Louisville Ky March 20 Col M J Winn Is heartily in favor or the adoption by the State Racing Commission of tlio walkup system of start V1 ° tllc titucky tracks as proposed by Colonel Mil on Young Colonel Winn says that in his opinion this method will serve to relieve the turf of several objectionable features He says that it Is u reform that will be appreciated bv the turfmen ami public alike He says that it would l c easier to teach horses the walkup start than to line them at the barrier and then send them off Colonel Winn has for a long time favored the walkup start lie liecanie impressed with its superiority at the time he iyis in charge at City Park New Orleans and during the past winter at Juarez where Mars Cassidy used the system with exceptionally good results The proposed system Colonel Winn says will have the effect of affording cleaner racing and will prevent protests which the patrons litter at times against strongarm assistants of the starter There is no denying the fact he says that frequently dis ¬ gruntled individuals make serious charges against the assistants of the starter They are charged with whipping horses at the iiost and holding them until eyery chance of winning is lessened Even if this system did not possess advantages which are ap ¬ parent its adoption would stop many ngly allega ¬ tions although the truth is that in a vast majority LATONIA TRACK MUST PAY ASSESSMENT Kentucky Racing Commission Decides to Outlaw Milldalc Course if Payment Is Not Forthcoming Lexington Ky March 2i The Kentucky Stale Racing Commission with Chairman J P Chlnu and Messrs Milton Young and Charles Grainger present met here today under the call of the chairman to take action with reference to the failure of the Latonia Jockey Club to pay the commissions assess ¬ ment of li5 this sum being at the rate of 15 per day for 121 days racing that were given at Latonia during the years 100S and 1909 WJicn the dates for the Kentucky spring meetings were grunted at a previous session of the commission it was the understanding that the associations would not be granted their licences for this year until they had caid their arrears to the racing commission Secre ¬ tary House reported today that the Lexington and Louisville associations had paid up and licenses were granted for meetings here and at Churchill Downs DownsSecretary Secretary House said that Latonia had not settled that he had communicated with President Harvey Myers of Latonia concerning the matter and that Mr Myers bad informed him that the directors had taken no action and tliat he did not know their inten ¬ tions When the Latonia Jockey Club took its stand against the edict of the commission that there slionld be no bockmaking on Kentucky tracks sued out an injunction against the commission and gave a meeting with books on a bond was required by the Kenton Circuit Court to cover any loss to the commission should it win its case The Court of Appeals decided in favor of the commission and under the law tile commission has recourse to the bond that was given at the time the injunction was Issued Attorney Morgan Cliimi was accordingly in ¬ structed today to proceed before the Court of Ap ¬ peals for a rule that will enforce the collection of that bond but It is not the desire of the commission to take this extreme step unless the Latonla man ¬ agement pointedly refuses to settle the assessment that was made under the law creating the commis ¬ sion By way of conveying to the Latonia Jockey Club its further intentions in th cvent the 1 5 is not paid the commission resolred to revoke the license of any trainer or jockey participating at a meeting on any unlicensed trade to disqualify from racing on licensed tracks any horse that runs at an unlicensed track anfl to revoke the license of any association that permits such horses trainers or jockeys to participate in their meetings In a nut ¬ shell if Latonia docs not pay the assessment the commission will not grant it a license for its meet ¬ ing and if the meeting is given without a license trainers jockeys and horses racing there will stand as ruled off the Kentucky tracks under controL of the commission commissionThe The ineTiibors of the commission believe Xatorila will settle and will not force this extreme action but its officials have l ecn dilatory to say the least and have put the commission to considerable annoyance and inconvenience The commission has settled with its attorneys for the battle in the courts that Latonia started and lost and tlle sum paid in fees alone was 5COO Altogether the liti ¬ gation has cost the commission nearly 10000 during the four years of its existence existenceAt At a recent meeting of the directors of the Ken ¬ tucky Association it was proposed that the revenue to the association from money wagered through the parimntucl machines and auction pools be increased from live to seven per cent and that the matter bo taken up with the State Racing Commission There was no representative of the Kentucky Association before the commission today and the subject was not broached After the commission adjourned one of the members was
