reversal of tho election of 1892 and a condemnation of the policy of the Democratic Adminis tration that a reaction began to take place Confidence was restored Wages reduced in 1892 and 1893 commenced to rise again It is true that the reductions had been 15 20 and sometimes 25 per cent while the increase is slight in most cases 4 and only in a very few 10 per cent yet it is an evidence of returning confidence and shows that the change is from an industrial and not financial point of view because the asserted strength of the silver advocates and the probability of free coinage leg islation exerts no influence in checking the
