The records include legal documents, minutes, bulletins to members, correspondence, financial records, and membership lists. The Kentucky Government Council held its first meeting on August 4, 1961. According to organizational literature, the purpose of this nonpartisan citizens group was to make studies of various state problems, to bring the findings to the attention of the public, and to recommend action, based on research, to state officials. For almost fifteen years, the organization's primary interests focused on the management and fiscal problems of the commonwealth. Its projects included recommendations concerning the state's merit system, a study of the state highway construction program, an analysis of the state debt structure, and support for the formation of the Council on Public Higher Education. In January, 1976, chairman Jackie Swigart announced to council members the executive committee's decision to terminate the activities of the organization.
